UNITED NATIONS, Jan. 25 (UP!) - Iraq will accept oil infrastructure inspectors who will evaluate the needs involved<br />

in upgrading the country'sp<strong>et</strong>roleum producing ability, U.N. spokesmanFred Eckhard said on Thursday.<br />

The last extension of the so called oil-for-food program, which allows Baghdad to sell its p<strong>et</strong>roleum and use a portion<br />

of the proceeds to purchase humanitarian reuef, also clears Baghdad to spend up to 600 million euros ($553 million)<br />

for the infrastructure improvements. A provision in that resolution asked Secr<strong>et</strong>ary-General KofiAnnan to make<br />

the necessary arrangements, subject to" approval of the Council, to allow the funds to be <strong>de</strong>posited in an escrow<br />

account"and used, "for the cost of installation and maintenance, including training services, of the equipment and<br />

spare parts for the oil industry."<br />

Iraq was asked to cooperate in implementation of the arrangeinents and said it would in a l<strong>et</strong>ter sent to the Office of<br />

the Iraq Program, which oversees the oil-for-food program.<br />

Earlier this week, the spokesman said the experts had been ready to travel to Iraq since early this month, but that<br />

Baghdad had not as y<strong>et</strong> officié!lly notified the United Nations that they would be allowed in. The oil-for-food program,<br />

authorized by the council in 1996, was initiated with the aim of alleviating suffering of the civilian population<br />

because of sanctions imposed on Iraq following.the Invasion of Kuwait in 1990, which in turn led to the 1991 Gulf<br />

War. International arms inspectors, who were supposed to <strong>de</strong>termine if Iraq was no longer producing weapons of<br />

mass <strong>de</strong>struction, have been barred from Iraq since December 1998. '.<br />

Syria's Assad says US policies on Middle East peace have "failed"<br />

TEHRAN, Jan 25 (AFP) - Syrian Presi<strong>de</strong>nt Bashar al-Assad on a visit to Iran has <strong>de</strong>scribed the policies of the fonner<br />

US administration on the Middle East peace process as a failure, the official !RNA news agency reported Thursday.<br />

Speaking after me<strong>et</strong>ing late Wednesday with Presi<strong>de</strong>nt Mohammad Khatami, Assad said the policies of former presi<strong>de</strong>nt<br />

Bill Clinton's administration on the Middle East and the peace talks had "failed." "Syria wants a fair and stable<br />

peace that will assure the interests of all," said Assad who arrived in Tehran Wednesday on his first trip to close regional<br />

ally Iran since taking power six months ago after the <strong>de</strong>ath of his father.<br />

"I believe that our countries' good relations, which held firm un<strong>de</strong>r the most difficult circumstances, must be aimed<br />

at protecting the interests of all Arab and Islamic countries in the region," the Syrian head of state said.<br />

Khatami for his part said Tehran has a "special respect for the Syrian government's resistance against the Zionist<br />

forces," adding that both countries share "close views on the peace talks." He said the Palestinian issue was one of<br />

the most pressing in the region, saying "Palestine belongs to all Palestinians." .<br />

"A stable peace can not be reached without the realization of the Palestinian people's rights."<br />

He said the only solution to provi<strong>de</strong> for and maintain the region's interests, as well as the rights of Palestine, Syria<br />

and Lebanon, was for all regional countries to shape their policies ~o"<strong>de</strong>fend the Islamic resistance in Lebanon and<br />

the Palestinian intifada."<br />

"Our two countries are moving towards the 'realisation of the just rights of all Muslim nations with the cooperation<br />

of Arab and Islamic countries," Khatami affirmed.<br />

Early Thursday, Assad m<strong>et</strong> supreme lea<strong>de</strong>r Ayatollah Ali Khamenei. He is also expected to visit the shrine of late<br />

Imam, Ayatollah Ruhollah Khomeini, foun<strong>de</strong>r.of the Islamic republic. Tehran and Damascus traditionally take<br />

similar positions on the Arab-Israeli conflict and both support the Palestinian intifada.<br />

Iran, which strongly opposes the Middle East peace process, has refrained. from directly criticising Damascus for<br />

its on-again, off-again negotiations with the Jewish state. Arab diplomatic sources said Assad, who was in the<br />

United .Arab Emirates Sunday, could also try to mediate a long-running dispute b<strong>et</strong>ween Abu Dhabi and Tehran<br />

over three Gulf islands claimed by both.<br />

Assad, who is accom,panied by a high-ranking political <strong>de</strong>legation, is scheduled to leave Tehran later on Thursday.<br />
