Accords <strong>de</strong> <strong>Br<strong>et</strong>ton</strong> <strong>Woods</strong> <strong>et</strong> <strong>accords</strong> connexes — 16 avril 2014<br />

mum necessary for the effective discharge of the Fund’s duties, national<br />

data on the following matters:<br />

(i) official holdings at home and abroad of (1) gold, (2) foreign<br />

exchange;<br />

(ii) holdings at home and abroad by banking and financial agencies,<br />

other than official agencies, of (1) gold, (2) foreign exchange;<br />

(iii) production of gold;<br />

(iv) gold exports and imports according to countries of <strong>de</strong>stination<br />

and origin;<br />

(v) total exports and imports of merchandise, in terms of local<br />

currency values, according to countries of <strong>de</strong>stination and origin;<br />

(vi) international balance of payments, including (1) tra<strong>de</strong> in<br />

goods and services, (2) gold transactions, (3) known capital<br />

transactions, and (4) other items;<br />

(vii) international investment position, i.e., investments within<br />

the territories of the member owned abroad and investments<br />

abroad owned by persons in its territories so far as it is possible<br />

to furnish this information;<br />

(viii) national income;<br />

(ix) price indices, i.e., indices of commodity prices in who<strong>les</strong>ale<br />

and r<strong>et</strong>ail mark<strong>et</strong>s and of export and import prices;<br />

(x) buying and selling rates for foreign currencies;<br />

(xi) exchange controls, i.e., a comprehensive statement of exchange<br />

controls in effect at the time of assuming membership in<br />

the Fund and <strong>de</strong>tails of subsequent changes as they occur; and<br />

(xii) where official clearing arrangements exist, <strong>de</strong>tails of<br />

amounts awaiting clearance in respect of commercial and financial<br />

transactions, and of the length of time during which such arrears<br />

have been outstanding.<br />

(b) In requesting information the Fund shall take into consi<strong>de</strong>ration<br />

the varying ability of members to furnish the data requested.<br />

Members shall be un<strong>de</strong>r no obligation to furnish information in such<br />

<strong>de</strong>tail that the affairs of individuals or corporations are disclosed.<br />

Members un<strong>de</strong>rtake, however, to furnish the <strong>de</strong>sired information in as<br />

<strong>de</strong>tailed and accurate a manner as is practicable and, so far as possible,<br />

to avoid mere estimates.<br />

(c) The Fund may arrange to obtain further information by agreement<br />

with members. It shall act as a centre for the collection and exchange<br />

of information on mon<strong>et</strong>ary and financial problems, thus facilitating<br />

the preparation of studies <strong>de</strong>signed to assist members in<br />

<strong>de</strong>veloping policies which further the purposes of the Fund.<br />

Section 6. Consultation b<strong>et</strong>ween members regarding existing<br />

international agreements<br />

Where un<strong>de</strong>r this Agreement a member is authorized in the special or<br />

temporary circumstances specified in the Agreement to maintain or<br />

establish restrictions on exchange transactions, and there are other engagements<br />

b<strong>et</strong>ween members entered into prior to this Agreement<br />

which conflict with the application of such restrictions, the parties to<br />

such engagements shall consult with one another with a view to making<br />

such mutually acceptable adjustments as may be necessary. The<br />

rations, y compris <strong>les</strong> données nationa<strong>les</strong> <strong>sur</strong> <strong>les</strong> points suivants, qui<br />

autres que <strong>les</strong> organismes officiels : (1) en or, (2) en <strong>de</strong>vises;<br />

iii) production d’or;<br />

iv) exportations <strong>et</strong> importations d’or, par pays <strong>de</strong> <strong>de</strong>stination <strong>et</strong><br />

par pays d’origine;<br />

v) exportations <strong>et</strong> importations tota<strong>les</strong> <strong>de</strong> marchandises, évaluées<br />

en monnaie nationale, par pays <strong>de</strong> <strong>de</strong>stination <strong>et</strong> par pays<br />

d’origine;<br />

vi) balance internationale <strong>de</strong> paiements, y compris : (1) le commerce<br />

<strong>de</strong>s biens <strong>et</strong> services, (2) <strong>les</strong> opérations <strong>sur</strong> l’or, (3) <strong>les</strong><br />

opérations connues en capital <strong>et</strong> (4) tous autres postes;<br />

vii) situation <strong>de</strong>s investissements internationaux, c’est-à-dire <strong>les</strong><br />

investissements <strong>de</strong> l’étranger <strong>sur</strong> <strong>les</strong> territoires du membre <strong>et</strong> <strong>les</strong><br />

investissements à l’étranger <strong>de</strong>s rési<strong>de</strong>nts <strong>de</strong> l’État membre,<br />

dans la me<strong>sur</strong>e où il est possible <strong>de</strong> fournir ces renseignements;<br />

viii) revenu national;<br />

ix) indices <strong>de</strong>s prix, c’est-à-dire <strong>de</strong>s prix <strong>de</strong>s marchandises en<br />

gros <strong>et</strong> au détail <strong>et</strong> <strong>de</strong>s prix à l’importation <strong>et</strong> à l’exportation;<br />

x) cours d’achat <strong>et</strong> <strong>de</strong> vente <strong>de</strong>s monnaies étrangères;<br />

xi) réglementation <strong>de</strong>s changes, c’est-à-dire l’exposé <strong>compl<strong>et</strong></strong><br />

<strong>de</strong>s règ<strong>les</strong> en vigueur au moment <strong>de</strong> l’admission du membre au<br />

Fonds <strong>et</strong> l’indication détaillée <strong>de</strong>s changements ultérieurs, à me<strong>sur</strong>e<br />

qu’ils interviennent; <strong>et</strong><br />

xii) s’il existe <strong>de</strong>s <strong>accords</strong> officiels <strong>de</strong> clearing, l’indication détaillée<br />

<strong>de</strong>s montants en cours <strong>de</strong> compensation en règlement d’opérations<br />

commercia<strong>les</strong> <strong>et</strong> financières <strong>et</strong> du temps pendant lequel<br />

<strong>les</strong> arriérés sont restés en suspens.<br />

b) Lorsqu’il <strong>de</strong>man<strong>de</strong>ra ces renseignements, le Fonds prendra en<br />

considération le <strong>de</strong>gré <strong>de</strong> capacité <strong>de</strong> chaque membre <strong>de</strong> fournir <strong>les</strong><br />

données <strong>de</strong>mandées. Les membres ne seront pas tenus <strong>de</strong> donner <strong>de</strong>s<br />

précisions <strong>les</strong> amenant à dévoiler <strong>les</strong> affaires <strong>de</strong> particuliers ou <strong>de</strong> sociétés.<br />

Toutefois, <strong>les</strong> membres s’engagent à fournir <strong>les</strong> renseignements<br />

voulus <strong>de</strong> façon aussi détaillée <strong>et</strong> aussi précise que possible <strong>et</strong><br />

à éviter dans la me<strong>sur</strong>e du possible <strong>de</strong> fournir <strong>de</strong> simp<strong>les</strong> estimations.<br />

c) Le Fonds pourra prendre <strong>de</strong>s dispositions pour obtenir, en accord<br />

avec <strong>les</strong> membres, <strong>de</strong>s renseignements complémentaires. Il servira<br />

<strong>de</strong> centre pour le rassemblement <strong>et</strong> l’échange d’informations <strong>sur</strong><br />

<strong>les</strong> problèmes monétaires <strong>et</strong> financiers, facilitant ainsi la réalisation<br />

d’étu<strong>de</strong>s <strong>de</strong>stinées à ai<strong>de</strong>r <strong>les</strong> membres à élaborer <strong>de</strong>s politiques <strong>de</strong><br />

nature à promouvoir la réalisation <strong>de</strong>s buts du Fonds.<br />

Section 6. Consultation entre <strong>les</strong> membres relativement aux <strong>accords</strong><br />

internationaux en vigueur<br />

Lorsque, aux termes <strong>de</strong>s présents Statuts <strong>et</strong> dans <strong>les</strong> circonstances<br />

spécia<strong>les</strong> ou temporaires qui y sont spécifiées, un membre est autorisé<br />

à maintenir ou à établir <strong>de</strong>s restrictions aux opérations <strong>de</strong> change,<br />

<strong>et</strong> qu’il existe d’autre part entre <strong>les</strong> membres d’autres engagements,<br />

antérieurs aux présents Statuts, incompatib<strong>les</strong> avec l’application <strong>de</strong><br />

tel<strong>les</strong> restrictions, <strong>les</strong> parties à <strong>de</strong> tels engagements se consulteront en<br />

vue d’y apporter <strong>les</strong> amen<strong>de</strong>ments mutuellement acceptab<strong>les</strong> qui se-<br />
