sion to base 80,000 soldiers in Turkey to open a northern<br />
, front against Iraq. Turkish officials have asked Washington<br />
to scale back its request. Newspapershave speculated that<br />
Turkey could agree to the stationing of up to 20,000 U.S.<br />

Turkey's support is consi<strong>de</strong>red crucial in any war with<br />
Iraq. Turkey already hosts about 50 U.S. aircraft that patrol a'<br />
no-flight zone over northern Iraq.<br />

Secr<strong>et</strong>ary of State Colin Powell, offering<br />
a steady stream of raw intelli- '<br />
gence that inclu<strong>de</strong>d intercepted telephone<br />
calls, satellite photographs,<br />
diagrams, and eyewitness accounts, accused<br />
Iraq on Wednesday of harboring ;<br />
and hiding weapons of mass <strong>de</strong>struction<br />
and said that allowing Baghdad's<br />
military capacity to evolve, even "for a<br />
, few months," was no longer an option.<br />
"Unless we act we are confronting<br />
an even more frightening future," Powell<br />
told a special me<strong>et</strong>ing of the Security<br />
Council in a highly anticipated a,nd<br />
strongly wor<strong>de</strong>d speech lasting slightly<br />
more than an hour. "Saddam Hussein<br />
will stop at nothing unless som<strong>et</strong>hing<br />
stopshim."<br />
Powell <strong>de</strong>livered the White House's<br />
brief against Saddam's regime in lucid,<br />
incriminating tones, <strong>de</strong>scribing a<br />
, country that houses large stocks of<br />
chemical and biological weapons that<br />
have been tested on human beings. He<br />
assertedthat Baghdad maintains a<br />
small n<strong>et</strong>work of elusive mobile<br />
weapons labs transported by truck and<br />
rail, and possesses an active nuclear<br />
weapons program - much of which,<br />
Powell said, Baghdad has concealed<br />
from the UN weapons inspectors who<br />
have spent the last two and half months<br />
examining Iraqi arms programs.<br />
Powell, who said that Iraq's sleight of '<br />
hand violated the terms of Resolution<br />
1441, the UN <strong>de</strong>cree adopted last autumn<br />
that requires Baghdad to cooperate<br />
with weapons inspectors, also said<br />
that Iraq has ai<strong>de</strong>d terrorist groups, including<br />
key'cells linked to OSàma bin<br />
La<strong>de</strong>n's Al Qaedan<strong>et</strong>work.<br />
"I cannot tell you everything that we<br />
know, but what I can share with you,<br />
when combined with what all of us<br />
have learned over the years, is <strong>de</strong>eply<br />
troubling," Powell said "Iraq has now<br />
placed itself in danger of serious consequences."<br />
