Wednesday.<br />
A Syrian official told the reporters that the amount of water released from Turkey varied daily, but has<br />
averaged about 550 cubic m<strong>et</strong>ers (19,250cubic fe<strong>et</strong>) per second since the beginning of the year. The figure<br />
was as low as 75 cubic m<strong>et</strong>ers (2,625cubic fe<strong>et</strong>) in September 2000.<br />
"Matters are g<strong>et</strong>ting b<strong>et</strong>ter and are moving forward with serious steps," he said. But Syria, he ad<strong>de</strong>d, was<br />
"stilllooking for a just and reasonable share of water according to internationallaw."<br />
Damascus maintains that dams being built by Turkey on the Euphrates could sharply reduce the flow of<br />
water to Syria, which has in recent years suffered from a severe drought. The scarcity of water has forced<br />
Syrian authorities to ration domestic use and ban excessive patterns of consumption like hosing the<br />
exterior of buildings and watering private gar<strong>de</strong>ns.<br />

plated car like he did when he took office three years<br />

A sure sign that unity and communal spirit has r<strong>et</strong>urned to the Southeast following the end of<br />
15 years of conflict against Kurdistan Workers Party (PKK) separatist terrorism, Turks and<br />
Kurds alike have been protesting in their thousands in the city of Diyarbakir Thursday in<br />
Turkey's largely <strong>et</strong>hnic Kurdish populated Southeast in con<strong>de</strong>mnation of the assassination<br />
Wednesday night of Chief of Police Gaffar Okkan and five other police officers.<br />
Shopkeepers kept their shutters down in protest - som<strong>et</strong>hing they used to do in protest at the<br />
killing of separatist militants -- and that inner-city minibus drivers, tra<strong>de</strong>smen and<br />
shopkeepers had refused to work for one day, also in protest.<br />
Civil servants, teachers and stu<strong>de</strong>nts all took<br />
a day off in protest as well, again som<strong>et</strong>hing<br />
that used to be done when PKK militants were<br />
killed in the past. Turks and Kurds alike have<br />
been taking to the stre<strong>et</strong>s in their thousands<br />
protesting the assassination and calling for<br />
the killers to be caught. Crowds<br />
accompanying the coffins walked, clapped in<br />
union and threw carnations. Cabin<strong>et</strong> and<br />
state ministers attending the funeral as well<br />
as relatives, police officers and civiliaI)s were<br />
unable to hold back their tears.<br />
The Parliamentary Internal Affairs<br />
Commission also took a day off from <strong>de</strong>bating proposed laws. Commission member and<br />
Nationalist Movement Party (MHP) member for Tokat Hasan Huseyin Balak noted Okkan's<br />
popularity and the fact he got where he was without using any string pulling or old-boy<br />
n<strong>et</strong>works, such was the man's integrity and popularity.<br />
Saw no need for armor plated car<br />
Police Chief Okkan's popularity since he took office three years ago had risen dramatically and<br />
