How do your overseas countries and territories
participate in the LLP ?
“The short answer to this question is through
perseverance and extraordinary motivation!
Overseas T erritories (or OST s) are of course
eligible to participate in the LLP but many
organisations and individuals can struggle to
overcome the practical diffi culties of applying,
receiving funding and participating in projects.
The programme is fl exible enough to help
such applicants and we ensure that we allocate
enough funding for the additional travel
and subsistence costs they incur for participating.
As a National Agency it's our job to try
and make the process as easy as possible for
them so for example we need to be fl exible
when dealing with the complex arrangements
for making grant payments to their accounts.
It can be diffi cult to promote the programme
to OSTs so we try and use intermediary organisations
to reach potential applicants. Although
we receive only a small number of applications
for the OST s each year , we have been able to
fund some excellent activities.
For example St Helena National T rust are
participating in a Leonardo P artnership project
working with the National T rust in the UK and
Clifton Gayle from the Cayman Islands Government,
Ministry of Education, Sunrise Adult
Training Centre went on a fi ve day visit in May
2011 organised by Mamak Guidance and Research
Centre in Ankara, T urkey, to learn about
vocational guidance of students with special
needs. The visit offered the opportunity to
find out more about the new approaches and
methods used in vocational guidance for students
with special needs, the different viewpoints
in defining interests and abilities and the
assessment process of these students. The study
visit included visits to various organisations and
schools, including special education schools,
centres related to special needs and universities
with special education departments.
We have also funded activities involving the
Overseas T erritories of other participating
countries. Chris Williams from Lincolnshire
School Improvement Service went on a fi ve
day visit in April 20 11 organised by Education
Nationale - Inspection de l’Education Nationale
- Académie de La Réunion in Saint-Denis, La
Réunion, France on the topic of Education for
Active Citizenship and sustainable development.
The study visit provided Chris Williams with an
array of opportunities to learn about the issues
of sustainable development that La Réunion is
facing and the projects and actions in place to
reduce them and also to develop valuable links
which could lead to collaborations between
schools in Lincolnshire and La Réunion. Furthermore
Chris has plans to develop a Comenius
Regio project with his Italian colleague from
the visit and to return to La Réunion for leading
some workshops on Comenius P artnerships in
the near future.”
