An Outpost of Atlanticism: Leonard Tennyson, the European Delegation in<br />

Washington and the Transformation of US-European Relations 1954-1974<br />

In terms of external relations, the most important link for the <strong>de</strong>veloping European<br />

institutions from the early 1950s onwards was with the United States. The presence of a<br />

press and information office and liaison centre in Washington DC was therefore vital. This<br />

article examines the role and outlook of one of the key people who ran the Washington<br />

bureau over the first two <strong>de</strong>ca<strong>de</strong>s, Leonard Tennyson. Tennyson was a talented public<br />

relations professional who used his contacts astutely to expand the role and influence of his<br />

office. Making use of his own papers, this article provi<strong>de</strong>s a study of the man who was a<br />

pivotal figure in representing EC interests in the United States for twenty crucial years.<br />

<strong>et</strong> la transformation <strong>de</strong>s relations américano-européennes (1950-1970)<br />

Le lien avec les Etats-Unis d'Amérique constitue sans doute en matière <strong>de</strong> relations<br />

extérieures le plus important contact <strong>de</strong>s institutions européennes en plein développement à<br />

partir du début <strong>de</strong>s années 1950. La présente contribution analyse le rôle <strong>et</strong> les conceptions<br />

d'un <strong>de</strong>s personnages clé – Leonard Tennyson – qui dirigea le bureau <strong>de</strong> Washington durant<br />

les <strong>de</strong>ux premières décennies <strong>de</strong> son existence. Tennyson était un professionnel talentueux<br />

<strong>de</strong>s relations publiques. Il usait savamment <strong>de</strong> ses nombreux contacts pour étendre la<br />

mission <strong>et</strong> l'influence <strong>de</strong> son agence. Fondé sur les archives personnelles <strong>de</strong> Tennyson, c<strong>et</strong><br />

article perm<strong>et</strong> <strong>de</strong> j<strong>et</strong>er un coup d'œil fascinant sur un homme qui assuma au niveau <strong>de</strong> la<br />

représentation <strong>de</strong>s intérêts <strong>de</strong> la Communauté européenne en Amérique une position pivot<br />

pendant une pério<strong>de</strong> cruciale.<br />

amerikanisch-europäischen Verhältnisses, 1950-1970<br />

Die seit Beginn <strong>de</strong>r Fünfzigerjahre aufgebauten Kontakte zu <strong>de</strong>n USA bil<strong>de</strong>n zweifelsfrei<br />

das Kernstück <strong>de</strong>r Außenbeziehung <strong>de</strong>r aufstreben<strong>de</strong>n Europäischen Institutionen. Der vorliegen<strong>de</strong><br />

Aufsatz untersucht die Rolle und die Konzeptionen von Leonard Tennyson, einer<br />

Schlüsselfigur die das europäische Büro in Washington während <strong>de</strong>r ersten bei<strong>de</strong>n Jahrzehnte<br />

seiner Existenz leit<strong>et</strong>e. Tennyson war ein begnad<strong>et</strong>er Fachmann aus <strong>de</strong>m Bereich <strong>de</strong>r<br />

Öffentlichkeitsarbeit, <strong>de</strong>r seine zahlreichen Kontakte geschickt eins<strong>et</strong>ze, um seine Befugnisse<br />

und die Mission seiner Agentur auszubauen. Anhand von privaten Archiven erlaubt<br />

<strong>de</strong>r Beitrag einen faszinieren<strong>de</strong>n Einblick in das Wirken eines Mannes <strong>de</strong>r, während einem<br />

überaus wichtigen Zeitabschnitt, zum Dreh- und Angelpunkt <strong>de</strong>r Vertr<strong>et</strong>ung europäischer<br />

Interessen in Amerika gewor<strong>de</strong>n war.<br />
