Paolo De Castro (S&D). – Signora Presidente, signor Commissario, onorevoli colleghi, le tensioni sociali, come quelle
recenti in Nordafrica, sono quasi sempre innescate dagli aumenti dei prezzi dei generi alimentari. I rialzi record dei cereali,
dello zucchero e degli oli vegetali sono una chiara manifestazione del sempre maggiore squilibrio fra domanda e offerta
globale.
Un ulteriore rialzo dei prezzi, purtroppo possibile, avrebbe conseguenze drammatiche soprattutto per quelle parti del
mondo dove la spesa alimentare rappresenta più del 40 percento del reddito pro capite e che, in un'economia mondiale
sempre più interdipendente, rischia concretamente di creare tensioni all'intero pianeta. L'Unione europea deve quindi avere
la chiara consapevolezza che le politiche agricole – la politica agricola comune per l'Unione europea e il Farm bill per gli
Stati Uniti – hanno un ruolo di portata straordinaria e strategica per gli assetti globali che va ben oltre la tutela legittima del
reddito degli agricoltori.
Occorre, signor Presidente, una nuova global food policy, coordinando le politiche agricole a livello internazionale.
Personalmente auspico che il prossimo G20 potrà essere un'occasione per avviare concretamente questo nuovo percorso.

Struan Stevenson (ECR). – Madam President, the relentless increase in the price of oil and its consequent upward
pressure on fertiliser prices, together with swingeing increases in the price of wheat, maize and other cereals, is creating a
crisis in our farm sector, as well as a growing global crisis.
It is worth remembering that the uprising in Tunisia which set off the domino effect across the entire Middle East began
with the self-immolation of a poor street food trader.
Europe’s farmers can make a positive intervention in helping to resolve this crisis if they are provided with the appropriate
tools. It is time we grasped the opportunities provided by biotechnology to help us meet growing demand for quality food
products.
More than 125 million hectares of GM crops are being grown commercially worldwide by more than 13 million farmers,
and yet we do not mention biotechnology in this resolution.
Wake up and smell the coffee, Europe, before we have food riots on our streets!

Γεώργιος Παπαστάμκος (PPE). – Κυρία Πρόεδρε, οι αιτίες της εντεινόμενης αστάθειας των τιμών των τροφίμων είναι
πλείονες: ακραία καιρικά φαινόμενα, περιορισμένοι φυσικοί και ενεργειακοί πόροι, αύξηση του παγκόσμιου πληθυσμού.
Έμφαση προσήκει σε δύο ακόμη λόγους: στις συγκεντρώσεις, εννοώ στα ολιγοπώλια των πολυεθνικών, στην αλυσίδα
εφοδιασμού τροφίμων και στην αδιαφάνεια και τα φαινόμενα κερδοσκοπίας στις αγορές βασικών προϊόντων.
Τα χρηματιστήρια προθεσμιακών συμβολαίων εμπορευμάτων μεταβλήθηκαν λόγω της απορύθμισης των χρηματαγορών
από εργαλείο διαχείρισης κινδύνου σε στόχο κερδοσκοπικών συναλλαγών. Τα σημαντικότερα μάλιστα εξ αυτών
βρίσκονται εκτός Ευρώπης.
Μετά τη χρηματοπιστωτική κρίση, διάφορα hedge funds στράφηκαν στα χρηματιστήρια γεωργικών προϊόντων για να
αντισταθμίσουν τις απώλειές τους, όπου πλέον το χρηματοοικονομικό απόθεμα είναι δεκαπενταπλάσιο του πραγματικού
αγροτικού. Είναι συνεπώς αναγκαίο ένα θεσμικό πλαίσιο που να περιορίζει τη συμμετοχή στις γεωργικές αγορές
παραγώγων στους άμεσα συνδεόμενους με τον τομέα τροφίμων.
Επικροτώ τις σχετικές πρωτοβουλίες της Γαλλικής Προεδρίας της Ομάδας G20 και πιστεύω ακράδαντα ότι η διατήρηση
ενός ισχυρού ευρωπαϊκού γεωργικού τομέα προς διασφάλιση της επισιτιστικής επάρκειας προϋποθέτει την εξασφάλιση
δίκαιου γεωργικού εισοδήματος καθώς και αποτελεσματικότερων μέτρων ρύθμισης της αγοράς στο πλαίσιο της νέας
ΚΑΠ.

Michael Cashman (S&D). – Madam President, let me make it absolutely clear that I speak on behalf of those in the
developing world and not in defence of the common agricultural policy.
According to the World Bank, over 44 million people have been plunged into dire poverty as a result of rising food prices.
There are a myriad of contributory factors – fewer smallholdings, deforestation, desertification, lack of access to water and
climate change.
