Ministerial Me<strong>et</strong>ings With Iran<br />

LUXEMBOURG - European governments<br />

agteed Tuesday to suspend<br />

ministerial me<strong>et</strong>ings with Iran and w9fk<br />

,jointly to block Iranian intellig~nce efforts<br />

in Europe, saying the measures<br />

should send a clear signal to Tehran to<br />

stop supporting international terrorism.<br />

The, <strong>de</strong>cision by European Union foreignministers<br />

reflected a <strong>de</strong>sire to punish<br />

the Iranian government for its involvement<br />

in ,the mur<strong>de</strong>r of three<br />

Kurdish dissi<strong>de</strong>nts and their translator in<br />

Berlin, while stopping well short of the<br />

diplomatic and economic isolation practiced<br />

by the United States. ,<br />

The balancing act was exemplified by'<br />

Foreign Minister Klaus Kinkel of Germany.<br />

Mr. Kinkel pushed his partners to<br />

support the measures, saying Europe<br />

He warned,' however, that anyrestoration<br />

of normal relations "will now<br />

<strong>de</strong>pend on how'Iran reacts."<br />

"There must be no action contravening<br />

internationallaw," he said.<br />

Foreign Minister Herve <strong>de</strong> Char<strong>et</strong>te of<br />

France also stressed Europe's rejection<br />

of the hard-line approach advocated by'<br />

Washington, saying the ministers never'<br />

consi<strong>de</strong>red economic sanctions or a,<br />

compl<strong>et</strong>e break in diplomatic relations. ,<br />

"You g<strong>et</strong> more by dialogue than by<br />

silence," he said.<br />

U.S: officials cautiously welcomed<br />

the <strong>de</strong>cision, saying that <strong>de</strong>spite, an intense<br />

lobbyingeffort Washington did not<br />

expectEuropeangovernments to support<br />

any restrictions on their tra<strong>de</strong> with Iran.<br />

The State Department spokesman, Nicholas<br />

Bums, said in Washington that his<br />

government applau<strong>de</strong>d the EU's stand<br />

and shared its view "that Iran must re,<br />

spect the norms of international lawI<br />

refrain from acts of terrorism and live ug<br />

to international commitments on human<br />

rights and' on proliferation issues."<br />

A U.S. diplomat called the EU diplomatic<br />

measures helpful but said that<br />

the real issues were' 'how much we can<br />

build on these kinds of actions, and what<br />

will their impact be.:'<br />

The EU <strong>de</strong>cis.ion call~<br />

, Britainl and the N<strong>et</strong>herlands, which<br />

chaired the me<strong>et</strong>ing as hol<strong>de</strong>r of the<br />

rotating EU presi<strong>de</strong>ncy, gave ~trong support<br />

to the measures. So did Austna,<br />

whose foreign minister, Wolfgang<br />

Schuessel, recalled the mur<strong>de</strong>r of three<br />

Kurdish dissi<strong>de</strong>nts in Vienna in 1989.<br />

, France,-Italy and Greece took a softer<br />

line, even though they endorsed the mea-,<br />

sures. Mr. <strong>de</strong> Char<strong>et</strong>te said the <strong>de</strong>cision<br />

represented a "reprobation" of the Berlin<br />

slayings "but at the same time a real<br />

<strong>de</strong>sire to maintain state-to-state relations'<br />

with Iran. 'I' Mr. <strong>de</strong> Char<strong>et</strong>te sought to ~<strong>et</strong><br />

a six-month mnit on the diplomatic mea- ,<br />

sures but was rebuffed by his colleagues, •<br />

officials present at the me<strong>et</strong>ing said.<br />

, The Italian foreign minister, Lamberto<br />

Dini, said European ministers<br />

could still me<strong>et</strong> informally with, their<br />

Iranian counterparts, anù he expressed<br />

'hope that the suspension of official<br />

me<strong>et</strong>ings would be "very temporary"<br />

so as not to hurt commercial,and cultural<br />

exchanges withIran.<br />
