Crisis with Iran<br />
Bor<strong>de</strong>r security a perennial problem in relations<br />

strengthen its armed forces<br />
in line with its goals of<br />
having a say in the Middle<br />
East and in the Central<br />
Asian republics<br />

charges and counter charges, it is<br />
clear that the security problem<br />
b<strong>et</strong>ween the two countries is not<br />
one that will blow away.<br />
Of course, there exist a number<br />
of security and bor<strong>de</strong>r security<br />
accords b<strong>et</strong>ween Turkey and Iran,<br />
and the two countries have a "Joint<br />
Security Committee" which me<strong>et</strong>s<br />
un<strong>de</strong>r the responsibility of the two<br />
countries' interior ministers with<br />
the participation of the relevant<br />
organizations. But at all these<br />
me<strong>et</strong>ings the Iranian administration<br />
has rejected the claim that terrorist<br />
actions have been directed at<br />
Turkey from Iranian soil, maintaining<br />
that they take the necessary<br />
measures along the bor<strong>de</strong>r but that<br />
some PKK elements manage to<br />
cross the bor<strong>de</strong>r because of the difficulty<br />
of physically contrOlling the<br />
bor<strong>de</strong>r.,<br />
Besi<strong>de</strong>s, they bring the counter<br />
charge that Turkey has been<br />
accommodating and supporting<br />
persons opposed to the Iranian<br />
regime, mostly members of the<br />
Mujahi<strong>de</strong>en Khalq. Despite the<br />
mutual accusations, Turco-Iranian<br />
security cooperation has attained a<br />
more stable level than in earlier<br />
years, and it has been possible to<br />
establish a constructive dialogue.<br />
Both countries consi<strong>de</strong>r it useful to<br />
continue this dialogue which is in<br />
itself a saf<strong>et</strong>y valve for a problem<br />
that will obviously be around for<br />
ccusations by<br />
Turkey that Iran is<br />
aidin~ the outlawed<br />
Kurdistan Workers'<br />
Party.(PKK), which<br />
is waging a separatist<br />
war in<br />
Southeast Anatolia,<br />
and may also be behind Islamic terrorism<br />
in this country, has been a<br />
perennial thorn in'the si<strong>de</strong> ofbilatera!<br />
ties b<strong>et</strong>ween these two countries<br />
Ṫehran, of course, has vehemently<br />
<strong>de</strong>nied these charges and<br />
has invited <strong>de</strong>legations to pinpoint<br />
alleg~ PKK camps on its soil.<br />
Iran' s Ambassador to Turkey,<br />
Mohammed Reza Bagheri, said in<br />
a recent interview that a Turkish<br />
military <strong>de</strong>legation on a visit to Iran<br />
last year. found q6thing at all at the<br />
addresses it gaye to the Iranian si<strong>de</strong><br />
where the PKK allegedly kept<br />
camps andsafe houses.<br />
In one case he said when the<br />
<strong>de</strong>legation went to an address indicated<br />
on their list they found nothing<br />
by but a highway. The Turkish<br />
si<strong>de</strong> however rejects this dismissive<br />
attitu<strong>de</strong> saying that it has evi<strong>de</strong>nce<br />
that the convoy carrying its military<br />
<strong>de</strong>legation during its inspection of<br />
alleged PKK camps was slowed<br />
