In early] 997, in the wake of the Susurluk acci<strong>de</strong>nt, they contacted journalists in or<strong>de</strong>r to give<br />

information about their activities on behalf of the State. They provi<strong>de</strong>d extremely <strong>de</strong>tailed accounts<br />

of illegal activities, including participation in political.mur<strong>de</strong>r on the or<strong>de</strong>rs of, or with the knowledge<br />

of, high ranking officers.<br />

Özgür Politika (Free Politics) published an interview on ] 1 February this year in which Murat<br />

Ipek <strong>de</strong>scribes his participation tog<strong>et</strong>her with other "confessors»> in the killing of Kurdish writer Musa<br />

Anter, and his escape from the scene of the crime in Diyarbaktr in 1992(2). He also gives an account<br />

of the killing at his own hand of schoolgirl Bi~cng Amk, in ~lrnak earlier that year(3):<br />

After my reliase from prison 1 started work at $rrnak Police Headquarters. They gave me a<br />

test.... {a top security official whose name is given] wanted me to kill Bi:;engAn/k. They wanted<br />

to see how reliable 1 was ... He asked 'Who is involved in what is going on here?' When the<br />

police gC1\'ehim Bi:;engAnJk's name, he sahl '(i<strong>et</strong> rid ofthis one. 'They gave me thisjob to test<br />

me. Bi:;engAnJk's house was infront of the mosque. Tog<strong>et</strong>her with the plainclothes police. 1got<br />

her. They tortured her at the police headqitartcrs, They cut her back and the soles of her fe<strong>et</strong><br />

with a razor or some other sharp instrument. They .\OaidBi~ng was the one who had killed a.<br />

policeman who had been ~vnchedin his house by the people during the disturbances. They gave<br />

me a G-3 riße which was at the police headquarters and with this weapon 1fired one shot to<br />

Bi:;eng Amk 's head and killed her.<br />

~anar Yurdatapan conducted a vi<strong>de</strong>o interview with the two men whose lives have undoubtedly<br />

been at great risksince theirpublic confessions.<br />

. ~anar Yurdatapan's action in carrying the passports, however ill-advised, apparently arose from<br />

the same readiness to take personal responsibility which has marked his campaigning for freedom<br />

of expression in Turkey in the past two years. Information at Amnesty International's disposal<br />

confirms that ~anar Yurdatapan was trying to assist the tW()men toleave Turkey in or<strong>de</strong>r to protect<br />

their lives, so that they shou Id stand trial for the crimes they have admitted, and in or<strong>de</strong>r to bring to<br />

international attention the strong evi<strong>de</strong>nce of state inVolvement in political mur<strong>de</strong>r which is contained<br />

in their testimony. It is now known that he had unsuccessfully sought to find legal channels whereby<br />

the men could be brought out of Turkey in or<strong>de</strong>r to give tcstimony to an inter-governmental<br />

organ ization.<br />

The charge that ~anar Yurdatapa~ was collaborating with the PKK is without serious<br />

foundation, and has apparentl)' been improvised in or<strong>de</strong>r to discredit his work to uncover the state<br />

perp<strong>et</strong>rators ofpolitical mur<strong>de</strong>r and his campaign for peace and freedom of expression. It should be<br />

emphasized that, un<strong>de</strong>r Turkish law, the two men in question were recognized as having severed their<br />

connection with the PKK.when they benefited from the Repentance Law, and that both were formally<br />

or informally in the employ of security agencies.<br />

The use of "confessors" by security agencies for nefarious and illegal activities, including<br />

mur<strong>de</strong>r, has been attested in court, and also in a report prepared by the Commission of the Turkish<br />

Parliament on Unsolved Killings, published in April 1995. It is by no means clear that the two men<br />

were ,,'anted by the authorities, but it has been cJ:limcd that a warrant had been issued for the arrest<br />

of Murat Ipek on the basis of a statement he had ma<strong>de</strong> in a televised interview.<br />
