BartStaes, membre du Parlement européen, a posé le12 juillet 1990 via le comité d’avis, la questionsuivante.Concerne: Contribution de l’aviation militaire à laréduction des émissions de gaz à effet de serre —Instauration d’une taxe sur le kérosène pour lesappareils militaires.Dans la perspective du respect des normes deKyoto,l’aspect environnemental est, dans l’aviationcivile également, de plus en plus mis en évidence. Lesaéroports consentent plus d’efforts qu’auparavantpour prendre des mesures de limitation des nuisancesolfactives et sonores et de la pollution environnementale.La Commission européenne, pour sa part,propose en outre de soumettre aussit l’aviation civile àun système d’échange de quotas d’émissions, et envisagel’idée d’une taxe sur le kérosène.Les aéronefs civils, soumis à une abondante réglementation,n’ont toutefois pas le monopole des émissionsde CO 2, ni des nuisances sonores et olfactives, ...La Force aérienne belge possède également un grandnombre d’avions qui contribuent à cette pollution.Le ministre de l’Environnement insistera-t-il auprèsde son collègue de la Défense et de l’Union européennesur la nécessité, d’une part, d’inclure l’aviation militairedans les programmes d’échange de quotasd’émissions du secteur aérien et, d’autre part, desoumettre les appareils militaires à une taxe sur lekérosène? Dans la négative, pourquoi?Réponse:En guise d’introduction, permettez-moi de signalerque je soutiens la proposition de directive de laCommission européenne visant l’inclusion del’aviation dans le système européen d’échange dequotas d’émission. À l’heure actuelle, aucune réglementationinternationale ne régit les émissions de gaz àeffet de serre produites par l’aviation. La Commissioneuropéenne estime que, les émissions provoquées parles vols internationaux au départ des aéroports situésdans l’UE augmenteront de 150% d’ici 2012, parrapport à 1990. Étant donné la croissance ininterrompuedu transport aérien, on peut s’attendre à ce que,Vragen gesteld aan de ministers-ledenvan de Europese Raad van ministersvia het adviescomité voorEuropese aangelegenhedenMinister van Leefmilieu en PensioenenIn het kader van de toepassing van de aanbevelingvan 12 juli 1990 betreffende de versterking van deparlementaire controle op de Europese integratie (Parl.St., Kamer, 20-1251/1-1989/1990) heeft de heer BartStaes, lid van het Europees Parlement, volgende vraaggesteld via het adviescomité, op 12 juli 1990.Betreft: Bijdrage militaire luchtvaart aan verminderinguitstoot broeikasgassen — Kerosinetaks voor militairetoestellen.Voor het behalen van de Kyoto-normen wordt erook in de burgerluchtvaart steeds meer nadruk gelegdop het milieuaspect. De luchthavens doen meer inspanningendan vroeger om maatregelen te treffen metbetrekking tot geurhinder, geluidshinder en milieuverontreiniging.De Europese Commissie van haar kantkomt bovendien met een voorstel om ook de burgerluchtvaartonder te brengen in een systeem van emissiehandelen overweegt een kerosinetaks.Het zijn echter niet alleen de civiele luchtvaarttuigen,waar veel regelgeving betrekking op heeft, dieCO 2uitstoten, geluidshinder en geuroverlast veroorzaken,... De Belgische Luchtmacht bezit ook een grootaantal luchtvaarttuigen die bijdragen aan deze vervuiling.Zal de minister van Leefmilieu er bij zijn collega vanDefensie en bij de EU op aandringen dat zij ook demilitaire luchtvaart moeten opnemen in de plannenvoor emissiehandel in de luchtvaart en dat zij dezemoeten onderwerpen aan een kerosinetaks? Zo neen,waarom niet?Antwoord:Bij wijze van inleiding kan ik u aangeven dat ik hetvoorstel van richtlijn van de Europese Commissie metbetrekking tot de opname van de luchtvaart in hetEuropese systeem van emissiehandel ondersteun. Opdit moment bestaat er geen enkele internationale reglementeringvoor de uitstoot van broeikasgassen veroorzaaktdoor de luchtvaart.
