Comme voilà douze ans déjà, au moment où s'élevaient à <strong>Paris</strong> <strong>de</strong>s voix discordantes, alors que Washington appelait ses alliés européens à serrer les rangs pour bouter les troupes <strong>de</strong> Saddam Hussein hors du Koweït, les Américains crient aujourd'hui à la déraison <strong>de</strong>s Frenchies, voire à leur trahison. Certains talk-shows, où les services <strong>de</strong> communication <strong>de</strong> la Maison-Blanche semblent souffler quelques répliques, dénoncent ce peuple français « prompt à r<strong>et</strong>ourner saveste face au danger ... »En fait, on peut tout reprocher à la France, certainement soucieuse d'exister à l'occasion <strong>de</strong> c<strong>et</strong>te crise, mais certainement pas <strong>de</strong> virer à 180 <strong>de</strong>grés. Elle ne s'égare pas tout à coup, <strong>et</strong> la route qu'elle emprunte pour Bagdad, elle l'a tracée voilà plus <strong>de</strong> trente ans. Evi<strong>de</strong>mment, elle peut apparaître sinueuse <strong>et</strong> loin <strong>de</strong> la voie sacrée <strong>de</strong> la solidarité atlantique ou encore du sentier <strong>de</strong> la guerre où George W Bush nous conjure <strong>de</strong> le rejoindre. Souvenons-nous. C'était hier. Ministres ou opposants, haut gradés, marchands d'armes, pétroliers ou banquiers: pour rien au mon<strong>de</strong> ils n'auraient manqué la réception organisée chaque année le juill<strong>et</strong>, à l'occasion <strong>de</strong> la Fête nationale irakienne, par l'ambassa<strong>de</strong> d'Irak. Le Tout -<strong>Paris</strong> <strong>de</strong> la politique <strong>et</strong> <strong>de</strong>s affaires se pressait ce jour-là dans les jardins <strong>de</strong> la rési<strong>de</strong>nce, à Passy. Serge Dassault <strong>et</strong> Jean-Luc Lagardère, les PDG <strong>de</strong> Dassault-Bregu<strong>et</strong> <strong>et</strong> <strong>de</strong> Matra, y croisaient Jean-Pierre Chevènement <strong>et</strong> Jacques Chirac ou Charles Pasqua. Dans le même temps, les restaurants <strong>de</strong> luxe <strong>de</strong> la capitale irakienne, comme rOrient-Express <strong>de</strong> l'hôtel Palestine- Méridien, bruissaient <strong>de</strong>s chuchotements d'hommes d'affaires accourus <strong>de</strong> l'Hexagone pour négocier <strong>de</strong> juteux contrats: routes, aéroports, centraux téléphoniques, usines clefs en main, radars ... Et voilà un an seulement, malgré l'embargo, 80 entreprises françaises avaient encore leur stand à la Foire <strong>de</strong> Bagdad. Ce n'était pas l'apanage du business. S'il y a un domaine où la continuité <strong>de</strong> l'Etat français s'est exercée' c'est bien vis-à-vis <strong>de</strong> l'Irak. Georges Pompidou <strong>et</strong> MichelJobert, Jacques Chirac puis Raymond Barre, François Mitterrand <strong>et</strong> Clau<strong>de</strong> Cheysson : tous ont apporté leur pierre à l'édifice. Un partenaire solvable C,estle 15juin 1972qu<strong>et</strong>outcommence. Ce jour-là, Georges Pompidou reçoit à l'Elysée le vice-prési<strong>de</strong>nt irakien du Conseil <strong>de</strong> comman<strong>de</strong>ment <strong>de</strong> la révolution. A 35 ans, Saddam Hussein est, officiellement, le n° 2 du régime <strong>de</strong> Bagdad. Mais il en est, déjà, l'homme fort. Depuis plusieurs mois, l'ambassa<strong>de</strong>ur <strong>de</strong> France à Bagdad, Pierre Cercle, plai<strong>de</strong> pour que <strong>Paris</strong> lui ten<strong>de</strong> la main. La France, affirme ce diplomate, a les moyens <strong>de</strong> contrebalancer l'influence <strong>de</strong> l'URSS en Irak. Et le régime baasiste est <strong>de</strong>man<strong>de</strong>ur. Sensible à l'argument, le chef <strong>de</strong> l'Etat français a donc invité le jeune dirigeant irakien, dont c'est la première sortie en <strong>de</strong>hors du mon<strong>de</strong> arabe. A Pompidou, Saddam af- firme qu'il a « choisi la France ». Il lui prom<strong>et</strong> aussi que les Français n'auront pas à souffrir <strong>de</strong> la nationalisation du pétrole irakien, qu'il a décrétée quinze jours plus tôt (voir l'encadré pages 86-87). A l'époque, la visite ne fait guère <strong>de</strong> bruit. Elle marque pourtant le début <strong>de</strong> la relation franco-irakienne. Le choc pétrolier qui intervient l'année suivante va accélérer le rapprochement entre <strong>Paris</strong> .<strong>et</strong> Bagdad. En quelques mois, la fàcture pétrolière <strong>de</strong> la France est multipliée par trois. Sous l'impulsion d'André Giraud, alors patron du Commissariat à l'énergie atomique, <strong>et</strong> <strong>de</strong> Michel Jobert, ministre <strong>de</strong>s Affaires étrangères, les autorités françaises réagissent sur <strong>de</strong>ux fronts: le développement du nucléaire comme source d'énergie alternative, <strong>et</strong> une démarche systématique <strong>de</strong> conquête <strong>de</strong>s marchés dans les pays du Golfe <strong>et</strong> du Moyen-Orient producteurs d'or noir. C'est c<strong>et</strong>te « politique <strong>de</strong>s comptes extérieurs» qui est, en-gran<strong>de</strong> partie, à l'origine <strong>de</strong> ce que l'on appelle alors la« politique arabe» <strong>de</strong> la France. Les Français jouent sur du velours. Car ces pays sont eux-mêmes très désireux <strong>de</strong> se rapprocher <strong>de</strong> <strong>Paris</strong>. Longtemps sous tutelle britannique, ils souhaitent diversifier leurs relations internationales. Et la France leur apparaît comme un interlocuteur privilégié. Elle est le seul pays occi<strong>de</strong>ntal à avoir, par la voix du général <strong>de</strong> Gaulle. condamné en 1967 l'Etat d'Israël pour la guerre <strong>de</strong> Six-Jours. « Nous étions bien accueillis partout », se souvient Serge Boi<strong>de</strong>vaix. qui était à l'époque le directeur du cabin<strong>et</strong> <strong>de</strong> Michel Jobert <strong>et</strong> sera ensuite, en 1974, le conseiller diplomatique <strong>de</strong> Jacques Chirac à Matignon. I.:Irak va d'emblée occuper une place importante dans c<strong>et</strong>te politique, du fait <strong>de</strong> ses incontestables atouts. Le pays n'est pas seulement une éponge à pétrole. Il a aussi <strong>de</strong>s ingénieurs <strong>et</strong> <strong>de</strong>s techniciens. Et <strong>de</strong> l'eau, ce qui n'est pas. la moindre <strong>de</strong>s richesses dans la région. Bref, c'est un partenaire solvable, avec un immense potentiel <strong>de</strong> développe- -, 50
