Construction in the E-Government Policy:
A Study of Geographic Information Systems at
the Taichung and Kaohsiung City Governments

The development of the information systems (ISs) has become an important
part of e-government policy in central and local governments. However, in spite of
the huge amount of investment, the development of the ISs not only encounters
many difficulties during its process of construction but also lacks effective
evaluation on its implementation performance.
By comparing the geographic information systems (GIS) constructed at the
Taichung and Kaohsiung City Governments, this study examines the factors that
influence the ISs construction from the public administration perspective. Our
findings show that organizational and institutional dimensions are crucial for the
success of GIS construction. Specifically, we find that leadership support, staff
cooperation, and internal communication are the crux.
We therefore conclude that, besides stressing the technical development, the
construction of the ISs in the e-government policy should pay more attention on
institutional design, staff education and training, and organizational coordination
