responsibility to the other countries, because if we fail now and make mistakes now it will be much harder for others to
join. We cannot give up on this objective for the Western Balkans.
Some of you have mentioned Chapter 23 on corruption. We believe that the EU also has to be honest about itself, and
really to consider to what extent it was also implicated in corruption. Therefore, we also call on OLAF to look at what the
implications are for the EU. I urge all Groups to join that effort, as we need to be honest with ourselves too.
My last point is that how we deal with the past is an important part of joining the EU. The ICTY has been mentioned. This
is crucial, but we also feel that the local war crimes tribunals need to work better. A report by Amnesty International
highlights that there are still a number of pitfalls and deficiencies. We feel there is room for improvement, for example on
witness protection, and we would like to see improvement there as well. We feel it is crucial for the EU to insist on that
aspect of the past and working with the past.
Apart from this, we are all looking forward to welcoming Croatia to this House.

Geoffrey Van Orden, on behalf of the ECR Group. – Mr President, we believe that enlargement is one of the more
successful aspects of EU policy, provided it is carried out according to rigorous criteria and that lessons are learned from
previous accessions.
According to the Council, the conclusion of accession negotiations with Croatia is within reach, but we know from the
Commission that corruption issues and judicial reform have not yet been properly dealt with. This is very serious. Our
concerns are not artificial.
Croatia, with a population of 4.5 million, apparently suffers from nearly a million backlogged court cases, with a
significant number of cases connected to the abuse of property rights. Media freedom is also under assault. Former
ministers have been charged with corruption. Some might see this as evidence of action. Actually it reveals the depth of a
malaise that has hardly been addressed. Widespread corruption among politicians and the judiciary has meant a failure to
tackle organised crime directly connected to the Balkan route.
Despite the litany of problems outlined here, Croatia’s early accession seems a foregone conclusion. It would be a pity if
the accession process became a mere formality, dependent on subjective political whim, completed before these
fundamental problems are resolved.

Τάκης Χατζηγεωργίου, εξ ονόματος της ομάδας GUE/NGL. – Κύριε Πρόεδρε, ως Ευρωπαϊκή Ενωτική Αριστερά
τασσόμαστε υπέρ της ένταξης της Κροατίας στην Ευρωπαϊκή Ένωση και ευελπιστούμε να γίνει σύντομα πλήρες μέλος,
εφόσον αυτό είναι η θέληση του κροατικού λαού και εφόσον η χώρα εκπληρώσει όλα τα κριτήρια ένταξης.
Η έκθεση προόδου και εμείς χαιρετίζουμε την πρόοδο που έχει γίνει στον τομέα της επιστροφής των προσφύγων, στους
τομείς των δικαιωμάτων των γυναικών και της ισότητας των φύλων καθώς και στη γεφύρωση των διαφορών με τις
γειτνιάζουσες χώρες. Εμμένουμε δε σε περαιτέρω μεταρρυθμίσεις, ιδίως όσον αφορά τον δικαστικό τομέα και τον τομέα
της πάταξης της διαφθοράς.
Θα πρέπει όμως να μεριμνήσουμε και για τα κοινωνικοοικονομικά προβλήματα που ταλανίζουν το λαό της Κροατίας,
όπως η φτώχεια, η μακροχρόνια ανεργία, η καταπάτηση εργασιακών δικαιωμάτων. Δυστυχώς, οι προτάσεις για προώθηση
φιλελεύθερης οικονομίας θα επιβαρύνουν την κοινωνικοοικονομική κατάσταση των Κροατών.
Εμείς λοιπόν υποστηρίζουμε την προώθηση μιας πραγματικά κοινωνικής ανάπτυξης, που να διασφαλίζει μια ποιοτική ζωή
για όλους τους πολίτες της Κροατίας μέσω του εκσυγχρονισμού του συστήματος κοινωνικής προστασίας, την
αντιμετώπιση της ανεργίας, τη βελτίωση της πρόσβασης στις υπηρεσίες της υγείας, της στέγασης, της εκπαίδευσης και της
εξάλειψης των διακρίσεων, ιδιαίτερα σε ό,τι αφορά τις μειονοτικές ομάδες.

Jaroslav Paška, za skupinu EFD. – Od októbra v roku 2005, keď bolo prijaté rozhodnutie o začatí prístupových rokovaní
Chorvátska do Európskej únie, urobili chorvátske vlády rozsiahle zmeny v správe svojej krajiny s cieľom pripraviť
Chorvátsko čo najlepšie na očakávaný vstup do Európskej únie.
Najvýznamnejší pokrok v prístupovom procese sa dosiahol v uplynulom roku 2010, keď sa našim chorvátskym priateľom
podarilo uzatvoriť rokovanie o viacerých zložitých kapitolách a urobiť zásadné zmeny v ústave, ako aj pokročiť v
civilizovanom riešení hraničných sporov so susednými krajinami. Oficiálna návšteva srbského prezidenta Tadžiča vo
Vukovare ukázala, že vzťahy medzi chorvátskymi a srbskými občanmi je možné budovať aj na vzájomnom rešpekte, úcte
a porozumení.
