LES SOUBASSEMENTS DU PROCESSUS D’ACCUMULATION DU CAPITAL AU MAROC La figure 7 présente l’évolution <strong>de</strong>s scores d’efficience <strong>de</strong>s 21 pays <strong>de</strong> l’échantillon entre les <strong>de</strong>ux sous pério<strong>de</strong>s 2000-2007 <strong>et</strong> 2008-2014. Un positionnement sur la bissectrice indique que le score moyen d’efficience pour le pays en question n’a pas changé entre les <strong>de</strong>ux pério<strong>de</strong>s considérées. Un positionnement <strong>au</strong>-<strong>de</strong>ssus (respectivement <strong>au</strong>-<strong>de</strong>ssous) <strong>de</strong> la bissectrice correspond à une amélioration (dégradation) <strong>du</strong> score d’efficience <strong>du</strong>rant la secon<strong>de</strong> pério<strong>de</strong>. La Slovénie, le Brésil <strong>et</strong> le Paraguay se situent sur la ligne bissectrice puisqu’ils ont affiché un score unitaire <strong>du</strong>rant toute la pério<strong>de</strong> d’étu<strong>de</strong>. Le Mexique, la Lituanie, Chypres <strong>et</strong> la Tunisie ont réussi à préserver leur nive<strong>au</strong> d’efficience atteint <strong>du</strong>rant la première pério<strong>de</strong> comme l’indique leur positionnement à <strong>de</strong>s nive<strong>au</strong>x proches <strong>de</strong> la bissectrice. L’Uruguay, la Turquie, la Pologne, la Bulgarie, l’Argentine <strong>et</strong> le Costa Rica ont réussi à améliorer leurs scores d’efficience entre les <strong>de</strong>ux pério<strong>de</strong>s. De même pour l’Egypte <strong>et</strong> la Jordanie qui ont vu leur score s’améliorer légèrement entre les <strong>de</strong>ux sous-pério<strong>de</strong>s tout en restant, toutefois, largement inférieur à la moyenne <strong>de</strong> l’échantillon. Les <strong>au</strong>tres pays <strong>de</strong> l’échantillon, y compris le <strong>Maroc</strong>, ont vu leur score d’efficience se détériorer <strong>du</strong>rant la secon<strong>de</strong> pério<strong>de</strong>. Les sources d’inefficience Le calcul <strong>de</strong> l’indice <strong>de</strong> pro<strong>du</strong>ctivité <strong>de</strong> Malmquist perm<strong>et</strong> <strong>de</strong> déterminer les sources d’inefficacité. Les valeurs supérieures (respectivement inférieures) à l’unité indiquent une évolution positive (négative) <strong>de</strong> l’indice en question. Pour l’ensemble <strong>de</strong> l’échantillon, la pro<strong>du</strong>ctivité globale <strong>de</strong>s facteurs a connu une évolution positive <strong>de</strong> 0,7% en moyenne entre 2001 <strong>et</strong> 2014. L’amélioration <strong>de</strong> la pro<strong>du</strong>ctivité peut émaner <strong>du</strong> raffermissement <strong>du</strong> nive<strong>au</strong> d’efficacité <strong>et</strong>\ou <strong>du</strong> changement technologique. L’analyse <strong>du</strong> profil <strong>de</strong> la pro<strong>du</strong>ctivité pour ces 21 pays révèle que l’essentiel <strong>de</strong> l’amélioration provient <strong>de</strong> la composante changement technologique plutôt que <strong>de</strong>s <strong>gains</strong> d’efficacité technique. La composante changement technologique a progressé <strong>de</strong> 0,6% par an entre 2001 <strong>et</strong> 2014, alors que la composante efficacité technique est restée, en moyenne, quasi-stable (h<strong>au</strong>sse <strong>de</strong> 0,1%). La quasi-stabilité <strong>de</strong> c<strong>et</strong>te <strong>de</strong>rnière entre 2001 <strong>et</strong> 2014 masque, toutefois, une dégradation <strong>de</strong> l’efficacité d’échelle (-0,2% en moyenne) contrebalancée par l’évolution positive <strong>de</strong> l’efficacité pure (0,3% en moyenne).
