ARTICLE 35Customs and trade standards1. The Parties agree that their legislation, regulations and procedures, in the fields of customsand international trade, shall be based on:(a)international standards and instrum<strong>en</strong>ts, including the revised Kyoto Conv<strong>en</strong>tion, theWCO Framework of Standards to Secure and Facilitate Global Trade, the WCO CustomsData Model and the International Conv<strong>en</strong>tion on the Harmonised Commodity Descriptionand Coding System ("HS");(b)the introduction of a single administrative docum<strong>en</strong>t, or an electronic equival<strong>en</strong>t, for thepurpose of establishing customs declarations at the import and export stages;(c)modern customs techniques, including risk analysis and risk managem<strong>en</strong>t, simplifiedprocedures for imports and exports of products, subsequ<strong>en</strong>t verifications and company auditmethods. Procedures should be transpar<strong>en</strong>t, effici<strong>en</strong>t and simplified, in order to reduce costsand increase predictability for economic operators, including small and medium-sized<strong>en</strong>terprises;(d)non-discrimination in terms of requirem<strong>en</strong>ts and procedures concerning imports, exports andproducts in transit, although it shall be accepted that consignm<strong>en</strong>ts may be treated differ<strong>en</strong>tlyin accordance with objective risk managem<strong>en</strong>t criteria;(e)regulations and procedures containing binding information, particularly on tariffclassification, and origin;<strong>CE</strong>/<strong>PAC</strong>/<strong>en</strong> 42
