education to replace the five-

TIle MGK meeting lasted
until 9:00 p.m. but those attending
did not come out until 11:00
p.m. since President Demirel
gave a dinner for them. This led
to the erroneous conclusion that
the meeting lasted for eight
hours.
, At the meeting's end. the
MGK General Secretariat
issued a brief statement which
said, "During the meeting, the
MqK secre~-general provided
informatIOn to the council
about the plaimed, programmed
and executed activIties to date
~d .the.stages reached by the
muustnes and departments
~sponsible in the implementanon
of MGK decision 406.
Agreement has been reached
that effective work must be performed
for Cabinet's planning,
programming, coordination and
budgeting stages of these measures
cited by Decision 406,
measures which are in fact
aimed at implementation of the
Constitution and the republican
laws of the Turkish Republic to
ensure preservation of the
supremacy of the law and the
state in our country." Air force
commander Ahmet Çörekçi,
currently on an offiCIai visit to
the United States, could not
t~e part in t~e MGK meeting.
Since the acting Security
Director General Kemal
Çelik's appointment has been
a controversial one, the MGK
invited Interior Ministry
Vndersecretary Teoman
Unüsan to provide information
on internal security matters
rather than Çelik.
