of persons close to him (Luciano Bolis and his nephew Carlo Pucci) tog<strong>et</strong>her with<br />
the examination of the already existing literature on Rossi’s life and works and the<br />
historiography related to the Movimento Fe<strong>de</strong>ralista Europeo (MFE), the author<br />
could achieve two aims. First he reconstructed the less known aspects of Rossi’s<br />
intellectual and political activity, in particular previously to the political exile in<br />
Ventotene but also the period after the end of the Second World War. The second<br />
achievement regards the current explanations on his role compared with Spinelli’s<br />
role and the reasons for abandonning MFE after the failure of the European<br />
Defence Community (EDC) in 1954.<br />
The book is composed of a preface by L.V. Majocchi, an introduction by the<br />
author, eleven chapters, that follow chronological criteria, and a name in<strong>de</strong>x.<br />
The first chapter presents the years of his youth and the years before he was<br />
sentenced to imprisonment for having participated in the antifascist movement<br />
“Giustizia e Libertà” (1930). During this period Rossi me<strong>et</strong>s people that become<br />
very important for his life, his criticism of and opposition to fascism and, finally,<br />
for his reflection on fe<strong>de</strong>ralism. He receives a maternal education based on<br />
liberal-<strong>de</strong>mocratic Risorgimento values and Mazzini’s i<strong>de</strong>als, compl<strong>et</strong>ed with an<br />
approach to the fe<strong>de</strong>ralist tradition (particularly that of Carlo Cattaneo) and the<br />
‘Meridione’ issues, thanks to the relationship with Ga<strong>et</strong>ano Salvemini<br />
(1873-1957). Due to the influence of the works of the economist Luigi Einaudi<br />
(1874-1961) which he also reads during this period he <strong>de</strong>velops a strong belief in<br />
the superiority of liberalism on protectionism.<br />
During the term of imprisonment (1930-1939), as explained in the second<br />
chapter, Rossi studies in <strong>de</strong>pth economic science, history, political science and<br />
philosophy, reading several works and <strong>de</strong>veloping some important thoughts in the<br />
evolution of his intellectual growth. He particularly <strong>de</strong>fines his economic and<br />
political perspectives of liberalism. More precisely, in the economic field, he states<br />
that the respect of economic liberty must not be separated from social equity<br />
purposes (i.e. equality of initial conditions and privileges fight). Meanwhile, in the<br />
political field, he specifies the conditions for realizing liberal <strong>de</strong>mocratic<br />
principles. Starting from a voluntaristic conception of the historical process, he<br />
r<strong>et</strong>ains that the active part of human soci<strong>et</strong>y and historical <strong>de</strong>velopment are<br />
organized minorities that succeed in obtaining a voluntary adhesion to their values.<br />
Their m<strong>et</strong>hod of action, aimed at the affirmation of liberal <strong>de</strong>mocratic principles,<br />
changes according to historical and political conditions: when institutions are<br />
stable, reformist action must be adopted according to the <strong>de</strong>mocratic rules, whereas<br />
times of crisis (e.g. in post-war years) rather ask for Jacobin m<strong>et</strong>hods, in or<strong>de</strong>r to<br />
establish new rules and institutions, as soon as possible and even by force. In the<br />
last years of d<strong>et</strong>ention, Rossi <strong>de</strong>als more specifically with European fe<strong>de</strong>ralism<br />
issues. The author examines in particular the content of a l<strong>et</strong>ter dated 30 July 1937,<br />
in which Rossi, sk<strong>et</strong>ching out a study about the United States of Europe, introduces<br />
some basic topics of fe<strong>de</strong>ralist thought (the <strong>de</strong>generation of nationality to<br />
nationalism, the convergence of nationalistic i<strong>de</strong>as and absolute sovereignty in a<br />
totalitarian state, the need to overcome the national dimension by the creation of a
