Bagdad annonce son intention<br />
L'IRAK est prévenu. Si, comme<br />
un porte-pàrole officiel <strong>de</strong> Bagdad<br />
l'a annoncé lundi 21avril, Bagdad<br />
assure le transfert par hélicoptères<br />
li'une centaine <strong>de</strong> pèlerins irakiens<br />
<strong>de</strong> la frontière saoudienne vers<br />
l'intérieur du pays, les Etats-Unis<br />
«riposteront <strong>de</strong> manière appropriée<br />

Après une réunion conjointe<br />
du Conseil du comman<strong>de</strong>ment <strong>de</strong><br />
la révolution <strong>et</strong> <strong>de</strong> la direction du<br />

instances du pays présidées par<br />
M. Hussein, Bagdad a en eff<strong>et</strong> lancé<br />
un nouveau défi aux Etats-Unis.<br />

d'hélicoptères allaient se rendre<br />
jusqu'à la frontière saoudienne<br />
pour rapatrier les Irakiens <strong>de</strong> r<strong>et</strong>our<br />
du pèlerinage <strong>de</strong> La Mecque.<br />
Pour justifier sa décision, Bagdad a<br />
invoqué les mêmes raisons humanitaires<br />
que celles qui avaient été<br />
avancées pour expliquer la première<br />
violation, le 9 avril, par un<br />
avion irakien, <strong>de</strong> l'embargo aérien:<br />
les pèlerins, concernés sont<br />
en trop mauvaise santé pour faire<br />
le voyage par la route, a affirmé le<br />
porte-parole.<br />
Si l'Irak passe à l'acte, il violera<br />
la zone d'exclusion aérienne que<br />
les Etats-Unis, la France <strong>et</strong> la<br />
Gran<strong>de</strong>-Br<strong>et</strong>agne lui ont imposée<br />
dans le sud du pays, le 18 aoüt<br />
1992. C<strong>et</strong>te zone, créée en vertu<br />
d'une interprétation <strong>de</strong> la résolution<br />
688 du Conseil <strong>de</strong> sécurité sur<br />
le droit d'ingérence humanitaire,<br />
s'étend jusqu'au 32' parallèle pour<br />
les avions français - conformément<br />
à la limite qui a été convenue<br />
en 1992. En septembre 1996, les<br />
Etats-Unis <strong>et</strong> la Gran<strong>de</strong>-Br<strong>et</strong>agne<br />
ont décidé <strong>de</strong> la porter jusqu'au<br />
33' parallèle. «Nous surveillons soigneusement<br />
toute violation possible»<br />
<strong>de</strong> la zone d'exclusion, a<br />
averti M. McCurry.<br />

l'Irak qu'il n'est pas «en position<br />
<strong>de</strong> dicter quoi que ce soit ». iln'en a<br />
pas moins envisagé une possibilité<br />
<strong>de</strong> solution: «Lorsqu'il s'agit <strong>de</strong><br />
questions humanitaires », les Etats-<br />
Unis <strong>et</strong> les Nations unies sont<br />
«plus réceptifs », a dit M. Perry. Il<br />
n'a pas été plus explicite.<br />
