avoir exprimé le maître mot de la politique de l'intégration européenne: la loyauté réciproque. Toutefois, je regrette que le
volet relatif à la liberté de religion ne soit pas suffisamment étudié.
L'adhésion de la Croatie à l'Union européenne ne signifie pas l'abandon des traditions inhérentes au peuple croate. La
religion en fait partie et j'insiste pour qu'à l'avenir, le peuple croate soit respecté aussi dans les aspects relatifs à la liberté
de religion. Là aussi, c'est la loyauté réciproque et la richesse de la diversité qui devraient théoriquement caractériser
l'Union européenne.

Miroslav Mikolášik (PPE). – Prístupové rokovania s Chorvátskom vstupujú do záverečnej fázy. Chorvátsko za uplynulý
rok prejavilo dobrú vôľu pokračovať v potrebných reformách, a to najmä prijatím podstatných zmien a doplnením ústavy,
ale aj zosúladením právnych predpisov s komunitárnym acquis a prajem aj maďarskému predsedníctvu, aby ukončilo už
prístupové rokovania práve s Chorvátskom. Oceňujem významný pokrok dosiahnutý v oblasti verejnej správy,
hospodárstva a súdnictva a teší ma tiež, že Chorvátsko aktívne spolupracuje pri stíhaní vojnových zločincov.
Na druhej strane, rozšírená korupcia zostáva naďalej významným spoločenským a hospodárskym problémom, ktorý treba
riešiť možno aj s asistenciou Európskej únie, aby sa tento negatívny jav následne nepreniesol aj do európskych štruktúr, a
verím, že v ľudovom hlasovaní, v referende v Chorvátsku občania potvrdia rozhodnutie Chorvátska stať sa novým
členským štátom Európskej únie.

Czesław Adam Siekierski (PPE). – Panie Przewodniczący! Integracja Bałkanów Zachodnich z Unią gwarantuje
stabilizację regionu oraz jego szybszy rozwój. Najbardziej zaawansowanym w swoich staraniach krajem jest Chorwacja.
Zachęcający jest postęp w wielu dziedzinach, włączając w to walkę z korupcją, jednocześnie potrzebne są dalsze wysiłki,
m.in. odnośnie do niezależności oraz poprawy wydajności sądownictwa, reformy administracji publicznej oraz polityki
konkurencji. Zachęcamy Chorwację do nieustawania w działaniu na rzecz praw mniejszości oraz wsparcia dla
powracających uchodźców. Jednym z problemów do rozwiązania, jakie stoją przed Chorwacją, jest również poprawa
współpracy z Międzynarodowym Trybunałem Karnym dla Byłej Jugosławii. Należy też przyjąć i przyśpieszyć plan
restrukturyzacji i prywatyzacji dla stoczni znajdujących się w trudnej sytuacji. Największym wyzwaniem jednak może
okazać się sceptycyzm społeczeństwa chorwackiego odnośnie przystąpienia do Unii. Wyrażam zadowolenie z aktywnej
roli Chorwacji do współpracy regionalnej, poprawy współpracy z sąsiednimi krajami i jej wysiłki na rzecz pojednania w
regionie.

Seán Kelly (PPE). – Mr President, I look forward to the accession of Croatia to the European Union, particularly as an
Irish MEP. Croatia and Ireland are very similar in terms of population – 4.5 million – and will have the exact same number
of MEPs – 12. Also, at a time when many Eurosceptics are talking about the implosion and the disintegration of the
European Union, it is rather paradoxical that countries are queuing up to join the European Union – Croatia being a case in
point. They are not joining willy-nilly: they are joining as a result of a very rigorous accession process and Croatia has
made much progress in that regard.
Granted, there are problems, particularly regarding the judiciary, but I am sure in due course these matters will be dealt
with. Of course, no country is without its faults. As Our Lord himself said: ‘Let he who is without sin cast the first stone’. I
look forward to Croatia joining the European Union and think it will be a very good member.

Daniel Hannan (ECR). – Mr President, the history of Croatia is in some ways the story of a series of political unions
contracted by a ruling elite without the consent of the people: first the union with Hungary, then that with the Habsburg
monarchy, then the short-lived Kingdom of Serbs, Croats and Slovenes, and then of course the Yugoslav Federation. So it
is progress of a kind that at least the ordinary people of Croatia will have the final word over EU accession. Under the
current constitutional arrangements, a referendum must be held within 30 days of the contraction of the accession treaty.
I think there are real losses potentially to Croatia. It is a country with an educated and industrious workforce that could do
extremely well pricing itself into the market and exploiting the advantages of relatively cheap exports; but I am a
democrat, and of course, if the people of Croatia vote in favour of EU accession, if that is their considered will, then I will
support their bid when it comes before this Chamber.
I just raise the question of why some of the existing Member States should not also consult their people on the issue of
continued membership. On a major constitutional issue of this sort, it seems quite proper that the existing politicians
should not be allowed to make permanent derogations of sovereignty without first asking the permission of those they
represent. Our parliamentarians are not the owners of our freedoms. They are their temporary and contingent custodians
and, if they want to alienate power from Westminster, they should have the courtesy to ask our permission.
