Akin Birdal, acting both as chairman of the Human Rights Association (!HD) and as <strong>de</strong>puty chairman of the<br />
International Human Rights Fe<strong>de</strong>ration, said at a press conference on Thursday that an international<br />
criminal court would be formed in or<strong>de</strong>r to judge the people who were responsible for the Halabja massacre<br />
in northern Iraq in 1998.<br />
Birdal stated that the fe<strong>de</strong>ration had recently contacted other ,European countries with the intention of<br />
forming an international criminal court that would con<strong>de</strong>mn those responsible, particularly Saddam<br />
Hussein and Tarik Aziz, for the Halabja massacre.<br />
Birdal noted that their request had been accepted by other European countries, and in July 1998,an<br />

international criminal court would be established to judge these people. After the Iran-Iraq War in 1988,Iraq 6'<br />
attacked Iraqi Kurds with chemical weapons on the grounds that they had cooperated with Iran. There were a<br />
also rumors that Iran had attacked the Iraqi Kurd~. It is saidthat 5,000peoplewere killed in the attacks.<br />

Birdal said that human rights violations would not go unnoticed and that any kind of violation of human ::l<br />

rights would be judged eventually, wh<strong>et</strong>her now or later.<br />

Consequently, Birdal said that some day, the architects of the Sept. 12 coup in Turkey would also be judged<br />
in an international criminal court. "We, the IHD, will put the judgment of Kenan Evreri and the other<br />
junta generals on the agenda of the international criminal court that will soon be formed. We have ma<strong>de</strong><br />
an offer to hold the next me<strong>et</strong>ing of the fe<strong>de</strong>ration in Diyarbakir in June," Birdal ad<strong>de</strong>d.<br />
King Hussein: No plans to join Turkish-Israeli<br />
military cooperation '<br />

King Hussein of Jordan, who is on an official visit to Washington, said that Jordan has no plans to join the<br />
Turkish-Israeli military cooperation arrangement since Jordan already has excellent bilateral relations with<br />
Turkey.<br />
Answering reporters questions at the U.S. State Department on Wednesday, after he m<strong>et</strong> with Secr<strong>et</strong>ary of<br />
State Ma<strong>de</strong>leine Albright, Hussein said:<br />
"As far as we are concerned, we have excellent relations with Turkey, and we believe that they are very<br />
important, in terms of the region itself. There is no plan to join any coalition, or whatever it might be<br />
<strong>de</strong>scribed as, because on the bilaterallevel, we have excellent relations."<br />
When asked if the issue was brc)Ughtup during her me<strong>et</strong>ing with Hussein, Albright replied in the negative,<br />
"We did not discuss that, but'our discussions are not over."<br />
