convinzione della maggioranza dei cittadini croati che l'adesione all'UE non porterebbe vantaggi al paese. Chiedo quindi al
governo e alla società civile di mobilizzarsi affinché i croati comprendano che il progetto europeo appartiene anche a loro.
L'adesione all'Unione sarà comunque sottoposta a referendum popolare.

Raül Romeva i Rueda (Verts/ALE), in writing. − With this resolution, the European Parliament commends Croatia for
the substantial progress achieved in attaining the benchmarks necessary for the conclusion of the accession negotiations; it
asks Croatia to pursue resolutely the necessary reforms in order to be able to attain the final benchmarks and to conclude
the negotiations; and it calls on the Commission to use all its capacities to support Croatia's efforts to attain the
benchmarks.

Licia Ronzulli (PPE), per iscritto. − Ho votato a favore di questa relazione perché porta alla luce la situazione dei
progressi della Croazia nelle procedure di adesione all'Unione europea. Se Zagabria continuerà sulla strada delle riforme
come ha fatto negli ultimi anni, ci sono ottime possibilità che i negoziati possano essere completati già entro giugno.
Ora, piuttosto, la sfida maggiore sembra quella di convincere la popolazione locale che l'ingresso nell'UE porterà vantaggi
concreti al loro paese, visto che un recente sondaggio ufficiale di Eurobarometro sembra dimostrare il contrario. In
considerazione del fatto che l'adesione sarà comunque sottoposta a referendum popolare, bisognerà mobilitarsi affinché i
cittadini croati comprendano che il grande "Progetto europeo" appartiene alla loro storia e al loro futuro.

Peter van Dalen (ECR), schriftelijk. − Kandidaat-lidstaat Kroatië wil in juni 2011 de onderhandelingen voor toetreding
tot de Europese Unie afronden. Ik ben tevreden met de voortgang van de onderhandelingen maar ik wil eerst daden zien. Ik
wil niet dat we straks spijt hebben van Kroatische toetreding: laat de toetreding van Bulgarije en Roemenië een harde les
zijn. Corruptiebestrijding is op papier duidelijk een van de prioriteiten van de regering in Zagreb. Maar je ziet dat slechts
weinig corruptiezaken daadwerkelijk voor de rechter komen. Verreweg de meeste zaken blijven steken in het
onderzoeksstadium. Dit is opvallend vaak het geval juist bij de hogere functionarissen. Ik wil daden zien uit Zagreb. Het
land krijgt immers bij toetreding zo’n 4 miljard euro. De Kroatische politici die dat gaan uitgeven moeten we kunnen
vertrouwen.
We moeten onze lessen trekken uit de ervaringen met Bulgarije en Roemenië. Deze landen zijn veel te snel toegetreden en
daar heeft corruptie ertoe geleid dat allerlei verkeerde zakken zijn gevuld met Europees geld. Dus, zolang de
corruptiebestrijding blijft steken op het huidige niveau kunnen we het onderhandelingsproces met Kroatië niet afronden, zo
simpel is het.

Geoffrey Van Orden (ECR), in writing. − The ECR Group is very much in favour of EU enlargement. We believe it is
one of the more successful aspects of EU policy, provided it is carried out according to rigorous criteria and that lessons
are learned from other recent accessions. For this reason, we voted in favour of this resolution. However, we believe there
are serious issues which still need to be resolved before Croatia accedes to the EU. Corruption and judicial reform have not
been properly addressed. We are also concerned about media freedom, the prevalence of organised crime and the massive
backlog of court cases. Furthermore, there are still unresolved border issues with Croatia's neighbours and we do not wish
to see these imported into the EU. We do not wish to see Croatia then blocking the aspirations of other candidates. We
already suffer from examples of this elsewhere.

Angelika Werthmann (NI), schriftlich. − Der Entschließungsantrag, den der Ausschuss für auswärtige Angelegenheiten
vorgelegt hat, ist sehr ausgewogen. Er geht auf alle noch verbliebenen Schwachstellen, die derzeit den Abschluss der
letzten offenen Verhandlungskapitel behindern, ein. In seinen Empfehlungen an die kroatischen Behörden ist der Bericht
besonders auf die Nachhaltigkeit bedacht, so auch bei den Reformen im Justizwesen und der Korruptionsbekämpfung,
deren gesicherte Unabhängigkeit der Schlüssel der künftigen demokratischen Entwicklung Kroatiens sein wird. Auch
vergisst der Bericht nicht die wichtige Feststellung, dass die guten Bemühungen der kroatischen Regierung über den EU-
Beitritt hinaus ohne nachlassenden Ehrgeiz verfolgt werden müssen.

Artur Zasada (PPE), na piśmie. − Minione miesiące pokazały, że starania Chorwacji o możliwe szybkie dołączenie do
grona państw Unii Europejskiej przynoszą wymierne efekty. Zapoczątkowane w ubiegłych latach reformy przyczyniły się
znacząco do rozwoju w wielu dziedzinach życia. Szczególnie cieszy lepsza współpraca z Międzynarodowym Trybunałem
Karnym dla byłej Jugosławii w Hadze, a także postępy dokonane na polu praw kobiet oraz ochrony mniejszości
narodowych. Regionalne inicjatywy, takie jak porozumienie w sprawie utworzenia przez Chorwację, Serbię i Słowenię
wspólnego przedsiębiorstwa transportu kolejowego są wyrazem chęci pokojowej współpracy i przyczyniają się do
przyspieszenia rozwoju gospodarczego na Bałkanach.
Państwa członkowskie Unii powinny w dalszym ciągu wspierać Chorwację w przeprowadzanych przez nią reformach,
szczególną uwagę kierując w stronę najbardziej palących problemów: korupcji, wysokiej stopy bezrobocia oraz trudnej
