wachsen, darüber, wie wir aus der Krise kommen. Kein Wort darüber in Ihren Dokumenten!<br />
Sie haben den Start in dieses Jahr verpasst, und Sie müssen sich große Mühe geben, dass Sie den Erwartungen der<br />
Bürgerinnen und Bürger in <strong>Europa</strong> gerecht werden! Aber ich sage Ihnen eines: Wenn das der Geist ist, in dem Sie im März<br />
einen Beschluss fassen wollen über das Economic Governance Package, über die Reform des Stabilitäts- und<br />
Wachstumspakts, wird meine Fraktion dafür nicht zur Verfügung stehen.<br />

Lena Ek, on behalf of the ALDE Group. – Mr President, a year ago we debated here in this Chamber what actions were<br />
necessary to tackle the global financial crisis. At the time, some of my Group’s proposals on economic governance were<br />
dismissed as too ambitious and too far-reaching, but today I am happy to note that several of our suggestions are realities.<br />
Today, however, there is a significant gap between the ambitions declared in the EU 2020 Strategy and the financial<br />
resources needed to attain the goals. In the draft 2012 budget, the Commission needs to clarify, clearly identify and make<br />
visible the expenditure related to the Strategy. This is also true for the upcoming revision of the Multiannual Financial<br />
Framework.<br />
I would also like to address the Member States directly. There is a clear unwillingness in the Council among the Finance<br />
Ministers – including my own, Anders Borg from Sweden – to invest in the future. National budgets need to reflect the<br />
Council’s stated ambitions, and EU projects need budgets if they are ever to happen. Mark my words, without the money<br />
in the right place there will be no growth and jobs strategy, and we risk failure.<br />
I therefore urge the Commission to come forward with more concrete legislative proposals and the Member States to show<br />
more commitment. We need binding commitments to reach headline targets and legislation in key job-creating areas, such<br />
as energy efficiency targets at a common European level. Existing initiatives, such as the Strategic Energy Technology<br />
Plan, the Lifelong Learning Programme and the Energy Efficiency Action Plan, have already been adopted, but you in the<br />
Council failed to bring the money to the table. We need financing of these projects. They all have the potential to create<br />
jobs and growth.<br />
With our 2020 resolution, the ALDE Group sends a strong message to the Council that the current governance structure is<br />
too weak, the method of open coordination has failed and the Community method should be restored. I applaud the huge<br />
majority behind the joint resolution. This is a strong message from the Parliament that we need action.<br />

Philippe Lamberts, on behalf of the Verts/ALE Group. – Mr President, you know that the Greens are strong supporters of<br />
a more integrated Europe in order to be able to ensure sustainable development for our citizens, but also in order to ensure<br />
the possibility of Europe to mean something on this planet in the 21st century.<br />

Notre confiance, aujourd'hui, est sévèrement affectée par un acte que vous avez pris – l'examen annuel de croissance –<br />
parce que vous avez révélé là un parti pris idéologique qui n'a rien à voir avec les faits, mais qui a tout à voir avec des<br />
choix idéologiques.<br />
Votre recommandation, quelle est–elle? C'est de couper dans les dépenses publiques! Ce ne sont pas des finances<br />
publiques soutenables que de couper dans les dépenses. On ne parle pas de recettes. Et c'est de flexibiliser, réformer – vous<br />
allez dire – les marchés du travail, c'est–à–dire faire clairement de la flexisécurité sans la sécurité. Vous allez me dire qu'il<br />
faut agir ainsi pour que l'économie puisse repartir.<br />
Mais il n'y a pas que cela! Il y a aussi les mesures pour le secteur financier. Parlons–en, parce que cela illustre bien le deux<br />
poids et deux mesures. Pour les mesures sur les salaires ou sur les dépenses publiques, que dites–vous? Qu'il faut frapper<br />
vite et qu'il faut frapper fort. Pour le secteur financier, en revanche, vous dites qu'il faut étudier, voir l'impact, réfléchir et,<br />
surtout, qu'il faudra des périodes de transition.<br />
Ainsi, pour la gouvernance économique et pour les assainissements budgétaires, vous dites tout de suite: 1er janvier 2011–<br />
1er janvier 2012. Pour les banques, ce sera le 1er janvier 2019, tout comme si l'adaptation des marchés du travail ou le<br />
rétablissement des finances publiques sur des bases soutenables ne nécessitaient pas une étude ou une période de<br />
transition.<br />
Et Europe 2020 dans tout ça allez-vous me dire? C'est quand même le sujet et ce n'est pas ce dont vous me parlez.<br />
Europe 2020, Monsieur le Commissaire, Messieurs du Conseil, est rendu tout simplement impossible par les<br />
recommandations que vous faites dans le cadre de l'examen annuel de croissance.
