« Avec 3 000 ha de superficie, le Grand Parc Garonne, c’est<br />
dix fois ‘’Central Park’’ ! », s’est exclamé Pierre Cohen, président<br />
du Grand <strong>Toulouse</strong>, en présentant ce projet d’aménagement<br />
et de valorisation des rives de la Garonne sur 32 km en<br />
amont et aval de la ville Rose. Une vision ambitieuse à l’horizon<br />
2030, mais dont les 40 premières opérations seront lancées<br />
d’ici 2015 sur les quais de <strong>Toulouse</strong> et l’île du Ramier.<br />
<strong>Toulouse</strong> will have its Garonne Park<br />
“With 3000 hectares, the Grand Parc Garonne will be ten times the size of<br />
Central Park!“ said Pierre Cohen, President of Grand <strong>Toulouse</strong>, when he introduced<br />
this development and promotion project for the banks of the Garonne<br />
stretching over 32 km upstream and downstream from <strong>Toulouse</strong>. Completing<br />
this ambitious vision will take until 2030, but the first 40 operations will be<br />
launched by 2015 on the quays of <strong>Toulouse</strong> and Ramier Island.<br />

Le nouvel En<br />
Marge ouvrira<br />
en septembre<br />
Frank Renimel, le chef toulousain étoilé que vous aviez pu<br />
découvrir dans le précédent In <strong>Toulouse</strong>, va ouvrir son nouveau<br />
restaurant gastronomique le 3 septembre. Conçu à partir<br />
d’un vieux corps de ferme à Aureville, à un 15 km au sud<br />
de <strong>Toulouse</strong>, le nouvel En Marge bénéficiera d’une terrasse<br />
donnant sur la vallée de l’Ariège, d’un jardin potager et d’une<br />
salle pour accueillir des groupes jusqu’à 100 couverts pour des<br />
réceptions d’affaires ou privées.<br />

<strong>Toulouse</strong> star chef Frank Renimel, featured in the March issue of In <strong>Toulouse</strong>,<br />
will open his new gourmet restaurant on September 3. The new<br />
establishment, “En Marge”, in an old farm house in Aureville, 15 km south of<br />
<strong>Toulouse</strong>, will feature a terrace overlooking the Valley of the Ariège, a vegetable<br />
garden and a banquet room to accommodate groups of up to 100 for<br />
business or private receptions.<br />

Vertical take-off, electric engines powered by a strange organic<br />
material collected in space, shape-memory massage seats for<br />
350 passengers, panoramic roof – the Space Dream is the aircraft<br />
of the future imagined by students of the Jean Gay College<br />
in Verfeil (Haute-Garonne), regional winner of the «How will we<br />
fly in 2050?» contest, organized by the EADS Foundation. This<br />

eu de villes peuvent se targuer<br />
d’avoir changé autant que Berlin,<br />
ces dernières années. La capitale allemande,<br />
divisée en deux jusqu’à la chute du Mur en<br />
1989, est belle et bien réunifiée. À preuve : la<br />
Brandenburger Tor, est la seule porte conservée.<br />
Pour comprendre son histoire, on suit<br />
la route de la Potsdamer Platz jusqu’à l’East-<br />
Side-Gallery, vestige du mur devenu la plus<br />
longue galerie de plein air du monde, en<br />
passant par la Friedrichstraße et le Musée<br />
du Mur. Mais on l’appréhende mieux dans<br />
la Niederkirchnerstraße, où 200 m du mur<br />
original ont été conservés.<br />
La visite touristique se poursuit en faisant<br />
le tour des belles places : la Pariser<br />
Platz (voisine du boulevard mythique<br />
Unter den Linden), l’Alexanderplatz,<br />
la plus grande, et La Bebelplatz, la plus<br />
belle. Bien sûr, on s’arrête pour admirer<br />
la coupole de la cathédrale, mais aussi<br />
l’imposante façade en briques rouges<br />
du Rathaus (Mairie rouge). Au détour<br />
de ses nombreuses petites boutiques de<br />
mode, librairies et magasins de déco, on<br />
peut même oser une autre spécialité berlinoise<br />
: le shopping.<br />
Le New-York des années 1960-1970<br />
Aujourd’hui, Berlin est une jeune capitale<br />
qui vit au rythme des tendances artistiques.<br />
L’art sous toutes ses formes, le cinéma, mais<br />
aussi l’architecture (à voir le Bauhaus-Archiv<br />
Berlin), la musique, le théâtre, la danse…<br />
Few cities can boast as many changes<br />
as Berlin in recent years. The German<br />
capital, divided in two until the fall of<br />
the Wall in 1989, is beautiful and well<br />
reunited. As proof, Brandenburger<br />
Tor is the only remaining gate. To<br />
understand its history, follow the<br />
Potsdamer Platz Road to the East-<br />
Side-Gallery, where a remnant of the<br />
wall has become the longest outdoor<br />
gallery in the world, then via the<br />
Friedrichstrasse and the Wall Museum.<br />
But it is easier to understand in the<br />
Niederkirchnerstraße, where 200<br />
meters of the original wall have been<br />
preserved.<br />
Sightseeing continues with a tour<br />
of the beautiful squares: the Pariser<br />
Platz (near the legendary Unter den<br />
Linden Boulevard), Alexanderplatz,<br />
the largest, and the Bebelplatz, the<br />
most beautiful. Of course, it’s worth<br />
a stop to admire the dome of the<br />
Cathedral, as well as the imposing red<br />
brick facade of the Rathaus (red Town<br />
Hall). The attraction of the numerous<br />
little fashion boutiques, bookshops<br />
and deco stores draws visitors in for<br />
another Berlin specialty – shopping.<br />
Like New York in the 60s and 70s<br />
Today, Berlin is a young capital<br />
vibrating to the beat of artistic<br />
trends. Art in all its forms, including<br />
cinema, architecture (don’t miss the<br />
Bauhaus-Archiv Berlin), music, theatre,<br />
and dance. Berlin gives off a unique<br />
energy and has an incredible force of<br />
attraction. Quite naturally, artists and<br />
creators flock from around the world<br />
and claim that the German capital is<br />
the equivalent of New York in the 60s<br />
and 70s.<br />

Summer – the perfect time<br />
to enjoy Berlin<br />
With its 2,500 public green spaces,<br />
the city also features artisticallylandscaped<br />
exotic gardens, extensive<br />
forests, lakes and rivers. And in the<br />
summer that Berlin can be savored the<br />
most. When the red sun disappears<br />
into the Spree River in the Reichstag,<br />
beach bars on turn the music and<br />
the whole city is ready to party in the<br />
Brandenburg sand. The Badeschiff, the<br />
Oststrand and Lake Wannsee’s beach<br />
offer unique atmosphere to enjoy, with<br />
a view of the television tower or the<br />
steamers on the Spree. Berlin then<br />
takes on the colors of a Mediterranean<br />

Manageur du Stade Toulousain<br />
Depuis 19 ans qu’il entraîne le Stade Toulousain, le club de la ville Rose n’a jamais été absent du dernier<br />
carré du championnat de France. Une permanence au plus haut niveau qui s’explique par la personnalité<br />
de ce Toulousain, petit-fils d’immigrés espagnols, qui confie être « parti de rien » et s’être construit dans<br />
la difficulté.<br />

Vous dites souvent être « parti de rien ». Que cela<br />
signifie-t-il ?<br />
Mes grands-parents étaient immigrés espagnols. Mon père, qui était<br />
électricien à la Semvat, s’est levé tous les matins pendant 45 ans à<br />
6h45. Il a construit sa maison, et j’ai construit la mienne, de mes<br />
mains. Je vivais en HLM, avec ma femme. J’étais prof, avec 8 000<br />
balles par mois. On n’avait rien. On créait une table avec des tréteaux<br />
pour faire des bringues. Aujourd’hui, je suis manageur du<br />
Stade Toulousain. Elle est médecin-anesthésiste. On a élevé nos<br />

During Guy’s 19-year stint as the Stade Toulousain manager,<br />
the local club has always been at the top of the French Rugby<br />
championships. Such high-level performance is largely due to<br />
the personality of this descendant of Spanish immigrants who<br />
is proud of his humble origins and of having built his career<br />
through adversity.<br />

“I started with nothing”<br />
trois enfants dans cette dimension de travail. La plus jeune est en<br />
Master 2 de Droit, la seconde est médecin, et le plus grand est<br />
kinésithérapeute et impliqué politiquement. On a passé le relais<br />
aux suivants.<br />
Qu’avez-vous le sentiment d’avoir atteint ?<br />
Je n’ai jamais cherché à atteindre quoi que ce soit. Je n’aurais jamais<br />
pensé devenir rugbyman, puis entraîneur. Tout cela m’est tombé<br />
dessus ! Mais j’ai vraiment le sentiment de m’être réalisé. Je pense<br />
que j’étais fait pour ça. Aujourd’hui, je vis les choses avec passion et<br />
sérénité, parce que je sais que j’ai la confiance de ceux qui m’entourent.<br />
C’est cela que j’ai atteint : sentir que je suis respecté et un<br />
peu reconnu des autres. Il y a eu un temps où j’étais en permanence<br />
en train de chercher à démontrer qu’on pouvait avoir confiance en<br />
moi. Je crois que j’ai aujourd’hui cette forme de sérénité.<br />

Regrettez-vous d’avoir refusé d’entraîner l’équipe<br />
de France, qui vous a sollicité en 2011 ?<br />
Non. Je suis trop attaché au Stade Toulousain. Mais cela fait partie<br />
de cette sérénité dont je parle. Reconnu au Stade Toulousain, je le<br />
savais depuis longtemps. Mais reconnu de l’ensemble du rugby français…<br />
C’est un moment très fort de ma vie, qui est arrivé peut-être<br />
un peu tard, et qui ne m’a pas été présenté comme je l’aurais pensé.<br />
On ne m’a pas donné le temps nécessaire pour me permettre de<br />
partir de mon club dans les meilleures conditions. Ma personnalité<br />
a fait que je n’ai pas fait passer mon ambition personnelle devant<br />
celle du Stade Toulousain.<br />
You often say you “started with<br />
nothing”. What does that mean?<br />
My grandparents were Spanish immigrants.<br />
My father, an electrician for the city transit<br />
company, got up at 6:45 every morning for<br />
45 years. He built his house, as I built mine,<br />
with his own hands. I used to live in social<br />
housing with my wife. I was a teacher earning<br />
around €1200 a month. We had nothing. We<br />
would put up a table with trestles for a party.<br />
Today I am the Stade Toulousain manager.<br />
She is an anesthesiologist. We brought up<br />
our three children to understand the value of<br />
work. The youngest is studying for a Masters<br />
degree in law. One is a doctor and our eldest is<br />
a physiotherapist with political ambitions. We<br />
have passed the baton to the next generation.<br />
How does it feel to have made it?<br />
I never sought to “make it” in a narrow sense.<br />
I would never have imagined becoming a<br />
professional rugby player and then a coach.<br />
That all just happened! I do however feel that<br />
I have realized my own potential. I think I was<br />
born to do this. Today I target things with<br />
both passion and serenity because I know I<br />
enjoy the trust of those around me. That is<br />
what I have really achieved, feeling that I am<br />
respected, even slightly recognized, by others.<br />
There was a time when I was always trying<br />
to prove to other people that they could have<br />
confidence in me. Now I feel I have it so I can be<br />
more serene.<br />
Do you regret turning down the<br />
opportunity to become the national<br />
rugby team manager in 2011?<br />
No. I am too attached to Stade Toulousain. That<br />
is part of the serenity I was talking about. I have<br />
long been recognized at Stade Toulousain. But<br />
that level of recognition at the national level,<br />
well… It was one of those key moments in my<br />
life, which maybe arrived a little late and didn’t<br />
happen the way I had expected it. I wasn’t<br />
offered enough time to be able to leave my club<br />
under the best of conditions. It’s just the way I<br />
am; I couldn’t have placed my personal ambition<br />
above the success of Stade Toulousain.<br />
Pensez-vous avoir eu, par vos résultats,<br />
une influence sur les Toulousains ?<br />
Sur l’ensemble des Toulousains, je n’en sais rien… sur<br />
nos supporters, sûrement ! Leur mentalité, leur capacité<br />
à ne pas baisser les bras, à ne pas tout remettre en<br />
question au premier échec. Quelquefois, d’ailleurs, je<br />
m’en offusque, parce que je dis qu’un gosse de 20 ans<br />
ne peut pas penser que le Stade Toulousain ne puisse<br />
pas être en demi-finale. Mais si cela a permis à certains<br />
de se dire, après des échecs, qu’ils pouvaient se<br />
relever, comme l’a fait le Stade, alors j’en suis très fier.<br />
Sur quels principes de management vous<br />
appuyez-vous ?<br />
Quand je fais des interventions devant des entreprises,<br />
je commence par dire que j’ai autant de respect<br />
pour celui qui nettoie le vestiaire que pour mon<br />
président. Quand on respecte les gens, ils vous donnent<br />
beaucoup. Ensuite, il y a des basiques : le jour<br />
où vous trompez un de vos joueurs, vous ne pouvez<br />
plus lui parler correctement. Il faut savoir dire<br />
les choses en face. Le bon manager est celui qui n’a<br />
pas la même attitude avec tous, qui est capable de<br />
comprendre l’autre dans ses problèmes. Manager,<br />

c’est aussi savoir se remettre en question, partager<br />
le bénéfice d’un résultat. C’est surtout servir les<br />
autres, et ne pas avoir peur d’avoir à côté de soi les<br />
meilleurs parce que ce sont les meilleurs qui vous<br />
font gagner. Tout cela est le résultat de 38 ans de<br />
vie collective, à côté de gens extraordinaires. Quand<br />
j’étais jeune joueur, sans savoir que j’entraînerai un<br />
jour, j’observais le comportement d’entraîneurs qui<br />
m’ont marqué. Comme, par exemple, lorsque j’ai<br />
quitté l’équipe de France parce que les entraîneurs<br />
de l’époque avaient été malhonnêtes avec moi. Ils<br />
n’avaient pas ce feeling-là, et ça m’avait touché en<br />
tant que joueur.<br />
Vous inspirez parfois de la crainte. En<br />
avez-vous conscience ?<br />
Comme je respecte les gens, j’attends beaucoup<br />
de respect de la part des autres. On sait que si on<br />
sort de la route, je vais le dire. Entendre la vérité<br />
fait peur. Quand j’étais prof, mes élèves de 6 e me<br />
tutoyaient et pourtant ne bougeaient pas une oreille<br />
en cours. Je suis très difficile, c’est mon gros défaut.<br />
Mais à n’importe quelle heure du jour ou de la<br />
nuit, les joueurs savent qu’ils peuvent compter sur<br />
moi. Il n’y a pas besoin de me faire de grands discours.<br />
S’ils m’appellent, je suis là. Ils savent que si les<br />
balles sifflent, je sortirai le premier de la tranchée.<br />
à partir de là, on n’a plus besoin de trop parler. Je<br />
ne cherche pas à inspirer la crainte. Au contraire,<br />
plutôt de l’amour et de l’amitié parce que j’en ai<br />
besoin. Ce qui me touche, c’est de ne pas faire<br />
l’unanimité avec mes joueurs. En 20 ans, il y a eu<br />
quelques incompréhensions, quelques ponts se sont<br />
coupés, et ça m’a toujours miné la tête.<br />
Il vous arrive de vous signer avant des<br />
matchs…<br />
Je suis croyant non pratiquant. C’est un soutien<br />
dont j’ai besoin, qui me donne encore plus de force<br />
dans mes convictions. J’ai fait mon catéchisme,<br />
ma communion, mais à l’époque je m’en foutais.<br />
C’est à partir du moment où les choses ont commencé<br />
à bien se passer, quand on a gagné quatre<br />
titres consécutifs notamment (ndlr : de 94 à 97)<br />
que je me suis dit : « C’est pas possible, tu es protégé<br />
quelque part. » zz<br />
En avion / Flying ❚ S’il est un endroit où Guy Novès<br />
ne se sent pas tout à fait à l’aise, c’est en avion. « Parce que je<br />
ne maîtrise pas l’instrument. Je me sens tellement faillible à ce<br />
moment-là ! C’est d’ailleurs la même chose en voiture si je ne<br />
conduis pas. »<br />
❚ If there is one place where Guy Novès is not really at ease, it’s<br />
in a plane. “Since I’m not in control of the machine, I feel really<br />
vulnerable. I’m the same in a car if I’m not driving.”<br />

Do you think your achievements have<br />
influenced <strong>Toulouse</strong> residents?<br />
Concerning all the inhabitants of <strong>Toulouse</strong>, I<br />
have no idea. But our fans, certainly! I mean<br />
in terms of their mind set, their capacity<br />
to hold on, to not give in to doubts at the<br />
first bad result. There are times when I’m<br />
offended that some 20 year old can even<br />
imagine that the Stade Toulousain might not<br />
make it to the semi-final. If our successes<br />
have helped others to pick themselves up<br />
again after bad moments, then I would be<br />
really proud.<br />
What are your underlying<br />
management principles?<br />
When I do corporate presentations I always<br />
begin by saying that I have the same respect<br />
for the person who cleans the cloakrooms as<br />
I have for our president. When you respect<br />
people, they give you a lot. Then come the<br />
basics: the day you let one of your players<br />
down, you can’t speak properly with them.<br />
You have to say things face-to-face. The<br />
good manager is the one who does not<br />
have an identical approach to everybody,<br />
who is able to understand the other person<br />
and their problems. Managing also involves<br />
questioning yourself and sharing the joys<br />
of success. It is, above all, about serving<br />
others, and not worrying about surrounding<br />
yourself with the best because they are the<br />
winners. All this is the fruit of 38 years of<br />
a life shared with truly extraordinary guys.<br />
When I was a young player, not knowing that<br />
one day I would be a coach, I used to observe<br />
the trainers who impressed me. I left the<br />
French national team because the trainers<br />
at that time had been less than honest with<br />
me. They had not impressed me, and that<br />
affected me as a player.<br />
You sometimes inspire fear. Are you<br />
aware of that?<br />
Since I respect people, I expect a lot of<br />
respect from others. They know that if<br />
they wander off track I will let them know.<br />
Hearing the truth can be frightening. When<br />
I was a teacher, my 6th year students were<br />
relaxed with me, but diligent in class. I can<br />
be very demanding, it’s my major fault. But<br />
the players know I am there for them at any<br />
time, day or night. They don’t need to make<br />
grand speeches, if they call me, I’m there.<br />
They know that when the bullets are flying,<br />
I’ll be the first out of the trenches. Once<br />
you establish that, you don’t need to talk<br />
that much. I don’t seek to intimidate, I look<br />
more for friendship and love because that’s<br />
what I need. What bothers me is not having<br />
achieved unanimity with my players, over<br />
the past 20 years. There have been some<br />
misunderstandings, some relationships<br />
have been broken off, and that has always<br />
affected me.<br />
You sometimes bless yourself before<br />
matches…<br />
I’m a non-practicing believer. It’s something<br />
I need, something that reinforces my<br />
convictions. I learned my catechism, made<br />
my first communion, but at the time I<br />
didn’t really care. It was only when things<br />
began to go really well, when we had<br />
won four consecutive titles (Editor’s note:<br />
1994-1997) that I thought “It’s just not<br />
possible, somewhere, somebody has to be<br />
on your side.”<br />

Le pastel fit la fortune et la gloire éphémères de<br />
l’Occitanie à La Renaissance. Une équipe de<br />
passionnés fait revivre ce bleu légendaire qui repart<br />
à la conquête du monde !<br />

A Legend Reborn!<br />
Blue woad dye created fortunes and ephemeral glory here<br />
during the Renaissance. Today, a team of enthusiasts is busily<br />
reviving the legendary blue color which is setting off again to<br />
conquer world markets!<br />
hen Denise and Henri Lambert visited<br />
W the Gers in the 1990s, these Belgian<br />
gallery owners could not know that they would<br />
become the only global producers of woad<br />
pigment for industrial applications! But they<br />
fell in love at first sight with the beautiful land<br />
of Gascony, and with that luminous blue which<br />
has marked its heritage.<br />
The ancient Egyptians knew how to extract<br />
blue dye from the woad plant, which was<br />
also known for its medicinal properties in the<br />
Middle Ages. During the Renaissance Isatis<br />
tinctoria created the ostentatious wealth<br />
of the woad merchants of <strong>Toulouse</strong>, capital<br />
of the Pays de Cocagne (see our article on<br />
townhouses, page 39). “Cocagne” refers<br />
to bales of dried leaves used to extract the<br />
pigment. But in the 18th century, the arrival<br />
of Indian indigo signaled woad’s decline,<br />
eventually leading to the loss of the ancestral<br />
know-how needed to process it!<br />
Mr Lambert was obliged to retrieve seeds<br />
from the Conservatoire National des Plantes<br />
to launch their project for the rehabilitation of<br />
dyer’s woad in 1994. “We worked 5 years with<br />

the CRITT Catar agri-resources technology<br />
transfer center of INP <strong>Toulouse</strong> to reinvent a<br />
pigment production process,” explained Denise<br />
Lambert, who now runs Bleu de Lectoure on<br />
her own since the death of her husband. “It’s<br />
much more difficult than for other natural<br />
pigments; it’s magic, a sort of alchemy!”.<br />
Using dyer’s woad grown by Capa (an<br />
agricultural coop in Ariège), Bleu de Lectoure<br />
produces natural colors for fine arts, decorative<br />
painting, textiles, cosmetics, and accessories.<br />
The company, certified as an Entreprise du<br />
Patrimoine Vivant, supplies the haute couture<br />
industry. The team of seven permanent<br />
employees is exporting more and more, to<br />
Great Britain, Austria, and even the USA!<br />
Worth a visit<br />
The workshop and boutique in Lectoure is<br />
open for visits Monday through Saturday 9:30-<br />
12:30 & 2-6 pm. Sunday and public holidays<br />
from 2-6 pm. Dye workshops are offered from<br />

uand Denise et Henri Lambert visitent le Gers au début<br />
des années 90, ces galeristes belges ne savent pas encore<br />
qu’ils vont devenir l’unique producteur mondial de pigment de<br />
pastel pour les applications industrielles ! Un coup de foudre artistique<br />
pour cette belle terre gasconne et ce bleu si lumineux qui<br />
ponctue son patrimoine. Un bleu que les Égyptiens savaient, dés<br />
l’Antiquité, extraire du pastel. Isatis tinctoria fit, à la Renaissance,<br />
l’insolente fortune des pastelliers de <strong>Toulouse</strong> (voir notre sujet sur<br />
les hôtels particuliers, page 39), capitale du Pays de<br />
Cocagne, du nom des boules de feuilles de pastel<br />
séchées en attendant d’en extraire le pigment. Mais<br />
au XVIII e , l’arrivée de l’indigo des Indes sonnât le<br />
déclin du pastel, jusqu’à la perte même du savoirfaire<br />
ancestral !<br />
à tel point que les époux Lambert ont dû aller récupérer<br />
de bonnes graines au Conservatoire National<br />
des Plantes pour lancer en 1994 leur projet de réhabilitation<br />
du pastel. « Nous avons travaillé 5 ans avec<br />
le CRITT Catar Agroressources de l’INP <strong>Toulouse</strong><br />
pour réinventer un procédé de production du pigment,<br />
précise Denise Lambert, seule aux commandes<br />
de Bleu de Lectoure depuis le décès de son mari.<br />
C’est beaucoup plus difficile que pour les autres pigments<br />
naturels, c’est magique, c’est de l’alchimie ! ».<br />

<strong>Toulouse</strong> vient de se doter d’un outil<br />
opérationnel, le Programme Local de<br />
l’habitat (PLH). Objectif, 6 000 logements<br />
nouveaux par an. « C’est un<br />
effort considérable, mais la crise du<br />
logement concerne aujourd’hui tout<br />
le monde, affirme Stéphane Carassou,<br />
président de la commission Habitat et<br />
Cohésion Sociale du Grand <strong>Toulouse</strong>.<br />
Il est essentiel de proposer une offre<br />
diversifiée sur l’ensemble du territoire<br />
pour répondre aux demandes de plus<br />

increase the pace to build more and better.<br />
The race is on.<br />
6,000 Housing Units per Year<br />
The industry faces the sizable challenge<br />
of having to meet urgent current needs,<br />
while preparing for the future. In order<br />
to build quality housing more quickly, the<br />
Grand <strong>Toulouse</strong> Metropolitan authority has<br />
developed a new operational tool: PLH (local<br />
housing program). The goal is to produce<br />

Cette année, les opérations d’aménagements<br />
urbains vont continuer à se déployer à un<br />
rythme soutenu. 3 700 logements sont lancés<br />
sur l’ensemble des écoquartiers. Des nouveaux<br />
espaces de vie conçus de A à Z, à<br />
partir d’une feuille blanche, associant élus,<br />
population, urbanistes, architectes et promoteurs.<br />
Des opérations maîtrisées par les<br />
pouvoirs publics qui permettent de prendre<br />
en compte les dimensions environnementales<br />
et sociales, et de proposer du logement<br />
très performant, aux normes BBC (Bâtiment<br />
Basse Consommation), à des prix encadrés.<br />
Oppidea, le bras armé du Grand <strong>Toulouse</strong> qui<br />
pilote l’ensemble de ces opérations, a engagé<br />
100 millions d’euros en 2011, pour développer<br />
ces zones d’aménagement concerté<br />
(ZAC). Un montant qui représente 2 000<br />
emplois pour le secteur du BTP et près de<br />
9 000 emplois induits par l’activité des promoteurs.<br />
Un millier de logements sera livré dans l’année<br />
et 1 300 seront lancés pour des livraisons<br />
attendues en 2013 et 2014. Très novateurs<br />
en matière de développement durable et de<br />
mixité sociale, ces programmes prévoient<br />
entre 20 et 30% d’habitat social. La métropole<br />
a accumulé en ce domaine un retard important.<br />
Pour combler le déficit, un effort sans<br />
précédant est engagé, près de 10 000 logements<br />
sociaux, dont 6 300 à <strong>Toulouse</strong>, seront<br />
mis en location d’ici 2015 !<br />
écoquartiers en pleine éclosion<br />
Sur la commune de <strong>Toulouse</strong>, c’est la<br />
2 e tranche de Borderouge, au nord de la<br />
ville, qui se prépare à accueillir cette année ses<br />
premiers habitants. Autour de la grande place<br />
Nord, des immeubles très innovants sortent<br />
de terre, ils accueilleront à terme 1 000 personnes.<br />
Un quartier très attractif, branché sur<br />
le métro qui attend également 2 000 emplois<br />
grâce à un important parc de bureaux.<br />
Autre quartier toulousain en pleine mutation,<br />
Niel, au sud de la ville, attend aussi ses<br />
premiers résidents en fin d’année. 540 logements<br />
ouverts sur un vaste jardin en pleine<br />
ville, une très belle opportunité pour les<br />
inconditionnels de <strong>Toulouse</strong> intra muros.<br />
Au sud-est, deux gros programmes sont en<br />
train d’éclore. à Balma, tout près du métro, le<br />
quartier de Vidailhan prend forme. Novateur,<br />
primé par le ministère de l’Environnement, il<br />
verra lui aussi les premiers résidents emména-<br />
Borderouge place nord.<br />

rehabilitation of existing units, preventing<br />
urban sprawl, improving transportation,<br />
and taking into account subsidized<br />

2012, a Year Full of Projects<br />
This year, urban development operations<br />
will continue at a steady pace. 3,700<br />
housing units have been started<br />
throughout the eco-neighborhoods.<br />
New living spaces have been redesigned<br />
from A to Z, with the collaboration of<br />
elected officials, the population, urban<br />
planners, architects and developers.<br />
These operations, managed by the<br />
public authorities, take into account the<br />
environmental and social dimensions, and<br />
provide high-performance housing, BBC<br />
(low consumption building) standards, and<br />
monitored prices.<br />
Oppidea, the branch of Grand <strong>Toulouse</strong><br />
which runs all of these operations, has<br />
committed €100 million in 2011 to develop<br />
these areas of concerted development<br />
(ZACs). This investment represents 2,000<br />
jobs for the construction sector and nearly<br />

9,000 jobs induced by the promoters’<br />
activities.<br />
1,000 housing units will be delivered<br />
this year and 1,300 will be started, with<br />
deliveries expected in 2013 and 2014.<br />
These programs, which are very innovative<br />
in terms of sustainable development and<br />
blending social levels, include 20-30%<br />
subsidized housing. The metropolitan<br />
area has fallend behind in this aspect.<br />
To bridge the gap, an unprecedented<br />
effort is underway, with nearly 10,000<br />
subsidized housing units, including 6,300<br />
in <strong>Toulouse</strong>, to go on the rental market by<br />
2015!<br />
Eco-Neighborhoods Sprouting<br />
in Abundance<br />
In the city of <strong>Toulouse</strong>, the second tranche<br />
of the Borderouge district, north of the<br />
city, will soon welcome its first residents.<br />
Very innovative buildings are emerging<br />
from their foundations around the main<br />
northern square. Eventually they will<br />
house 1000 people. This quite attractive<br />
neighborhood, on the Metro line, should<br />
also see 2000 new job openings thanks to<br />
a large business park there.<br />
Another <strong>Toulouse</strong> area undergoing<br />
change – Niel in the southern part of<br />
the city – is also looking forward to its<br />
first residents at year end. 540 housing<br />
units open onto a large green space,<br />
providing a fine opportunity for those<br />
who prefer central <strong>Toulouse</strong>. To the<br />

Trou d’air pour un marché perturbé<br />
La métropole toulousaine propose une palette<br />
très large de logements neufs. Active et attractive,<br />
elle génère une demande sans cesse<br />
croissante. « Le marché du logement est ici<br />
particulièrement dynamique et très apprécié<br />
des investisseurs attirés par la bonne santé<br />
économique et la croissance de la population,<br />
explique Alexandra François-Cuxac, présidente<br />
de l’Observer, qui analyse les tendances du marché<br />
local. De plus, même s’ils ont augmenté<br />
de 62% en dix ans, les prix sont moins élevés<br />
que dans d’autres agglomérations comparables<br />
(Montpellier, Bordeaux, Nantes…). <strong>Toulouse</strong><br />
ne se situe qu’à la 14 e place au niveau national<br />
en termes de progression. »<br />

program in the metropolitan area, spreads<br />
over 210 hectares in the communities of<br />
<strong>Blagnac</strong> and Beauzelle. 4 000 units are<br />
planned for the this area, where 1000 people<br />

Sudden Drop in a Shaky Market<br />
Metropolitan <strong>Toulouse</strong> offers a wide range<br />
of new homes. As an active, attractive city, it<br />
generates a steadily increasing demand. “The<br />
housing market here is particularly dynamic<br />
and very appealing to investors drawn by a<br />
sound economy and a growing population,”<br />
says Alexandra François-Cuxac, President<br />
Mûriers Saint-Orens.<br />

local market. “Moreover, although prices have<br />
increased by 62% in ten years, they remain<br />
lower than in other comparable communities<br />
(Montpellier, Bordeaux, and Nantes).<br />
<strong>Toulouse</strong> ranks 14th nationally in terms of<br />
price increases.”<br />
This situation should continue, given the<br />
steady demand. But, the year started with<br />
a serious plunge in the market, dropping<br />
44% compared to the first quarter of 2011.<br />
“This plunge is due to a 48% decrease in<br />
sales to investors, who no longer benefit<br />
from the tax exemptions formerly provided<br />
by the Scellier Law,” says Ms. François-<br />
Cuxac. “But this is part of an environment<br />
troubled by the economic crisis and the<br />
elections. It is not catastrophic, as the market<br />
remains promising. However, the future will<br />
depend on the tax supports which the new<br />
Government may implement.”<br />
In terms of prices, the slump which started in<br />
2011 continues with a decrease of 2%. The<br />
average price is €3,190 per square meter<br />
(excluding parking).<br />
For Christian Noailhac, Regional Director of<br />
Credit Agricole, “The <strong>Toulouse</strong> market can<br />
rely on its sound foundations.” Investors<br />
will very quickly return if tax incentives are<br />
re-implemented. But this is not enough; all<br />
possible private and public actions need to be<br />
put into effect today to stimulate production,<br />
first of all, because there is a need, and<br />

Une situation qui devrait continuer à perdurer compte-tenu<br />
de la demande. Mais ce début d’année marque un trou d’air.<br />
Le secteur enregistre en effet une sévère baisse, de -44%<br />
par rapport au 1 er trimestre 2011. « Cette chute s’explique<br />
par une diminution de 48% des ventes à investisseurs, qui<br />
ne bénéficient plus d’un système de défiscalisation Scellier<br />
aussi avantageux, constate la présidente de l’Observer. Mais<br />
cela s’inscrit dans une conjoncture perturbée par la crise<br />
économique et les élections. Ce n’est pas catastrophique, le<br />
marché reste porteur. Cependant, l’avenir dépendra des dispositifs<br />
fiscaux de soutien que le nouveau gouvernement<br />
voudra mettre en place. »<br />
Côté prix, le tassement amorcé en 2011 se poursuit avec<br />
une baisse de 2%. Le prix moyen s’établit à 3 190 € le m 2<br />

des fondamentaux excellents. Les investisseurs reviendront<br />

Mais cela ne suffit pas, il faut actionner tous les leviers<br />
publics et privés pour produire. D’abord parce qu’il y a des<br />
besoins, et pour ne pas casser la construction qui génère<br />
beaucoup d’emplois. »<br />
Les programmes à suivre<br />
<strong>Toulouse</strong> va offrir dans les années qui viennent encore beaucoup<br />
de programmes très attractifs. Et notamment celui de<br />
la Cartoucherie, le projet très attendu qui va remodeler le<br />
secteur Saint- Cyprien/Purpan (centre ville ouest), où vont<br />
fleurir 3 100 logements sur 33 ha. Autre zone en pleine évolution,<br />
le quartier des Izards-Trois Cocus (au nord de la<br />
ville) qui fera l’objet d’un vaste projet de renouvellement<br />
urbain à partir de 2013 et verra la construction de logements<br />
neufs, notamment sur la ZAC Les Franges de Borderouge.<br />
De belles résidences également sont en cours de réalisation<br />
sur Monges-Croix du Sud, à Cornebarrieu (banlieue<br />
nord-ouest) où le projet prend réellement son<br />
envol. 900 logements sont prévus ici sur 57 ha.<br />
Sur Montaudran (sud-est), la première tranche<br />
de la Résidence Saint-Exupéry offre déjà<br />
1 500 logements. La seconde, en cours de<br />
construction, prévoit 571 logements, dont<br />
165 sociaux et 35 étudiants. Premières livraisons<br />

the fringes of the Borderouge zone.<br />

Le talon d’Achille [the Achilles heel]<br />
ça n’est pas le tout de créer des start-up, encore faut-il les<br />
développer ! Problème : le capital-risque est quasi inexistant en<br />
région. Le fonds d’amorçage régional, attendu depuis deux ans<br />
et qui devait arriver début 2012, n’est toujours pas créé. Il devrait<br />
pourtant disposer de 30 M€. Certains se mobilisent donc seuls.<br />
Ainsi du cluster régional des TIC Digital Place, qui a créé un fonds<br />
d’investissement tourné vers l’amorçage, avec 300 à 600 K€<br />
apportés par des entrepreneurs du secteur.<br />
Creating a start-up is one thing, the challenge of development is another.<br />
The problem is that venture capital is almost non-existent in the region. A<br />
regional startup fund, in the wings for two years, which was expected to<br />
be operational by early 2012, remains in the project stage. It is supposed<br />
to provide €30 million. So certain players are mobilizing on their own, such<br />
as Digital Place in the ICT sector, which has created a startup fund ranging<br />
from €300,000 to €600,000, raised by entrepreneurs in the sector.<br />
Boostés par cette recherche publique intense, certains industriels<br />
n’hésitent pas à s’implanter. Ainsi du géant indien Mahindra<br />
(14,4 Md$ de chiffre d’affaires), spécialiste en ingénierie et design,<br />
qui vient d’annoncer l’implantation d’un centre R&D sur le<br />
site d’Airbus.<br />
Un effet « boule de neige » généré aussi par la présence de grands<br />
acteurs de la recherche privée, comme les laboratoires tarnais<br />
Pierre Fabre, second groupe pharmaceutique indépendant français<br />
(médicaments et dermo-cosmétique), dont la majeure partie de la<br />
R&D (1 300 personnes) est installée historiquement<br />
en Midi-Pyrénées. De multiples<br />
plateformes d’innovation, clusters d’entreprises<br />
(eau, agro-alimentaire, bâtiment, TIC,<br />
etc.) ainsi que huit CRITT (centre régionaux<br />
d’innovation) favorisent l’émulation<br />
collective ou font le lien entre la recherche<br />
académique et les industriels, afin de favoriser<br />
le (fameux) transfert de technologies.<br />
Favoriser le transfert de<br />
technologies<br />
Trois pôles de compétitivité, dont 2 à<br />
vocation mondiale, s’agissant de l’aéronautique<br />
(Aerospace Valley) et de l’agroalimentaire<br />
(Agrimip Innovation), sont<br />
installés localement. Le plus emblématique,<br />
le pôle Aerospace Valley, a récemment<br />
annoncé ses résultats : 19 000 emplois créés<br />
en cinq ans sur ses filières ! Dans le détail,<br />
608 projets de R&D ont été analysés, 497 projets labellisés ou<br />
agréés, 276 projets financés et 126 projets d’ores et déjà terminés.<br />
Parmi les nouveautés, <strong>Toulouse</strong> Tech Transfer entend faire<br />
fructifier la propriété intellectuelle présente dans les laboratoires.<br />
Objectif ambitieux : 130 créations de start-up à 10 ans.<br />
Cette Société d’Accélération de Transfert de Technologies<br />
(SATT), née en 2011, compte comme actionnaires l’Uni-<br />
(drugs and dermo-cosmetics), whose R&D<br />
efforts (1,300 people) has long been located<br />
in Midi-Pyrenees.<br />
Numerous innovation platforms, business<br />
clusters (water, agribusiness, construction,<br />
ICT), along with its regional technology<br />
transfer centers, stimulate collective<br />
emulation or establish links between<br />
the academic and industrial research<br />
communities, all of which promotes<br />
technology transfer.<br />
Promoting Technology Transfer<br />
Three competitiveness clusters, including<br />
two at the global level, Aerospace Valley in<br />
aerospace and Agrimip Innovation in agrifoods,<br />
are located here. Aerospace Valley,<br />
the most emblematic of the region, recently<br />

announced its results: 19,000 jobs created<br />
in five years in its sectors! Specifically, 608<br />
R&D projects were analyzed, 497 projects<br />
were certified or approved, and 276 projects<br />
funded. 126 projects have already been<br />
completed.<br />
Among the new features, <strong>Toulouse</strong> Tech<br />
Transfer intends to develop intellectual<br />
property within laboratories. Its ambitious<br />
goal is to facilitate the creation of 130<br />
startups in the next 10 years. The<br />
shareholders of this technology transfer<br />
acceleration company created in 2011,<br />
include the University of <strong>Toulouse</strong> (42%),<br />
CNRS (25%) and the Caisse des Dépôts<br />
(33%). The staff will number 25 by the end<br />
of 2012 and should double within 10 years.<br />

par l’Université de <strong>Toulouse</strong>,<br />
dont 26 ont bénéficié d’un financement<br />
(1,4 M€ au global). Les dépôts<br />
de brevets (60 en 2010) ont eux triplé<br />
en dix ans.<br />

and Shared Resources<br />
The La Mêlée Association, complemented<br />
by the Digital Place Cluster, has inspired<br />
the ICT sector for years. The association,<br />
accompanied by the ICT Valley community<br />
of 15 innovative companies, will soon move<br />
to Labège, to occupy a specially equipped<br />
building designed according to the “Silicon<br />
Valley“ mode with shared spaces and a project<br />
incubation area. The Midi-Pyrenees business<br />
incubator has supported 154 projects since<br />
its inception. For the past three years, Startup<br />
Weekend has also gained a local following.<br />
This involves an intense 48-hour session of<br />
brainstorming, mentoring and debriefing.<br />
Last April, the ESC <strong>Toulouse</strong> business school<br />
presented three winning projects.<br />
In addition, many other clubs and networks,<br />
such as GIPI (industry innovation club) bring<br />
together the brainpower of researchers and<br />
experts.<br />
Incubation et co-working<br />
L’association la Mêlée numérique, complétée depuis peu par<br />
un cluster - Digital Place - agitent le secteur des TIC depuis<br />
des années. Ils sont accompagnés par la TIC Valley, communauté<br />
d’une quinzaine d’entreprises innovantes qui doit<br />
prochainement s’installer à Labège, dans un immeuble spécialement<br />
aménagée façon « Silicon Valley », avec espaces partagés<br />
et zone d’incubation de projets. L’incubateur Midi-Pyrénées<br />
a, quant à lui, depuis sa création, accompagné 154 projets.<br />
Depuis 3 ans, le Start-up Week-end s’est fait aussi une place<br />
localement. Pendant 48h, intense séance de brainstorming,<br />
mentoring et débriefing. En avril dernier, à l’ESC <strong>Toulouse</strong>,<br />
trois projets ont encore eu les honneurs.<br />
Et bien d’autres clubs et réseaux, à l’image du GIPI (club d’innovation<br />
pour l’industrie), font s’agiter ce que l’on compte<br />
comme cerveaux, chercheurs et experts. zz<br />
Les pépinières pour faire éclore<br />
[ Business Incubators ]<br />
Le Grand <strong>Toulouse</strong> dispose de 20 000 m 2 de pépinières (30 000 m 2<br />
en Midi-Pyrénées), soit l’un des plus grands réseaux en France.<br />
79 entreprises sont hébergées sur le territoire de la communauté<br />
urbaine. 27 pépinières maillent l’ensemble de la région. Pour faire<br />
face à la demande spécifique des sociétés biotechs, deux hôtels<br />
dédiés existent. Les pépinières se spécialisent également, sur le<br />
service à l’entreprise ou les gérontechnologies par exemple. 272<br />
entreprises ont été créées en pépinière depuis 1994 à <strong>Toulouse</strong> et<br />
son agglo, 239 entreprises sont encore en activité (1 100 en région),<br />
soit 1 400 emplois (7 000 à l’échelle régionale).<br />

France. 79 companies are hosted in the Metropolitan area. 27 incubators<br />
participate in a regional network. To meet the specific demands of<br />
biotech companies, two dedicated business centers have been created.<br />
Incubators also specialize in services to businesses, and geron-technology.<br />
272 firms have been created in business incubators since 1994 in<br />
greater <strong>Toulouse</strong>, of which 239 are still in operation (1100 in the region),<br />

e Lot ne peut pas être simplement visité, il mérite<br />
d’être découvert ! La coexistence de l’homme et de<br />
la nature rend ce coin des Midi-Pyrénées vraiment unique :<br />
l’humanité laissait ses empreintes sur les causses et les vallées<br />
tout autant que la nature elle-même guidait le développement<br />
des cités. Le parc naturel régional des causses du Quercy, les<br />
vestiges des périodes gallo-romaine et médiévale, l’art pariétal<br />
de Pech Merle, et les villes inoubliables de Rocamadour,<br />
Saint-Cirq Lapopie et Cahors… tous sont presque les « rois<br />
Mages » qui amènent des cadeaux afin de nous rappeler qu’il<br />
n’est pas seulement possible, mais nécessaire, d’être en harmonie<br />
avec la nature.<br />
Le pays des pierres et le royaume des rivières<br />
Le parc naturel des Causses du Quercy est un Eden révisé<br />
par la main de l’homme et le passage du temps. Il<br />
est évident que la nature règne sur ce domaine de terre<br />
et d’eau. Prenez un moment afin d’admirer la diversité<br />

Cahors, from the height of the Mont Saint-Cyr belvedere to<br />
the depths of the Pech Merle caves, the Department of Lot<br />
is one of the most diverse regions of the Midi-Pyrénées. All<br />
that is missing is you.<br />

must be discovered. The<br />
coexistence of man and nature is<br />
what makes this corner of the Midi-<br />
Pyrénées so unique; as much as<br />
humanity has left its fingerprints<br />
on the limestone plateaus and river<br />
valleys, nature herself has guided<br />
the development of the cities<br />
of the region in equal measure.<br />
Finding these unusual traces of<br />
the exchange between man and<br />
nature is well worth the effort<br />
of exploration. The limestone<br />
plains of the Quercy Natural and<br />
Regional Park, the vestiges of the<br />
Gallo-roman and medieval periods,<br />
the cave paintings of Pech Merle,<br />
and the unforgettable cities of<br />
Rocamadour, Saint-Cirq Lapopie,<br />

bearing gifts to remind us that<br />
living in harmony with nature is<br />
not only possible but necessary.<br />
Reconnect with the natural world<br />
this summer in the mysterious<br />
region of Lot.<br />
“Land of Stones and Kingdom<br />
of Rivers”<br />
The Quercy Natural and Regional<br />
Park is an Eden revised by the hand<br />
of man and the passage of time. Yet<br />
it is clear that nature reigns over<br />
this realm of earth and water. Take<br />
a moment to admire the striking<br />
geological diversity of the park, from<br />
the formation of the irregular and<br />
desert-like “karst” landscape, created<br />
by the persistent process of water<br />
erosion over and below the plateau<br />
surface, to the verdant river valleys<br />
winding around the towering slabs<br />
of limestone. Water is the key to the<br />
park’s distinctive appearance and<br />
abundant animal and vegetable life:<br />
there are at least twenty different<br />
types of habitats that support<br />
approximately 200 bird species,<br />
58 mammal species, 100 butterfly<br />
species and over 1,000 plant species.<br />
During your visit, don’t miss the<br />
canyons of the Ouysse and Alzou<br />
rivers, the dry grasslands, and the<br />
man-made lakes of Saint-Namphaise.<br />
Rocks and Rocamadour<br />
However, from the earliest moments<br />
of prehistory, the park has also been<br />
shaped according the influence<br />
of man written and preserved<br />
in the limestone. Examine the<br />

de 1 000 espèces végétales. Pendant votre visite, n’oubliez<br />
pas d’explorer les canyons des rivières Ouysse et Alzou, les<br />
pelouses sèches, et les lacs de Saint-Namphaise.<br />
Les roches et Rocamadour<br />
Dès les premiers moments de la préhistoire, le parc des Causses<br />
a été façonné par l’influence de l’homme, qui est écrite et préservée<br />
dans le calcaire. Examinez les mégalithes et les dolmens<br />
impressionnants construits par les fondateurs celtiques de la<br />
Gaule. Laissez-vous émerveiller par le génie architectural des<br />
« châteaux anglais », ces forteresses médiévales taillées dans les<br />
parois des falaises des vallées du Lot et du Célé. Ces vestiges de<br />
l’histoire éparpillés à travers le parc, comme de la chapelure,<br />

ne sont pas seulement ces monuments isolés : le village de<br />
Rocamadour taillé dans les roches est également un témoin<br />
imposant du rapport entre l’homme et la terre. Cette cité insolite<br />
a une longue histoire qui est marquée par une fusion de<br />
l’architecture humaine et naturelle. Ce site spirituel et légendaire,<br />
où se trouve l’épée de Roland, inspire l’humanité depuis<br />
la préhistoire. Une visite à Rocamadour est une découverte<br />
de notre passé.<br />
La grotte et la perle<br />
La beauté du parc est apparaît également à une grande profondeur,<br />
sous les vastes causses du Quercy. Dans ce royaume des<br />
rivières souterraines, on trouvera le berceau de l’expression artistique<br />
humaine : l’art pariétal de Pech Merle. Le même processus<br />
d’érosion et de circulation d’eau qui façonnait la surface<br />
du parc a aussi creusé ces cavernes et ces grottes à couper le<br />
souffle. Cette « karstification » créait une toile infinie pour nos<br />
ancêtres. Le fait que les peintures rupestres les plus antiques de<br />
Pech Merle datent d’environ 25 000 ans décrit le rôle de l’art<br />
dans l’Histoire. On en retrouve le témoignage aussi dans le village<br />
de Saint-Cirq Lapopie, « La Perle de la Vallée du Lot ». Perchée<br />
au-dessus de la rivière, cette belle cité capturait de façon<br />
frappante l’imagination des artistes surréalistes et contemporains<br />
au tournant du siècle et même encore aujourd’hui. Là, on<br />
ne pourra pas résister au désir de chercher un pinceau !<br />

you’ll find the very cradle of human<br />
artistic expression: the prehistoric<br />

<strong>Toulouse</strong> has about one hundred renaissance townhouses<br />
(hôtels particuliers) but only twenty are open to visitors. In<br />
<strong>Toulouse</strong> outlines the history of the most beautiful ones.<br />
oulouse’s golden age lasted just<br />
T over a century, from 1463 to 1560.<br />
Thanks to the pastel blue woad dye<br />
in the Renaissance period, <strong>Toulouse</strong><br />
became rich and underwent a<br />
transformation that lasted until indigo<br />
supplanted woad. The dyer’s woad<br />
plant, Isatis Tinctoria, was cultivated<br />
in a triangle between Albi, <strong>Toulouse</strong><br />
and Carcassonne. Its leaves were used<br />
to make shells (cocagnes in the local<br />
language), from which the blue dye<br />
was extracted. The <strong>Toulouse</strong> traders<br />
initiated the transport of woad to the<br />
west and <strong>Toulouse</strong> became the base<br />
for this “pastel” trade. The golden age<br />
enabled the rich merchants to build<br />
sumptuous townhouses.<br />
Hôtel de Bernuy<br />
This is one of <strong>Toulouse</strong>’s most<br />
beautiful Renaissance townhouses,<br />
but the most encumbered as well!.<br />
This small palace, now occupied by<br />
Fermat College, was erected in 1504<br />
by Jean de Bernuy, a rich “pastellier”<br />
and a Capitoul (town councilor).<br />
Indeed, its status symbol “tower of<br />
pride,” a watch tower with gargoyles<br />
and machicolation demonstrate<br />
this. Its attractive features include<br />
window frames of Pyrenees stone,<br />
high staircase tower and gasket vault<br />
ceiling, designed by the architect<br />
Louis Privat.<br />

Hôtel Dumay<br />
The wall plaque of the Musée du<br />
Vieux-<strong>Toulouse</strong> announces “Antoine<br />
Dumay, physician of Queen Marguerite<br />
of Navarre.” The brick facade - <strong>Toulouse</strong><br />
had no nearby stone quarries– is curved<br />
to break the “Autan” or southeast wind.<br />
Worth seeing are its two capitular<br />
towers (status symbols erected by<br />
father and son), its well (rare in the 16 th<br />
century) and its courtyard paved with<br />
Garonne river stones.<br />

ent ans à peine ! <strong>Toulouse</strong> a connu son siècle<br />
d’or de 1463 à 1560 (arrivée de l’indigo). À la<br />
Renaissance, la ville s’enrichit et se transforme grâce au pastel.<br />
Entre Albi, <strong>Toulouse</strong> et Carcassonne, on cultive l’Isatis<br />
Tinctoria, et récolte ses feuilles pour former des coques, ou<br />
« cocagnes », d’où est extraite la teinture bleue. Des négociants<br />
toulousains impulsent le transport des coques en<br />
Occident, et <strong>Toulouse</strong> devient la plateforme du commerce<br />
du pastel. Cet âge d’or permet alors aux riches marchands<br />
de construire de somptueux hôtels particuliers.<br />
Hôtel de Bernuy<br />
C’est l’un des plus beaux hôtels Renaissance de <strong>Toulouse</strong>,<br />
mais aussi le plus chargé ! Occupé par le collège Fermat, ce<br />
petit palais a été érigé en 1504 par Jean de Bernuy, riche pastellier<br />
et Capitoul. À preuve : la tour capitulaire, dite « tour<br />
d’orgueil », et son échauguette avec gargouilles et mâchicoulis.<br />
On aime ses fenêtres pliées en pierre des Pyrénées,<br />
sa très haute tour d’escalier et sa voûte à caissons signée de<br />
l’architecte Louis Privat.<br />

Hôtel Dumay<br />
Sur la plaque du Musée du Vieux-<strong>Toulouse</strong>, on peut lire :<br />
Antoine Dumay, médecin de la Reine Marguerite de Navarre.<br />
La façade en briques – <strong>Toulouse</strong> n’avait pas de pierre – est<br />
courbe pour briser le vent d’autan. à voir, ses deux tours capitulaires<br />
(père et fils), son puits (rare au XVI e siècle) et sa cour<br />
pavée de galets de la Garonne.<br />

Hôtel Boysson-Cheverry<br />
Les deux hôtels de Boysson (1468) et Cheverry (1535)<br />
forment aujourd’hui la Maison de l’Occitanie. On craque<br />
pour son architecture cossue : fenêtre à meneaux avec<br />
cariatides, puits d’angle et surtout une haute fenêtre de<br />
style gothique fleuri, finement ciselée tel un feuillage.<br />

Riche négociant en pastel et Capitoul, Pierre d’Assézat a<br />
fait ériger en 1555-57, par le célèbre architecte Nicolas<br />
Bachelier, ce somptueux palais urbain. Tout y est : portail<br />
avec pierres en pointe de diamant, trois étages rythmés<br />
de colonnettes de styles dorique, ionique et corinthien,<br />
tour de Capitoul, loggia à l’italienne et superbe coursière,<br />
plus de beaux plafonds à caissons. Noble, équilibré<br />
et harmonieux, c’est le chef d’œuvre de la Renaissance<br />
toulousaine classique !<br />

Les parlementaires toulousains<br />
Trop éloignée de Paris, <strong>Toulouse</strong> devient à la Renaissance<br />
le berceau de nombreuses institutions administratives<br />
ou judiciaires. Mis en place en 1443, le parlement de<br />
<strong>Toulouse</strong> (cour de justice) est le premier du genre créé<br />
en province ! Au sud de la cathédrale Saint-Étienne,<br />
sont réunis de nombreux hôtels particuliers, construits<br />
entre le XVI e et le XVII e siècle, par des parlementaires<br />
de la ville.<br />

institutions. In 1443, the <strong>Toulouse</strong><br />
Parliament (Court of Justice) was<br />
the first of its kind created in the<br />
provinces.South of the Saint-Etienne<br />
cathedral the city’s members of<br />
parliament built many private town<br />
houses between the 16 th and the<br />
17 th century.<br />

Built in the 16 th century by a<br />
prosecuting attorney who then<br />
became the president of Parliament,<br />
the Jean d’Ulmo townhouse has the<br />
first straight banister staircase built<br />

include the concern for symmetry and<br />
the view of the garden, the elegant<br />
stone baldachin and the beautiful<br />

stone facade, François de Clary<br />

de Foix a décidé de mettre les petits plats dans les grands<br />

comme « le pays du fer et des<br />
hommes ». Dommage qu’il n’ait pas cherché<br />
plus loin car cette terre courage est aussi<br />
la patrie des femmes et des légendes. La<br />
preuve avec « Histoire d’Oc : la Légendes<br />
des Âmes Cathares », une fresque historique<br />
et féminine époustouflante, qui fêtera<br />
le vingt-cinquième anniversaire du spectacle<br />
de son et lumière de Foix.<br />
Les spectateurs vont ainsi embarquer<br />
pour un voyage d’une heure trente à<br />
travers l’histoire de Foix, des Pyrénées<br />
et de l’Occitanie, telle que l’on vécu<br />
les grandes figures féminines de ces<br />
contrées : Esclarmonde de Pereille, une<br />
croyante cathare qui périt sur le bûcher<br />
de Montségur, Marguerite de Navarre,<br />
une des premières femmes de lettre française,<br />
ou encore Agnès d’Évreux, l’épouse<br />
de Simon de Montfort. En toile de fond,<br />
les légendes et croyances cathares.<br />

Une fresque historique, lyrique et fantastique<br />

figurants, acrobates, danseurs vont intervenir<br />
dans cette épopée grandeur nature.<br />
Sébastien Salvagnac, le nouveau directeur<br />
artistique et metteur en scène, s’est<br />
entouré de Damien Fontaine, plusieurs<br />
fois lauréat de Lyon en Lumières et<br />
plébiscité aux quatre coins du monde<br />
pour ses créations originales à base de<br />
lumière et vidéo (scénographie visuelle).<br />
L’architecture du Château de Foix, qui<br />
servira de décor, sera revisitée avec de<br />
la 3D et des effets en trompe l’œil. Les<br />
tours vont ainsi se mettre à pivoter, des<br />
blocs de pierres s’écrouler, des cascades<br />
de lumière vont jaillir depuis le promontoire<br />
rocheux.<br />

Arrivé il y a un an dans l’équipe des Fenix, le<br />
capitaine de l’équipe de France de handball a<br />
de beaux projets. Confidences..<br />

près y avoir joué en 1998, Jérôme Fernandez défend<br />
à nouveau les couleurs du handball à <strong>Toulouse</strong>.<br />
Malgré neuf défaites, le Fénix renaît de ses cendres et termine<br />
en milieu de tableau. « Cela laisse présager de bonnes<br />
choses, d’autant que l’on attend pour la saison prochaine<br />
deux belles recrues : Felioho Roch, le capitaine de Nantes,<br />
et Miha Zvizej, un international slovène. On espère approcher<br />
le haut du tableau durablement et, pourquoi pas, une<br />
place européenne. Il y a de quoi devenir un très grand club<br />
français ». Après avoir joué au prestigieux club de Barcelone,<br />
le médaillé olympique désire transmettre. « Grâce au club<br />
de <strong>Toulouse</strong> et à Claude Onesta, j’ai pu éclore au plus haut<br />
niveau. J’ai envie de rendre au club tout ce que j’ai eu ». Aux<br />
rumeurs sur un poste de sélectionneur, le joueur répond sans<br />
détour :« Cela m’a toujours attiré. Être en équipe de France<br />
m’a tant apporté, si je peux rendre la pareille je le ferais ! Mais<br />
ce n’est pas d’actualité ». Capitaine de l’équipe de France,<br />
Jérôme Fernandez va bientôt pouvoir rebondir aux JO de<br />
Londres, après la contre-performance du dernier championnat<br />
d’Europe. « On envisage ces JO avec un maximum d’ambition.<br />
L’objectif est d’être dans le carré final ». L’homme de<br />
sport est aussi homme de cœur. Il est ambassadeur d’Action<br />
Innocence qui lutte contre la cybercriminalité : « La protection<br />
de l’enfant par rapport aux dérives d’Internet est un<br />
thème crucial ». A 35 ans, le joueur toulousain nous confie<br />
son plus beau souvenir, « ma première Coupe de France, celle<br />
que j’ai gagné ici avec <strong>Toulouse</strong>. J’ai pris conscience que l’essence<br />
même du sport de haut niveau est de gagner des titres.<br />
Pour finir ma carrière, j’ai envie de gagner mon dernier titre<br />
avec <strong>Toulouse</strong> ». Bientôt, ce sont les JO de Londres et la prochaine<br />
saison de handball toulousain qui l’attendent. Avec la<br />
motivation et l’envie de ce champion, c’est sans nul doute,<br />
la perspective de bons moments. zz<br />

Back to the Roots<br />
After his first year with the Fenix team, the captain of the<br />
French Handball team shares some of his great ideas with us.<br />
érôme Fernandez, having played for<br />
J the <strong>Toulouse</strong> Fénix handball team<br />
in 1998, is back defending its colors<br />
once again. Despite nine defeats,<br />
the Fenix has been reborn from its<br />
ashes and finished the season in the<br />
middle of the national rankings. “It’s<br />
a very promising result, especially<br />
because of the great players who’ll<br />
join us next season, Felioho Roch,<br />
captain of Nantes, and the Slovenian<br />
international player Miha Zvizej. We<br />
aim to get to the top, and hope for a<br />
European slot. We have what it takes<br />
to become a truly great French club.”<br />
Olympic medal winner Fernandez,<br />
having played for the prestigious<br />
Barcelona club, now wants to transmit<br />
his knowledge. “I was able to thrive<br />
at the highest level thanks to Claude<br />
Onesta and the <strong>Toulouse</strong> club. I now<br />
want to give back all that I received.”<br />
He deals openly with rumors of his<br />
possible appointment as coach of the<br />
national team. “It always attracted me.<br />
I got so much out of playing on the<br />
French national team, that I would be<br />

delighted if one day I had the chance<br />
to put something back. That’s not<br />
on the cards for the moment.” As<br />
captain of the French team Jérôme<br />
Fernandez has the chance to balance<br />
the recent set back in the European<br />
championships at the London<br />
Olympics. “We are approaching these<br />
Olympic games with maximum<br />
ambition. Our goal is to be among the<br />
finalists.” This sportsman also has a<br />
heart. He is an ambassador for Action<br />
Innocence, an NGO that fights against<br />
cyber criminality. “Protecting kids<br />
from the excesses of the Internet is<br />
something crucial.” This 35-year-old<br />
<strong>Toulouse</strong> player’s shares best memory:<br />
“My first French Cup, won with<br />
<strong>Toulouse</strong>. I came to understand that<br />
the real essence of high level sport is<br />
winning titles. I would love to end my<br />
career by winning one last title with<br />
<strong>Toulouse</strong>.” The London Olympics and<br />
then the next Handball season await.<br />
Given this champion’s motivation and<br />
his desire to win, we can look forward<br />
to some magic moments.<br />

Animations, espaces dédiés, services spécifiques… L’aéroport met<br />
en place un accueil personnalisé pour les familles. Pour que les<br />
vacances commencent dès <strong>Toulouse</strong>-<strong>Blagnac</strong>…<br />

es dernières vacances de printemps<br />
ont été l’occasion de lancer<br />
la première « Opération Sourire » à<br />
destinations des familles avec enfants.<br />
Pour ces journées de départ en vacances,<br />
l’aéroport avait pris un air de fête : magicien<br />
avec plus d’un tour dans son extraordinaire<br />
sac de voyage, fées apparaissant<br />
tout à coup au milieu des voyageurs,<br />
ateliers de dessins pour des artistes en<br />
herbe, fabrication d’avions en papiers<br />
pour de futurs pilotes, et même distribution<br />
de délicieux chocolats, en<br />
partenariat avec la maison Castan. Les<br />
enfants et leurs parents ont beaucoup<br />
apprécié, et l’attente avant l’embarquement<br />
est passée très vite, même trop<br />
vite pour certains enfants qui seraient<br />
bien restés s’amuser ! Une opération<br />
qui sera renouvelée, avec des animations<br />
du même type et d’autres surprises,<br />
au début de l’été et pendant les<br />
vacances de Noël et qui complète les<br />
services offerts toute l’année.<br />
Des espaces familles pour jouer<br />
et se détendre<br />
Pas toujours facile pour les enfants, et<br />
les adultes qui les accompagnent, de<br />
patienter avant le vol. Alors Aéroport<br />
<strong>Toulouse</strong>-<strong>Blagnac</strong>, pour faciliter le voyage<br />
aux enfants et permettre aux parents de<br />
se détendre, propose plusieurs espaces<br />
familles. Et nouveauté, cet été, un tout<br />
nouvel espace va être installé dans le Hall<br />
C pour le confort des parents et le plaisir<br />
des enfants. Dans un cadre aménagé, une<br />
ambiance conviviale, zen et colorée est<br />
au rendez-vous. Les 3 à 12 ans pourront<br />

during the Christmas holidays as an addition<br />
to the services offered throughout the year.<br />
Spaces for families to play and relax<br />
Waiting for a flight is not always easy for children<br />
and the adults accompanying them. To facilitate<br />
traveling with children, and let parents relax, the<br />
<strong>Toulouse</strong>-<strong>Blagnac</strong> Airport offers several family<br />
areas. And this summer, a whole new area will<br />
be outfitted in Hall C for the comfort of parents<br />
and the pleasure of children. A friendly, relaxing,<br />
colorful atmosphere has been created in a<br />
landscaped setting,. Children 3-12 will be able<br />
to let off steam on a play structure for physical<br />
exercise, where they can climb around and come<br />
down the slide. Older kids have access to video<br />
games. Parents will appreciate comfortably<br />
designed furniture. The area includes television,<br />
computer connections and vending machines<br />
for drinks, all intended to make the airport a<br />
more pleasant experience for families.<br />
Even more practical baby-care areas<br />
Passengers still in diapers are also taken into<br />
consideration. The nine existing baby-care areas<br />
will be renovated. In practical terms, parents will<br />
have everything at hand to care for babies and<br />
toddlers: changing tables, disposable mattress<br />
covers, and dirty diaper bins. In addition, all the<br />
restrooms also provide equipment to change<br />
babies. The areas will be redesigned with<br />
new decor for toddlers: colorful decorations<br />
on walls and ceilings, all intended to create an<br />
atmosphere that will keep baby passengers<br />
happy!<br />
“Today more and more parents with young<br />
children travel from <strong>Toulouse</strong>-<strong>Blagnac</strong>.<br />
Consequently, we have worked to develop a<br />
comprehensive approach to welcome these<br />
passengers. This has led to the creation of<br />
suitable spaces and activities for the youngest<br />
ones. We’re just getting started with this<br />
approach and other services are already<br />
being considered. Because we want to make<br />
the terminal a place for families to start their<br />
vacations in the right way,“ said Bruno Balerdi,<br />

et 6 artistes<br />
contemporains s’exposent<br />
Pourquoi l’art serait réservé aux musées ? Comment amener<br />
l’art contemporain au grand public ? Comment accueillir différemment<br />
nos passagers ? De ces questions est né un partenariat<br />
entre Aéroport <strong>Toulouse</strong>-<strong>Blagnac</strong> et le musée des Abattoirs<br />
de <strong>Toulouse</strong>. Après Artlounge, un espace d’exposition et de<br />
détente, les passagers peuvent, depuis fin mai, déambuler dans<br />
Artgallery, des espaces d’exposition itinérants, et découvrir 6<br />
œuvres exceptionnelles, issues du Fonds Régional pour l’Art<br />
Contemporain de Midi-Pyrénées. Et quelles œuvres ! La pièce<br />
majeure est une création incontournable de Picasso (reproduction)<br />
: « La dépouille du Minotaure en costume d’Arlequin »,<br />
ou Rideau de scène pour le 14 juillet de Romain Rolland.<br />
Mais d’autres œuvres surprenantes les attendent, telles les deux<br />
sculptures d’Alain Séchas, « Artémis » et « Siegfried », ou encore<br />
la « Cabane » de Stéphane Thidet dans laquelle il pleut ! Les<br />
passagers seront surpris, certains charmés, mais sûrement pas<br />
indifférents…<br />

Should art be reserved for museums? How can contemporary art be brought<br />
closer to the general public? How can we welcome our passengers differently?<br />
These questions led to a partnership between <strong>Toulouse</strong>-<strong>Blagnac</strong> Airport<br />
and the <strong>Toulouse</strong> Abattoirs Museum. Following the Artlounge project,<br />
providing a relaxed exhibition area, in May passengers had the opportunity<br />
to stroll through Artgallery, a new itinerant exhibition area, and appreciate<br />
six exceptional works on loan from Fonds Régional pour l’Art Contemporain<br />
de Midi-Pyrénées. And what exceptional works they are! The main exhibit is<br />
a compelling Picasso (reproduction): “La dépouille du Minotaure en costume<br />
d’Arlequin” (The remains of the Minotaur in a Harlequin costume) a stage<br />
curtain for “Le 14 juillet,” a 1936 play by Romain Rolland. Other stunning works<br />
also await such as “Artémis” and “Siegfried,” two sculptures by Alain Séchas,<br />
and “Cabane” by Stéphane Thidet in which it rains! Viewers will be surprised or<br />
charmed, but no one will be left indifferent.<br />

intelligent<br />
pour chaque<br />
bagage<br />
Derrière les banques d’enregistrement, c’est un<br />
équipement ultra moderne et entièrement<br />
automatique qui traite vos bagages. Un dispositif<br />
unique en Europe ! Rencontre avec Hervé Dupont,<br />
responsable du traitement des bagages, qui nous<br />
dévoile le secret de leur traitement.<br />

esée et enregistrée, votre valise disparaît, avalée<br />
par une bouche en caoutchouc. Pas d’inquiétude,<br />
à <strong>Toulouse</strong>-<strong>Blagnac</strong>, les bagages sont choyés. Après<br />
leur passage à la banque d’enregistrement, ils ne dévalent<br />
pas en vrac dans les entrailles de l’aérogare. Chaque<br />
sac ou valise va emprunter un « taxi » qui va les mener à<br />
destination avec une fiabilité maximale. Il s’agit de petits<br />
chariots intelligents, programmés en fonction<br />
du vol, pour convoyer chaque bagage de façon<br />
entièrement automatique vers l’un des 40 points<br />
de livraison répartis dans les sous-sols. Une fois<br />
arrivés, les bagages sont chargés sur des véhicules<br />
pour être acheminés vers les soutes des appareils.<br />
Ce dispositif peut faire penser au « train de la<br />
mine » : 87 chariots, équipés en Wifi, circulent en<br />
permanence sur un circuit de 1,3 km. Un dispositif<br />
sophistiqué et complexe, unique en Europe.<br />
Cette technologie de pointe permet de convoyer<br />
avec rapidité (4 minutes par bagages) et en toute<br />
sécurité les 6 000 bagages traités par jour en<br />
moyenne sur l’aéroport. Au PC de contrôle, 18<br />
écrans (60 vues) permettent de surveiller l’ensemble<br />
du dispositif. Trois opérateurs se relaient<br />
pour analyser les images des scanners automatiques<br />
installés sur le parcours. Au moindre doute<br />
le bagage est contrôlé.<br />
Sûreté et sécurité maximale. Risque d’erreur d’aiguillage<br />
quasi nul. Le système IFBS (Inspection<br />
Filtrage Bagages de Soute) n’existe que dans 3<br />
autres aéroports dans le monde : Dubaï, Montréal<br />

sort of rubber mouth, but don’t worry:<br />
at <strong>Toulouse</strong> <strong>Blagnac</strong>, your baggage<br />
gets pampered. Your luggage does not<br />
tumble into a heap within the bowels<br />
of the terminal after it passes the<br />
check-in desk. Rather, each baggage<br />
item takes its own «taxi» towards its<br />
destination with maximum reliability.<br />
In fact, the bags ride small, smart carts,<br />
programmed according to the flight,<br />
to convey each piece of baggage in an<br />
entirely automated way towards one<br />
of 40 delivery points underground.<br />
Once the baggage arrives, it is<br />
loaded onto vehicles for transport<br />
to the appropriate aircraft baggage<br />
compartments.<br />
This device resembles a mining<br />
train: 87 wi-fi-equipped carts run<br />
on a 1.3 km continuous circuit. This<br />
sophisticated device is the first of<br />
its kind in Europe. This advanced<br />
technology quickly and safely conveys<br />
luggage (4 minutes per baggage<br />
item, 6,000 pieces handled per day<br />
on average at the airport). In the<br />
control room 18 screens (a total of<br />
60 views) monitor the entire system.<br />

images from the automatic scanners<br />
installed on the route. In the case of<br />
the slightest doubt the baggage is<br />
inspected by the security service.<br />
The intelligent baggage handling<br />
system contributes to maximum<br />
safety and security, with virtually<br />
zero risk of destination errors. This<br />
system is used in only three other<br />
airports in the world: Dubai, Montreal<br />
and Oujda.<br />
