Le gouvernement <strong>de</strong> Madagascar a engagé c<strong>et</strong>te réflexion en m<strong>et</strong>tant en place uneexpérimentation <strong>de</strong> crédit bonifié.Le LVM , un accélérateur <strong>de</strong>s dynamiques <strong>de</strong>s ménages en situation déjà favorable, maisnéanmoins accessible à <strong>de</strong>s ménages pauvresLe LVM s’avère être un produit financier particulièrement intéressant pour <strong>les</strong> ménages ensituation moyenne ou favorable, dont il facilite <strong>et</strong> accélère <strong>les</strong> dynamiques <strong>de</strong> développement .Mais il est aussi utilisé par <strong>de</strong>s ménages pauvres ou précarisés à qui il peut donner une« nouvelle chance » <strong>de</strong> développement. Son efficacité est alors très fortement conditionnéepar la vulnérabilité <strong>de</strong> ces ménages : si un quelconque aléa vient peser sur la trésorerieprécaire <strong>de</strong> ces ménages, le remboursement du crédit <strong>de</strong>viendra difficile <strong>et</strong> peut entraîner unengrenage <strong>de</strong> sur end<strong>et</strong>tement. Si la bonification <strong>de</strong> crédit peut être une voie à explorer pouratténuer le poids du crédit sur la trésorerie <strong>de</strong>s ménages, la réflexion <strong>de</strong> politique publiquegagnerait à s’orienter aussi vers <strong>de</strong>s mesures visant à limiter la paupérisation <strong>de</strong>s ménages <strong>les</strong>plus vulnérab<strong>les</strong>.BibliographieAndriantsivaliana U., Fraslin J.H; 2002.
