Alexander Mirsky (S&D), in writing. − This is the most useful resolution for the whole period from 2009 to 2011. I very<br />
much hope that the authors of the resolution will move forward and consider questions regarding the alleviation of the tax<br />
burden on small and medium-sized enterprises, will make available credit financing at reduced rates and improve<br />
communication between EU funding structures and SMEs, and finally monitor the situation in outlying regions of the EU,<br />
e.g. Latgale (Latvia). The government is conducting the well-planned and calculated liquidation of SMEs in Latgale by<br />
closing access to information about stabilisation funds, and by increasing taxes and the number of controlling and<br />
repressively fiscal bodies. All this leads to the elimination of the tax base, and as a result Latvia is on the edge of<br />
bankruptcy today.<br />

Andreas Mölzer (NI), schriftlich. − 100 Millionen Arbeitsplätze in der EU werden durch KMU bereitgestellt. Allerdings<br />
stehen diese nun nach der Krise immer häufiger vor dem Problem der Finanzierung, da sie meist fremdfinanziert sind.<br />
Banken bieten ihnen Kredite nur mehr unter strengen Bedingungen einer Darlehensförderung. Es wäre wünschenswert,<br />
hier möglichst unbürokratische Lösungen anbieten zu können, die beiden Seiten gerecht werden. Meine Stimme hat der<br />
Bericht erhalten, da meines Erachtens KMU finanziell unterstützt werden sollten, um das Wirtschaftsgefüge stabil zu<br />
halten.<br />

Rolandas Paksas (EFD), raštu. − Balsavau už šį rezoliucijos projektą, kadangi MVĮ atlieka esminį vaidmenį užtikrinant<br />
ekonomikos augimą, socialinę sanglaudą, darbo vietų kūrimą ir naujovių diegimą. Labai svarbu nustatyti efektyvias<br />
finansines paramos priemones, ypatingą dėmesį skiriant tarpinėms finansinėms priemonėms būsimu programavimo<br />
laikotarpiu, kurios pašalintų kliūtis finansavimui bei skatintų naujų novatoriškų įmonių kūrimąsi ir augimą, suteikiant<br />
didesnę prieigą prie Europos rizikos kapitalo ir obligacijų rinkų kartu pašalinant kliūtis šioms rinkoms plėtotis Pritariu<br />
pasiūlymui, kuriuo numatoma sudaryti geresnes sąlygas naujai įsisteigusioms ir novatoriškoms įmonėms naudotis akciniu<br />
kapitalu. Turime dėti visas pastangas, kad esamos finansavimo programos būtų veiksmingai taikomos tiek nacionaliniu,<br />
tiek ES lygmenimis supaprastinant administracines procedūras bei palengvinant sąlygas naudotis struktūrinių fondų<br />
lėšomis. Labai svarbu, kad valstybės narės vykdytų esmines reformas MVĮ apmokestinimo ir rėmimo sistemose. Taipogi iš<br />
ES biudžeto turi būti padidintas finansavimas naujoviškoms finansinėms priemonėms kartu skiriant didesnį finansavimą<br />
Konkurencijos ir inovacijų programai. Be to, turi būti sumažintos administracines kliūtys MVĮ supaprastinant novatoriškų<br />
finansinių priemonių valdymą, suderinant MVĮ finansavimo programas ir sukuriant vieno langelio principą.<br />

Γεώργιος Παπανικολάου (PPE), γραπτώς. – Υπερψήφισα το ψήφισμα για τη στήριξη της χρηματοδότησης των<br />
μικρομεσαίων επιχειρήσεων κατά την επόμενη περίοδο προγραμματισμού. Οι μικρομεσαίες και οι οικογενειακές<br />
επιχειρήσεις αποτελούν τη ραχοκοκαλιά των περισσότερων ευρωπαϊκών οικονομιών. Είναι το εργαστήριο παραγωγής<br />
καινοτόμων ιδεών και πρωτότυπων προϊόντων. Είναι επίσης οι επιχειρήσεις που αποτελούσαν ανέκαθεν ατμομηχανή<br />
οικονομικής ανάπτυξης. Ειδικά για την Ελλάδα, η σημερινή οικονομική ύφεση επιβάλλει τη στήριξη αυτής της<br />
κατηγορίας των επιχειρήσεων, που άλλωστε αποτελεί και τη συντριπτική πλειοψηφία της επιχειρηματικής παρουσίας στην<br />
χώρα. Με το παρόν ψήφισμα το Ευρωπαϊκό Κοινοβούλιο θέλει να καταστήσει σαφές ότι η νέα γενιά προγραμμάτων της<br />
Ε.Ε. για τις μικρομεσαίες επιχειρήσεις δεν μπορεί παρά να είναι προσανατολισμένη στα νέα ευρωπαϊκά οικονομικά<br />
δεδομένα και πρέπει να πορευθεί με αιχμή τη διευκόλυνση πρόσβασης των μικρομεσαίων επιχειρήσεων στον<br />
χρηματοπιστωτικό δανεισμό αλλά και στη δημιουργία ευέλικτων μηχανισμών χρηματοδότησης, όπως για παράδειγμα τα<br />
μικροδάνεια.<br />

Maria do Céu Patrão Neves (PPE), por escrito. − A presente resolução sobre aspectos práticos relativos à revisão dos<br />
instrumentos da UE de apoio ao financiamento das PME no próximo período de programação é fundamental no actual<br />
contexto. De facto, a limitada capacidade de acesso das PME ao financiamento constitui um obstáculo importante à sua<br />
criação e crescimento. A actual crise financeira e económica agravou o problema do acesso ao financiamento por parte das<br />
PME. Se tivermos em consideração que as PME contribuem para o crescimento económico, a coesão social e a criação de<br />
emprego, e são uma importante fonte de inovação e de expansão do emprego, percebemos a importância das alterações<br />
propostas a este marco jurídico, as quais visam reforçar o funcionamento dos dispositivos de financiamento às PME. Por<br />
estas razões votei favoravelmente a presente resolução.<br />

Raül Romeva i Rueda (Verts/ALE), in writing. − The European Parliament notes that a large number of SMEs will<br />
continue to depend mainly on credits and loans when it comes to external financing; it is concerned that an increasingly<br />
capital- and risk- sensitive banking sector is asking for more collateral and higher risk premiums, both requirements<br />
resulting in insufficient financing and missed business and employment opportunities in this very large sector of the<br />
economy; it regards, therefore, the availability of credit and loan guarantee schemes as crucial to exploiting the growth and<br />
job potential offered by SMEs; it sees a need to leverage existing programmes at national and EU level and it endorses the<br />
important role played by EIB SME loans.<br />
