said the money is "not aid," but a<br />

explained to Ziraat Bank and <strong>de</strong>tails<br />

of the nature of the program provi<strong>de</strong>d.<br />

Officials have requested the lifting<br />

of the obstacles but have failed<br />

to g<strong>et</strong> any response. A period of 60<br />

days without receiving a reply from<br />

the ministry le~a11xmeans an<br />

"implied rejecuon ' to the request.<br />

That period has now passed and it is<br />

the 70th day with still no response.<br />

European Parliament' s Socialist<br />

Group lea<strong>de</strong>r Pauline Green, who<br />

assured the organization the money<br />

would be resent to Turkey if<br />

r<strong>et</strong>urned.<br />

Pi<strong>et</strong>er Oankert addressed this issue<br />

on Tuesday during their stay in<br />

Ankara for the JPC' s 40th me<strong>et</strong>ing<br />

which en<strong>de</strong>d on Wednesday.<br />

serious discussions within the<br />

European Parliament and the Human<br />

Rights Commission. possibly even<br />

leading to a diJ?lomauc row.<br />

• Menaces <strong>de</strong> l'Iran après le meurtre <strong>de</strong> Kur<strong>de</strong>s à Vienne,<br />

selon un haut fonctionnaire<br />

VIENNE, 18 avr (AFP) - L'Autriche a reçu <strong>de</strong>s menaces <strong>de</strong> l'Ira.n après<br />

l'assassinat <strong>de</strong> trois Kur<strong>de</strong>s à Vienne en 1989, selon l'ancien directeur<br />

<strong>de</strong> la section politique au ministère autrichien <strong>de</strong>s Affaires étrangères,<br />

Erich Maximilian Schmid.<br />

Après le meurtre <strong>de</strong>s trois Kur<strong>de</strong>s, l'ambassa<strong>de</strong>ur iranien avait déclaré<br />

au ministère autrichien <strong>de</strong>s Affaires étrangères que "cela pourrait être<br />

dangereux pour les Autrichiens en Iran" si les suspects iraniens étaient<br />

conduits <strong>de</strong>vant la justice en Autriche, a indiqué M. Schmid dans une<br />

interview télévisée jeudi soir.<br />

Le 13 juill<strong>et</strong> 1989 le secrétaire général du Parti Démocratique du<br />

Kurdistan Iranien (PDKI), Abdul Rahman Ghassemlou, l'un <strong>de</strong> ses<br />

adjoints, Abdullah Gha<strong>de</strong>ri-Azar, <strong>et</strong> le politologue Fa<strong>de</strong>l Rasoul,<br />

d'origine kur<strong>de</strong> irakienne <strong>et</strong> <strong>de</strong> nationalité autrichienne, avaient été<br />

assassinés par balles dans un appartement <strong>de</strong> Vienne.<br />

La police, alertée par l'épouse <strong>de</strong> l'une <strong>de</strong>s victimes, s'était rendue sur<br />

place mais n'avait pas procédé à l'arrestation <strong>de</strong> -trois hommes porteurs<br />

<strong>de</strong> passeports iraniens rencontrés sur les lieux <strong>et</strong> soupçonnés d'être les<br />

auteurs <strong>de</strong> l'attentat.<br />

Un mandat d'arrêt international n'avait été lancé que plusieurs mois<br />

plus tard contre ces trois hommes, qui ont pu quitter l'Autriche après<br />
