Ces séries sont obtenues par une comparaison de l’évolution des montantsde référence des principaux types d’allocations avec des critères relatifs auxdéveloppements du pouvoir d’achat et de la prospérité et des normes en matière deressources minimales.Recommandation 6Afin d’assurer le suivi de la politique à mener, il faut, dès le départ, établir des indicateurssociaux annuels comparatifs entre pays, comportant :I. des indicateurs relatifs à la répartition des revenus et à la prospérité ;II. des indicateurs relatifs à l’étendue et à la durée du risque de pauvreté(globalement et par catégories appropriées) ;III. des indicateurs relatifs à la mise à disposition de moyens– macro : volume des dépenses en % du PIB– micro : allocations minimum en % du PIB par tête d’habitant, en % des salaireset en % du seuil de pauvreté.IV. des indicateurs qui procurent tout à la fois une perception globale des diversaspects de la pauvreté (considérée comme un concept multidimensionnel) nonliée aux revenus et des activités politiques qui s’avèrent utiles dans la lutte contrela pauvreté.Ces indicateurs peuvent être établis sur la base d’enquêtes en cours sur les revenus(ECHP, LIS, enquêtes sur les budgets) et de statistiques administratives indiscutables.Il convient de prévoir :• le contrôle: tant sur l’élaboration du seuil de pauvreté, que sur le dénombrementdes pauvres et sur la validité des données utilisées dans l’enquête• la publication : c.-à-d. la publicité des résultats• l’interprétation sur le plan de la politique suivie : plus précisément, ce qui est latâche propre des fonctionnaires et hommes politiques dirigeants.A cet effet, le ‘Social reporting : reconciliation of sources and dissemination of data’(Dirven, e.a., 2000) constitue un excellent document de départ.(Traduction)__________276
