said that the Education Ministry<br />
had compl<strong>et</strong>ed the rreparations<br />
.nee<strong>de</strong>d for the lega arrangements<br />
nee<strong>de</strong>d for the eight-year<br />
"continuous" compulsory education,<br />
and that the coalition<br />
partners were in agreement on<br />
this issue as well.<br />
At that point, Education<br />
Minister Mehm<strong>et</strong> Saglam was<br />
invited into the room and was<br />
asked ~oprovi<strong>de</strong> <strong>de</strong>tailed information<br />
about these legal<br />
arrangements. Saglam said that<br />
children would have eight years<br />
of "continuous" compulsory<br />
education to replace the five-<br />
.ye.ar sy~tem. that no religious<br />
onentatlon would be available<br />
at tbc cnd of the first five years,<br />
and that the school subjects<br />
would not inclu<strong>de</strong> Koran recitation.<br />
even as an optional subject.<br />
He indicated that if this<br />
arrangement was legislated this<br />
.year. no one would graduate<br />
from the elementary schools in<br />
this school year. Pupils compl<strong>et</strong>ing<br />
their fifth year would<br />
simplybe progressing into the<br />
sixth year of the eight-year elementary<br />
schools. He said that<br />
this would cause the closing of<br />
the clerical schools since the<br />
jun\or-high levels of these<br />
schools would be integrated<br />
with the eight-year elementary<br />
schools. The I?upils currently<br />
attending the Junior high levels<br />
of the clerical schools would be<br />
adjusted to the new system in<br />
stages.<br />
TIle MGK me<strong>et</strong>ing lasted<br />
until 9:00 p.m. but those attending<br />
did not come out until 11:00<br />
p.m. since Presi<strong>de</strong>nt Demirel<br />
gave a dinner for them. This led<br />
to the erroneous conclusion that<br />
the me<strong>et</strong>ing lasted for eight<br />
hours.<br />
, At the me<strong>et</strong>ing's end. the<br />
MGK General Secr<strong>et</strong>ariat<br />
issued a brief statement which<br />
said, "During the me<strong>et</strong>ing, the<br />
MqK secre~-general provi<strong>de</strong>d<br />
informatIOn to the council<br />
about the plaimed, programmed<br />
and executed activIties to date<br />
~d .the.stages reached by the<br />
muustnes and <strong>de</strong>partments<br />
~sponsible in the implementanon<br />
of MGK <strong>de</strong>cision 406.<br />
Agreement has been reached<br />
that effective work must be performed<br />
for Cabin<strong>et</strong>'s planning,<br />
programming, coordination and<br />
budg<strong>et</strong>ing stages of these measures<br />
cited by Decision 406,<br />
measures which are in fact<br />
aimed at implementation of the<br />
Constitution and the republican<br />
laws of the Turkish Republic to<br />
ensure preservation of the<br />
supremacy of the law and the<br />
state in our country." Air force<br />
comman<strong>de</strong>r Ahm<strong>et</strong> Çörekçi,<br />
currently on an offiCIai visit to<br />
the United States, could not<br />
t~e part in t~e MGK me<strong>et</strong>ing.<br />
Since the acting Security<br />
Director General Kemal<br />
Çelik's appointment has been<br />
a controversial one, the MGK<br />
invited Interior Ministry<br />
Vn<strong>de</strong>rsecr<strong>et</strong>ary Teoman<br />
Unüsan to provi<strong>de</strong> information<br />
on internal security matters<br />
rather than Çelik.<br />
