Sur le modèle de la santé, il apparaît souhaitable et nécessaireque la Commission européenne organise la concordance, sur une base communed’horizontalité, de l’ensemble des composantes de la politique sociale européenne.Les secteurs de l’inclusion sociale et de l’égalité de traitement entre les hommes etles femmes, par exemple, témoignent d’initiatives récentes tendant à une logiquecommune. The Agenda for socialpolicy 2000-2005 sets out the general framework. Its ultimate ambition ? That theinterdependent economic, social and employment policies be mutually reinforced.Above all, it is necessary to organise a global and coherent community approach tosocial policy. Even so, the “open co-ordination method” chosen by the EuropeanCommission, can already be considered as having its limitations. Nevertheless, theemergence of a community health policy based on the transverse clause containedin the EC Treaty, plays a part in the movement towards globalisation because of theconcordance of its timing and subject matter with the Agenda. As with the healthmodel, it seems desirable and necessary that the European Commission should ensurethe concordance of all the constituent elements of European social policy, on acommon basis of horizontality. The sectors of social inclusion and equal treatmentbetween men and women, for example, are evidence of recent initiatives that tendtowards a common logic. Such encouraging signs, however, do not eliminate thedanger that social protection, in particular, be side-lined from the globalisation ofEuropean social policy, which would be regrettable in terms of the effectiveness ofthe movement as a whole.** *492
