Syed Kamall (ECR). – Mr President, when I discuss the issue of enlargement with my constituents, many of them raise
concerns about some of the previous enlargements. They worry about certain Member States that were let in which, they
feel, had not addressed issues such as corruption and property rights. I get many letters from constituents from Member
States who joined many years ago, in particular the rights of property holders in Spain, as many of my constituents see
their property rights undermined and often lose their life savings. I get similar letters from people in Cyprus and from
property-owners in Bulgaria.
Leaving that aside, let us look at the picture in Croatia at the moment. The issues that people write to me about quite often
are those of press freedom, corruption and property rights. It is important that we do not just brush these under the carpet
and say ‘do not worry about it; it will all be sorted out in due course’. These countries and new Member States which
apply for membership of the EU need to reassure us over these concerns so that they are not problems we inherit when the
EU enlarges and they do not cause problems for the citizens of existing EU Member States.

Roger Helmer (ECR). – Mr President, I have spent some considerable time in Croatia and also taken pains to follow
developments there. Croatia is a country which is characterised by endemic bribery, corruption, crony capitalism and
unexplained wealth amongst the political classes. It lacks the basic infrastructure of a free society. The rule of law, the
rights of property and enforceable contracts are all seriously challenged in Croatia. The judicial system is completely logjammed,
so the citizens and companies operating in Croatia cannot effectively appeal for justice. The Croatian media are
subject to censorship and intimidation.
If this country, Croatia, is considered a suitable country for joining the European Union, then heaven help all of us.

Luís Paulo Alves (S&D), por escrito. − Tendo em conta o aumento preocupante de produtos medicinais falsificados,
aprovo o presente relatório. O compromisso alcançado na série de trílogos durante a Presidência Belga demonstrou que é
importante harmonizar as questões de segurança, nomeadamente no que concerne aos produtos não sujeitos a prescrição
médica e às condições de remoção e substituição de medicamentos pelos embaladores, aumentando-se assim a
transparência no sector. A aplicação de penalidades também veio enriquecer estas medidas, consideradas essenciais no
combate aos medicamentos falsificados nas redes de distribuição legais.

Laima Liucija Andrikienė (PPE), raštu. − Balsavau už šią rezoliuciją, kurioje EP išreiškia savo poziciją dėl direktyvos
falsifikuotų vaistų ir jų patekimo į legalų tiekimo tinklą prevencijos srityje. Būtina atsižvelgti į ES piliečių išreiškiamą
susirūpinimą dėl jų vartojamų vaistų kokybės ir saugumo. Juolab kad ir ekspertai pastebi kelias nerimą keliančias
tendencijas: staiga padidėjusį muitinių konfiskuojamų suklastotų vaistų kiekį (nuo 2005 m. net iki 385 proc.); pradėti
klastoti gyvybiškai svarbūs vaistai, kurie gali turėti pražūtingų pasekmių; suklastoti vaistai vis dažniau aptinkami
legaliuose vaistų tiekimo tinkluose. ES piliečiai turi būti labai atsargūs pirkdami vaistus internetiniu būdu, nes čia tikimybė
įsigyti falsifikuotus vaistus išauga net iki 50 proc. Itin svarbu, kad pacientai turi būti visiškai tikri, jog jų vartojami vaistai
yra tikrai tie vaistai, kuriuos jie mano vartojantys. Todėl ES privalo greitai ir konstruktyviai reaguoti į minėtas pavojingas
tendencijas. Ši direktyva yra pirmas žingsnis siekiant užtikrinti, kad ES bus platinami tik kokybiški vaistai. Siekiant šio
tikslo, manau, kad labai svarbu nustatyti griežtą kontrolę ir atsakomybę visose vaistų gamybos, platinimo ir pardavimo
pakopose. Tokiu būdu ES piliečiai jausis saugūs vartodami tikrai kokybiškus vaistus.

Roberta Angelilli (PPE), per iscritto. − Appoggio la dichiarazione della mia collega Françoise Grossetête, la quale si
rammaricava del fatto che "non siamo esigenti sulle medicine così come lo siamo sugli alimenti". I dati diffusi dall'OMS e
anche da studi europei sono allarmanti. La contraffazione dei medicinali è in continuo aumento; solo nel 2008 sono stati
sequestrati 34 milioni di medicinali falsi nell'UE, per non parlare del mercato on line di questi prodotti, dove si stima che
tra il 50% e il 90% dei farmaci acquistabili sono falsi. Non si parla solo di traffico di prodotti anabolizzanti, stimolanti,
diuretici o ormoni, ma anche di farmaci per curare una serie di patologie anche pericolose che, nonostante siano soggetti a
prescrizione medica, in questo caso vengono venduti liberamente e a un prezzo inferiore.
Ritengo che una regolamentazione severa e a tutela della salute dei cittadini sia indispensabile non solo nella filiera
farmaceutica legale, procedendo ad attuare dispositivi che rilevino la manomissione della confezione e la tracciabilità dei
principi attivi, in modo da capire la provenienza, oppure effettuando ispezioni nei luoghi di produzione nei paesi terzi, ma
anche sul web. Bisognerebbe prevedere alcune disposizioni anche per la vendita on line, prevedendo un logo di
certificazione UE, un database centralizzato a livello nazionale con tutti i rivenditori autorizzati e sanzioni severe per i
trafficanti di prodotti illegali.
