France urges Turkey to<br />
continue human rights reforms<br />

• France, which has previously<br />
<strong>de</strong>tached itself from the remarks<br />
ma<strong>de</strong> by Christian Democrats that<br />
exclu<strong>de</strong>d Turkey from Europe, urged<br />
Turkey to continue its <strong>de</strong>mocratic<br />
and human rights reforms so this<br />
country' s image in Europe will not<br />
be clou<strong>de</strong>d.<br />
French Foreign Ministry <strong>de</strong>puty<br />
spokesman Yves Doutriaux told<br />
reporters that the question of rapprochement<br />
b<strong>et</strong>ween Turkey and the<br />
European Union was a process that<br />
was in the interest of both parties<br />
and one that was supported by<br />
France.<br />
The spokesman said that the<br />
recent vote to reduce the amount of<br />
time police can <strong>de</strong>tain people for<br />
questioning had been welcomed by<br />
France as a concr<strong>et</strong>e step forward<br />
following the promises given by<br />
Foreign Minister Tansu Çi1ler during<br />
the Rome me<strong>et</strong>ing.<br />
However, Doutriaux ad<strong>de</strong>d that<br />
Turkey should continue on this path,<br />
particularly on the question of measures<br />
that would guarantee freedom<br />
of expression "which would put an<br />
end to some judicial questions that<br />
cloud the image of Turkey in<br />
Europe."<br />
"The question of human rights<br />
reform is a process that must continue<br />
along with the rapprochement<br />
b<strong>et</strong>ween Turkey and Europe which<br />
we <strong>de</strong>eply want," he said.<br />
France has <strong>de</strong>tached itself from<br />
the remarks of the Christian<br />
Democrats and some German circles<br />
that Turkey was not a candidate for<br />
Europe.<br />
Not directly coming out in favor<br />
of full membership, French circles,<br />
from Prime Minister Alain Juppe to<br />
European Affairs Minister Michel<br />
Barnier have said that Turkey should<br />
continue its path toward Europe.<br />
Quai d'Orsay, the lieu of the French<br />
foreign ministry, said last week that<br />
they continued to support the rapprochement<br />
b<strong>et</strong>ween Turkey and the<br />
Union but hoped for some steps<br />
from Turkey on <strong>de</strong>mocratization and<br />
human rights.<br />

Deile'on Monday, according to a<br />
statement issued by tHO.<br />
At the me<strong>et</strong>ing Keskin and Deile<br />
informed Kinkel the human rights<br />
situation in Turkey was still unsatisfactory.<br />
Kinkel emphasized the role<br />
of nongovernmental organizations<br />
such as Amnesty International in<br />
.Turkey, and referred to his personal<br />
interest in human rights, saying they<br />
would continue to follow up confirmed<br />
instances of human rights<br />
abuses in Turkey. They were in constant<br />
contact with Turkey on fulfilling<br />
responsibilities emerging from<br />
international agreements, he ad<strong>de</strong>d.<br />
