Le Plan <strong>Sénégal</strong> émergent<br />
Le Plan <strong>Sénégal</strong> émergent (PSE) est le référentiel de<br />
la politique économique et sociale sur le moyen et<br />
long terme, visant l’émergence économique à l’horizon<br />
2035. Il « met l’accent sur une plus forte impulsion<br />
dans la création de richesse et d’emplois, le renforcement<br />
de la gouvernance, le développement des secteurs<br />
stratégiques ayant des impacts significatifs sur<br />
l’amélioration du bien-être des populations, la protection<br />
des groupes vulnérables et la garantie de l’accès<br />
aux services sociaux de base ». Adopté en novembre<br />
2012 par le gouvernement, il a été présenté aux bailleurs<br />
de fonds à Paris en février 2014. Il repose sur un<br />
important programme d’investissement réparti entre<br />
l’État et le secteur privé.<br />
The Emerging Senegal Plan<br />
The Emerging Senegal Plan (Le Plan Senegal Emergent<br />
- PSE) is the point of reference of the social and<br />
economic policy in the medium and long term, for economic<br />
emergence in 2035. It «focuses on a stronger<br />
impetus in the creation of wealth and employment,<br />
in the strengthening of governance, and the development<br />
of strategic sectors that have significant impacts<br />
on improving the well-being of the people and the<br />
protection of vulnerable groups as well as ensuring<br />
access to basic social services.» Adopted in November<br />
2012 by the government, it was presented to donors<br />
in Paris in February 2014. It is based on a major investment<br />
program shared between the state and the private<br />
sector.<br />

Trois ports importants - De par sa position géographique<br />
privilégiée sur la côte ouest-africaine,<br />
le port autonome de Dakar est un carrefour pour de<br />
nombreuses routes maritimes entre l’Europe, les<br />
Amériques et le continent africain. Il est doté d’infrastructures<br />
modernes et adaptées à tout type de<br />
transactions.<br />
Le port de Kaolack est un port fluvial situé sur le<br />
fleuve Saloum, à 200 km de la capitale. Il peut accueillir<br />
des bateaux de 2 500 tonnes calant 4,5 mètres.<br />
Le port de Ziguinchor est le deuxième port du pays<br />
en termes de volume de trafic. Il facilite les échanges<br />
commerciaux entre Dakar et le sud du pays. Son principal<br />
atout est de contribuer au désenclavement et au<br />
développement du commerce de la Casamance, « grenier<br />
» du <strong>Sénégal</strong>. La liaison maritime entre Dakar et<br />
Ziguinchor est assurée par trois ferries gérés par une<br />
société privée.<br />

infrastructure<br />
Three major ports - With its strategic location on the<br />
West African coast, Dakar Port is a crossroads for<br />
many sea routes between Europe, the U.S. and Africa.<br />
It is equipped with modern facilities that are suitable<br />
for all types of port operations.<br />
The Kaolack port is a fluvial port on the Saloum<br />
River, located 200km from the capital. It can accommodate<br />
ships with a 2,500 tonne capacity and a 4.5m<br />
draught.<br />
The port of Ziguinchor is the second busiest port<br />
in the country. It facilitates trade between Dakar and<br />
the south of the country. Its main asset is to contribute<br />
to improved access to and trade development of Casamance,<br />
the «the breadbasket» of Senegal. The sea connection<br />
between Dakar and Ziguinchor is facilitated<br />
with three (3) ferries operated by a private company.<br />
A new projected international airport – The Léopold<br />
Sédar Senghor International Airport in Dakar is the<br />
busiest in West Africa. It is at the forefront of airports<br />
in the WAEMU zone and remains the second largest<br />
in Sub-Saharan Africa after Johannesburg. It receives,<br />
