The PDKI delegation was composed of
A.R.Ghassemlou andA.QADERI-AZAR, his assistant.
The Tehran delegation was also composed of two
people, Mohammad Jafar SAHRAROUDI and his ad-
Junct, HadJI MOUSTAFAWI. Serving as Intermediary
between the two parties was Jalal TALABANI, head of
the PUK (Patriotic Union of Iranian Kurdlstan).
After several months Interruption, a second series of
the PDKI.Tehran negotiations began on the 12th of
July, again In Vienna. It continued the next day, July
13th until 19H20.
The Intermediary was no longer Jalal Talabani, for the
Iranians accussed him of lacking discretion the first
time. Former Algerian President, Ahmed Ben Bella
could have been suggested to play the role, probably
by F. Rassoul, but the Iranians would have rejected
him.
The compostion of the Iranian government delegation
was identical to the one in the previous December-
January: Mohammed Jafar Sahraroude and Hadjl
Moustafawi, with Amir Mansur Bozorglan as well -
officially Sahraroudi's body guard

The December-January talks seems to have happened
in a normal fashion. with a real exchange of views
between the two parties. Everything was taped onto
cassettes which the PDKI holds in its possession. The
principle of autonomous status seemed aquired.
Modes of application remained to be clarified, as did the
choice of terminology. The negotiations really seem to
have been going in the right direction for a very onginal
solution had been put forward concerning the delicate
problem of uSing the Peshmergas for maintaining order.
