Crisis with Iran
Border security a perennial problem in relations
Turkeyalso keeps close
watch on Iran' s efforts to
strengthen its armed forces
in line with its goals of
having a say in the Middle
East and in the Central
Asian republics

charges and counter charges, it is
clear that the security problem
between the two countries is not
one that will blow away.
Of course, there exist a number
of security and border security
accords between Turkey and Iran,
and the two countries have a "Joint
Security Committee" which meets
under the responsibility of the two
countries' interior ministers with
the participation of the relevant
organizations. But at all these
meetings the Iranian administration
has rejected the claim that terrorist
actions have been directed at
Turkey from Iranian soil, maintaining
that they take the necessary
measures along the border but that
some PKK elements manage to
cross the border because of the difficulty
of physically contrOlling the
border.,
Besides, they bring the counter
charge that Turkey has been
accommodating and supporting
persons opposed to the Iranian
regime, mostly members of the
Mujahideen Khalq. Despite the
mutual accusations, Turco-Iranian
security cooperation has attained a
more stable level than in earlier
years, and it has been possible to
establish a constructive dialogue.
Both countries consider it useful to
continue this dialogue which is in
itself a safety valve for a problem
that will obviously be around for
ccusations by
Turkey that Iran is
aidin~ the outlawed
Kurdistan Workers'
Party.(PKK), which
is waging a separatist
war in
Southeast Anatolia,
and may also be behind Islamic terrorism
in this country, has been a
perennial thorn in'the side ofbilatera!
ties between these two countries
Ṫehran, of course, has vehemently
denied these charges and
has invited delegations to pinpoint
alleg~ PKK camps on its soil.
Iran' s Ambassador to Turkey,
Mohammed Reza Bagheri, said in
a recent interview that a Turkish
military delegation on a visit to Iran
last year. found q6thing at all at the
addresses it gaye to the Iranian side
where the PKK allegedly kept
camps andsafe houses.
In one case he said when the
delegation went to an address indicated
on their list they found nothing
by but a highway. The Turkish
side however rejects this dismissive
attitude saying that it has evidence
that the convoy carrying its military
delegation during its inspection of
alleged PKK camps was slowed
