Efforts to achieve peace are taking place at a time when KADEK [Congress for Freedom and Democracy in Kurdistan -<br />

Former PKK] <strong>de</strong>clared controlling Media region, which according to their statement, comprises some areas in Badinan<br />

and Qandil [in Iraqi Kurdistan]. Would this not have impact on the peace process and create complications?<br />

Lea<strong>de</strong>r Barzani: We hope that they willlearn from their failed experience. Interference in Iraqi Kurdistan internal affairs<br />

cannot be accepted at all, and nobody would be allowed [to interfere]. The best thing is that they learn from their own<br />

experience.<br />

Mam Jalal: I have the same opinion and support Kak Mas'ud's views.<br />

Iraq's situation is <strong>de</strong>veloping rapidly. Has the issue of Peshmarga [Kurdish armed] forces of the two si<strong>de</strong>s been worked<br />

out in the field of coordination and resistance?<br />

Mam Jalal: We cannot reveal everything regarding all the domains. But as I said earlier we reached agreement on all the<br />

issues, and we have thesame stance regarding Iraq's events, regarding the neighbours and the current events and solution<br />

for all issues that you and the people of Kurdistan may think of. But as Kak Mas'ud said, everything is step by step,<br />

and the key is in the Kurdistan National Assembly, which will convene the day after tomorrow, in a historical day, the<br />

anniversary of proclamation of fe<strong>de</strong>ralism [by Iraqi Kurdistan parliament on 4 October 1992]. Later, steps will be taken<br />

gradually. I want to remind you som<strong>et</strong>hing: Since 8 September, which is a very short time, we have been able to s<strong>et</strong> up<br />

four committees and compl<strong>et</strong>e their tasks without any <strong>de</strong>lay. This proves that the two lea<strong>de</strong>rships, particularly Kak<br />

Mas'ud and I are keen to implement the agreement and both si<strong>de</strong>s have reached the end result that we should push forward<br />

the process properly. Be reassured this is the case of all the other issues.<br />

Iraqi Kurdistan National Assembly<br />

Your Excellency,Kak Mas'ud Barzani, I want to ask you a question regarding the Kurdistan National Assembly me<strong>et</strong>ing.<br />

Would it be opened with the same previous composition or this would be changed?<br />

Lea<strong>de</strong>r Barzani: Ido not really un<strong>de</strong>rstand what you mean, but the parliament will convene with the attendance of its<br />

both [KDPand PUK] groups and the lilac list [Christian parties]. We said before, the parliament is Kurdistan parliament.<br />

Mam Jalal: We have also the right of changing the members.<br />

Lea<strong>de</strong>r Barzani: Of course.<br />

Mam Jalal: Each group would be represented according to its [party] list. KDP brothers can choose 51 members from<br />

their list and we choose 49 from ours.<br />

Lea<strong>de</strong>r Barzani: This is up to each si<strong>de</strong> [to choose its members]<br />

What will happen to the resolutions the KDP brothers have issued [the regional parliament passed in KDP-ruled regional<br />

capital, Arbil, where the parliament sits] during this period [since 1996]?<br />

MarnJalal: The resolutions that the KDP brothers have issued there [in KDP region] apply to that region, and what we<br />

have issued here [in PUK region], un<strong>de</strong>r the form of <strong>de</strong>crees, apply to this region until the day the two si<strong>de</strong>s agree fully<br />

on reunification in all the fields; and this day is not far. Then we discuss and keep what is positive and abolish what is '<br />

negative.<br />

When is the latest date for doing so?<br />

Mam Jalal: There is no latest date. We cannot s<strong>et</strong>tle things in this way. It is not like an exam we tell you 011 that day you<br />

have to pass it, so g<strong>et</strong> ready. This is an important issue for which, as you know, very important steps have been taken<br />

and, many have been moved far forward. It is very satisfying for the friends and our people that in this short period, four<br />

committees could carry out four chief tasks, regarding fe<strong>de</strong>ralism, normalization, joint stance and discourse, and security<br />

issue, which are very important. This is why this unification is feasible, but we cannot precisely say it would be from<br />

that date to that date. Have some revolutionary patience.<br />

Agreements<br />

Are all these agreements that you have reached since 8 September through the work of four committees, signed or some<br />

of them remain to be s<strong>et</strong>tled?
