WASHINGTON (AP) -- The Clinton administration is calling<br />

on Germany and other European governments to cut their<br />

economic ties to Iran in light of a German court ruling that the<br />

"highest state levels" in Tehran or<strong>de</strong>red the assassination of an<br />

Iranian opposition figure.<br />

Germany respon<strong>de</strong>d to the <strong>de</strong>cision by recalling its ambassador<br />

and or<strong>de</strong>ring four Iranian diplomats to leave Germany.<br />

The judges convicted two men of mur<strong>de</strong>r and two others of<br />

complicity in the 1992 killing of Iranian-Kurdish lea<strong>de</strong>r Sadiq<br />

Sarafkindi and three colleagues. State Department spokesman<br />

Nicholas Burns called the action courageous.<br />

The Clinton ad~inistration has been trying to isolate Iran on<br />

grounds it sponsored such acts of terror, which Tehran has<br />

angrily <strong>de</strong>nied.<br />

Germany and other European Union countries have pursued a<br />

policy of "critical dialogue" with Tehran the past 4 1/2 years,<br />

raising issues of terrorism and human rights while continuing<br />

relations and profitable tra<strong>de</strong>.<br />

Burns said the German court <strong>de</strong>cision confirmed a long-held<br />

U.S. view that terrorism is directed from Tehran. He said<br />

German authorities should draw "their own conclusions" and<br />

that the United States would take up the verdict with other<br />

European governments, as well.<br />

"The 'critical dialogue' has not succee<strong>de</strong>d in mo<strong>de</strong>rating Iran's<br />

behavior," Burns said. "There is no evi<strong>de</strong>nce that the 'critical<br />

dialogue' has ma<strong>de</strong> a difference."<br />
