Radvilė Morkūnaitė-Mikulėnienė (PPE), raštu. – Kalbant apie maisto kainas, noriu atkreipti dėmesį į du aspektus.
Pirma, kaip parodė visiškai nesena mano šalies patirtis, labai paprasta šiek tiek pamanipuliavus visuomenės nuomone,
įtakoti maisto kainų kilimą. Per dieną visoje Lietuvoje dėl perpardavinėtojų cukraus kaina pakilo daugiau nei 10 proc.
Todėl kasdienio vartojimo maisto produktų negalima palikti savireguliacijai. Jie gali būti laikomi investicija, kuriai valdyti
būtinos specifinės žinios, kurių neturi žemės ūkio produkcijos augintojai (ūkininkai). Nors laisvas prekių judėjimas –
vienas iš esminių ES laisvos rinkos veikimo principų, tiek valstybių narių, tiek ES mastu būtina imtis griežtesnių
priemonių ribojant spekuliacijas maisto produktais ir ginant silpnesnės pusės – vartotojų, smulkiųjų ūkininkų bei
prekybininkų – teises santykiuose su stambiaisiais perdirbėjais bei prekybos centrais. Antras aspektas – glaudus maisto
produktų ir energijos išteklių ryšys bei jų kainų tarpusavio santykis. Viena vertus, kovodami su klimato kaitą skatinančių
dujų išmetimu, skatiname biokuro naudojimą (ir net esame nustatę privalomas jo naudojimo kvotas), antra vertus, būtent
biokurui skirtų augalų auginimas žemės ūkio paskirties žemėje, kurioje galėtų augti ir maistui skirta produkcija, didina
maisto produktų kainas. Todėl, nors kova su klimato kaita – vienas iš prioritetinių mūsų tikslų, turime rasti būdą,
neįtakojantį maisto produktų kainų (pavyzdžiui, biokurui būtų naudojama tik žemė, kuri tikrai niekada nebus tinkama
žemės ūkio produkcijai auginti).

Véronique Mathieu (PPE), par écrit. – La résolution sur la hausse des prix des denrées alimentaires reprend le constat
d'une augmentation croissante des prix de l'alimentation, pour laquelle nous demandons des mesures urgentes pour lutter
contre la manipulation des prix. Parmi les causes de cette augmentation, les phénomènes climatiques méritent une attention
particulière, en d'autres termes, une meilleure gestion de l'eau et des sols. L'impact direct d'une augmentation des prix
alimentaires sur la population mondiale, pouvant déclencher des émeutes et mouvements sociaux, doit également
encourager les dirigeants du G20 à s'entendre sur des mesures de marché pour lutter contre la spéculation.

Die Präsidentin. − Als nächster Punkt folgt die Erklärung der Vizepräsidentin der Kommission/Hohen Vertreterin der
Union für Außen- und Sicherheitspolitik zur Lage in Ägypten.

Štefan Füle, Member of the Commission. − Madam President, it is my pleasure to be here with you today. As you are
certainly aware, the High Representative and Vice-President of the Commission is visiting the southern Mediterranean at
the moment and has asked me to address you on her behalf on the events in Egypt.
The political reality of Egypt changed spectacularly last Friday when President Mubarak stepped down after 30 years in
office. His departure has opened the way to the possible transformation of Egypt. Let me repeat this in front of this House:
the European Union salutes the courage of the Egyptian people who have pursued their struggle for democratic change
peacefully and with dignity.
A great responsibility now rests on the shoulders of the Supreme Military Council to guide Egypt towards the democratic
future for which its people have striven. We have taken good note of the commitments to revise the Constitution, to hold
parliamentary and presidential elections, to honour international treaties and obligations and to limit military rule to six
months.
There are already reports on the first steps taken. The proposal for a constitutional amendment should be delivered within
ten days and submitted to popular vote within two months. We will closely watch the steps that are taken and we hope they
will pave the way towards democratic, free and fair elections later in the year.
The European Union responded to the events in Egypt as soon as the public protests escalated. We repeatedly called on the
Egyptian authorities to ensure an immediate transition and to respond to the democratic ambitions of the people. The High
Representative contacted directly the Egyptian Vice-President Omar Suleiman when concerns of rising violence or human
rights abuses arose.
The European Union immediately expressed its readiness to lend full support to Egypt’s transition process towards
democracy. The European Council asked the High Representative to develop a package of measures supporting the
transformation process in Egypt and Tunisia. She was also asked, together with the Commission, to adapt European Union
instruments to stimulate the transition and the country’s economic and social development.
