Iraq's economy by providing<br />

a much nee<strong>de</strong>d route for the<br />

export of Iraqi oil.<br />

will create an international<br />

fund for its reconstruction and<br />

<strong>de</strong>velopment with a fIXedpercentage<br />

of Iraqi oil revenues<br />

after sanctions are lifted.<br />

• An agreement that Iraq<br />

will res<strong>et</strong>tle Palestinian refugees<br />

from Lebanon as part of<br />

the labor force that will be<br />

required to rebuild the country.<br />

Turkey' s appeals court ruled Tuesday<br />

Iraq's geopolitical position<br />

but who has been tamed<br />

would create a much nee<strong>de</strong>d<br />

economic boom in the area<br />

and significantly contribute to<br />

stability in this vital region.<br />

The tension in the area over<br />

Iraq would be lessened and the<br />

stagnating Arab-Israeli peace<br />

process prod<strong>de</strong>d, creating a<br />

new geopoliticallandscapc.<br />

If Saddam refuses to pay<br />

what is a reasonable price for<br />

his own survival, there can be<br />

no doubt that all means will<br />

have to be used to control him<br />

and to ultimately remove him<br />

from power.<br />

The choice must be put<br />

clearly in front of him while<br />

Unscom continues its work<br />

and before sanctions are lifted.<br />

Now that the current crisis<br />

has been resolved diplomatically.<br />

the situation <strong>de</strong>mands<br />

that the Clinton administration<br />

<strong>de</strong>velop a strategy for the<br />

long-term outcome. This is<br />

the only way the United<br />

States can hope to protect its<br />

seriously threatened regional<br />

interests in the Middle East.<br />
