Pino Arlacchi (S&D). – (asking Mr Madlener a blue-card question under Rule 149(8)) Mr President, the tragic outcome
of the Egyptian transition to democracy has been described. It has been said that it was inevitable that Islamic
fundamentalists would take over power democratically, and so on and so on.
Do you not think that this picture is catastrophic, and wrong? Why do we not take into account the fact that the reasons for
Islamic fundamentalism and terrorism in the Middle East are strongly linked to tyrannical governments, and that there is
now an opportunity for democratic regimes to reduce both?

Barry Madlener (NI). – Ik beschrijf hier een reëel gevaar dat Egypte loopt, namelijk om ten prooi te vallen aan de
islamitische moslimbroeders. En ik roep op dat wij dat gevaar onder ogen zien en ook de Commissie dit onder ogen ziet,
en dat wij nu een belangrijk signaal afgeven aan de Egyptenaren, namelijk dat wanneer zij kiezen voor moslimbroeders en
sharia, zij steun van ons kunnen vergeten. Dat vind ik een heel belangrijk signaal vandaag en ik hoop dat u mij daarin zult
steunen.

Cristian Dan Preda (PPE). – 18 zile de revoltă, demisia lui Hosni Mubarak, preluarea controlului de către consiliul
superior al armatei, în principiu e deschisă calea unei tranziţii. Speranţa noastră este ca această tranziţie să fie una spre
democraţie. Lucrurile evoluează, e cert faptul acesta, cu o viteză pe care, în principiu, evenimentele revoluţionare o au. În
ultimele zile, cum ştiţi, constituţia a fost suspendată, parlamentul dizolvat, comisia de revizuire a constituţiei propune
modificări în 10 zile, alegerile legislative şi prezidenţiale sunt în şase luni.
Cred că Uniunea Europeană trebuie să sprijine prin toate mijloacele orice gest care înseamnă tranziţie democratică. Pe de
altă parte, aş vrea să avertizez asupra unei anumite forme de precipitare, pentru că toate aceste procese de construcţie cer
un anumit timp. De asemenea, să nu uităm că forţele democratice au nevoie critică de reconstrucţie şi întărire, pentru a nu
contribui la dezechilibrarea peisajului politic.

Rosario Crocetta (S&D). – Signor Presidente, onorevoli colleghi, l'Egitto: dalla piazza virtuale su Facebook a quella
reale, con milioni di persone che chiedono una distribuzione più equa della ricchezza e maggiore giustizia e protestano
contro la corruzione. Dalla transizione dei soldati e dei carri armati, occorre passare a una vera democrazia: nuova
Costituzione, nuove elezioni, abolizione della pena di morte, carceri più umane, diritti sociali e libertà.
Sarà difficile. In agguato vi sono coloro che, in nome di un'idea, pensano di utilizzare ogni mezzo. Noi vogliamo credere
nel meraviglioso popolo egiziano che non ha però mai sperimentato la democrazia. Vogliamo una democrazia laica, con la
separazione netta tra potere religioso e potere politico, una democrazia che integri le minoranze e realizzi diritti veri: sanità
pubblica, sicurezza sociale, lavoro.
L'Europa sostenga tale percorso, investendo risorse in grado di favorire uno sviluppo vero dell'Egitto: mai più dittature,
mai più miseria, mai più povertà.

Edward McMillan-Scott (ALDE). – Mr President, colleagues will have received an e-mail from me on Monday
describing my experiences during an informal visit to Cairo last weekend. It was a privilege to be there as Vice-President
for Democracy and Human Rights.
Mr Kasoulides referred to the role of young people in the recent revolution in Egypt. He is absolutely right. They played a
fundamental role. I spoke just a few moments ago to one of the organisers and said, ‘Are you still optimistic?’ He said, ‘Of
course I am. Things are going in the right direction.’
But there are problems. The timetable for elections is wrong and the timetable for reforming the Constitution is far too
short. We need much more time. We are talking about Egypt, but this process is spreading. It is like 1989 and the
European Union needs special procedures – this House, the Commission, the Council, the EAS – and we welcome Cathy
Ashton’s down payment for democracy, but we need to do more. We need to reward reform.
As I said in Cairo on Sunday – and I hope to be saying it among other peoples – ‘I am not here as a Briton or as a
European, I am here as an honorary Egyptian.’ I still am.

clarificarse más.
Un compromiso específico es la celebración de elecciones democráticas en seis meses, tras una reforma constitucional
hecha por expertos. Pero también he leído que –según el responsable británico de Exteriores– la próxima semana habrá un
nuevo gobierno que incluiría a representantes de la oposición.
