gegen Polizeiknüppel und Waffengewalt für Freiheit, für Demokratie, für Selbstbestimmung gefochten haben. Es ist<br />
unglaublich, was seither passiert ist. Es ist unglaublich, wie viel in Korea in Sachen Demokratie, Selbstbestimmung,<br />
Freiheit, aber auch in Sachen Ökonomie und inzwischen zunehmend auch im ökologischen Bereich erreicht wurde. Das<br />
heißt, Korea ist ein gutes Vorbild für viele andere asiatische Länder und auch ein Land, bei dem ich sehr begrüße, dass wir<br />
mit ihm immer enger zusammenarbeiten und daran arbeiten, Zollschranken abzubauen und den Handel fairer zu gestalten.<br />
Dass wir dennoch dieses Abkommen heute ablehnen, hat eine Reihe konkreter Gründe, von denen mein Kollege Jadot<br />
schon einige genannt hat. Ich würde darüber hinaus etwa noch die Regulierung im Bereich des Finanzsektors erwähnen,<br />
die wir für in die falsche Richtung gehend halten. Es hat aber auch grundsätzliche Gründe. Wir machen immer mehr<br />
Freihandelsabkommen, jedes ruft ein anderes hervor. Was wir brauchen, ist nicht ein Flickenteppich von immer neuen<br />
Einzelabkommen, sondern gerechte und faire Regeln für den Welthandel insgesamt.<br />

to be about intellectual property rights.<br />
A business in my constituency, Avon Protection, is a world leader in the manufacture of gas masks. Avon believes that its<br />
patents have been infringed by a South Korean firm making what are quite simply copies. There is meant to be patent<br />
protection in South Korea, but will a Korean court really find in favour of a British company against a Korean business?<br />
For free trade to work, there has to be a level playing field and, yes, a safeguard clause such as Pablo Zalba Bidegain’s is<br />
useful, but the other signatory must also ensure that the agreement is indeed a two-way street, otherwise the free trade<br />
agreement which should benefit both parties simply becomes completely one-sided.<br />

Gianluca Susta (S&D). – Signor Presidente, onorevoli colleghi, signor Commissario, ritengo sbagliato aver trasformato la<br />
discussione sull'Accordo di libero scambio con la Corea in una contrapposizione tra presunti in neoprotezionisti e convinti<br />
libero-cambisti. Ritengo altresì sbagliato che la Commissione abbia agito più come un'agenzia di sviluppo dell'economia<br />
terziaria che non come il governo politico di 500 milioni di europei, che dovrebbe trovare un equilibrio tra le ragioni della<br />
crescita, da un lato, e dell'occupazione e della distribuzione della ricchezza, dall'altro.<br />
Ciò che ci differenzia dagli Stati Uniti, che non hanno ancora ratificato questo accordo – e sappiamo perché – anche nei<br />
rapporti con la Corea, sta proprio nel fatto che non c'è alcuna potenza economica mondiale che esponga la propria industria<br />
manifatturiera di qualità – e sottolineo di qualità – a inevitabili processi di destrutturazione, sacrificandola sull'altare degli<br />
interessi finanziari, creando una contrapposizione tra colletti bianchi della City londinese e lavoratori con i camici bianchi<br />
delle moderne fabbriche europee, che è il contrario di ciò di cui quest'<strong>Europa</strong>, dopo questa crisi, ha bisogno.<br />
Tutto ciò, onorevole Sturdy, signor Commissario, non c'entra nulla col neoprotezionismo. Altrimenti dovrebbero essere<br />
considerati tali anche i ministri dell'Industria spagnolo, tedesco, polacco, portoghese, francese e italiano, che su Le Monde<br />
del 10 febbraio hanno ribadito la necessità di rimettere l'interesse comunitario al centro dell'impegno delle istituzioni<br />
europee e che, in questo caso, non può essere certo tutelato dalla pur apprezzabile clausola di salvaguardia.<br />
È stata messa in atto un'ottima esercitazione accademica in materia di relazioni commerciali internazionali ma non<br />
abbiamo fatto l'interesse dell'<strong>Europa</strong>: per questa ragione….<br />

Marielle De Sarnez (ALDE). – Monsieur le Président, cet accord de libre-échange a été le premier à être examiné après<br />
l'entrée en vigueur du traité de Lisbonne et c'est pourquoi il n'était pas question pour nous, parlementaires, qu'il puisse<br />
entrer en vigueur sans que nous ayons obtenu de solides garanties, garanties qui, d'ailleurs, devront servir de modèle pour<br />
les prochains accords commerciaux. Il nous reviendra donc, à vous comme à nous, de veiller à la mise en œuvre effective<br />
de ces mécanismes afin de protéger l'économie européenne en cas de distorsion de concurrence.<br />
Mais ceci ne doit en aucun cas nous exonérer d'une réflexion stratégique dans deux domaines. Premier point: pour garantir<br />
une concurrence qui soit vraiment loyale, il faudra bien que les normes sociales, sanitaires et environnementales soient<br />
prises en compte dans les accords commerciaux. Ceci est inéluctable.<br />
Deuxième point: l'Europe devra enfin se doter des instruments nécessaires pour conserver ou retrouver une capacité de<br />
production, industrielle ou agricole par exemple, et préserver – c'est absolument vital pour son avenir – son avance<br />
technologique.<br />
