. WASHINGTON: As an open <strong>de</strong>bate<br />
on Iraq was starting Wednesday in the<br />
United Nations, Secr<strong>et</strong>ary-General<br />
Kofi Annan for the fU'Sttime publicly<br />
backed passage of a new Security<br />
Council resolution to toughen the UN<br />
weapons inspectors' mandate, warning<br />
Baghdad that it had a "last chance" to<br />
comply.<br />
If Iraq failed to comply, Annan said<br />
in a statement read by a <strong>de</strong>puty, the Security<br />
Council would "have to face its<br />
responsibilities." The statement came<br />
at the start of a two-day open me<strong>et</strong>ing<br />
of the Security Council at which sco~<br />
of members without seats on the Security<br />
Council had asked to speak, many<br />
in opposition to the U.S. lJne on Iraq.<br />
The secr<strong>et</strong>ary-general did not say, as<br />
. Presi<strong>de</strong>nt George W. Bush bas <strong>de</strong>man<strong>de</strong>d,<br />
that a single resolution should<br />
both layout the new mandate and authorize<br />
war if Iraq imped.ed inspections.<br />
"He's not sanctioning<br />
a trigger<br />
option," said a UN spokesman in New<br />
York.<br />
But Wednesday's statement was Annan's<br />
most explicit public call for a new<br />
resolution, rather than for the resumption<br />
of the inspectors' work un<strong>de</strong>r the .<br />
authority of past ~olutions.<br />
The inspectors left Iraq in 1998 amid<br />
complaints of interference with their<br />
work and charges from Baghdad that<br />
some oftheinspectors were.smng. . .<br />
