""France is clearly of the opinion that Turkey has a vocation to participate in the construction of Europe," De Charette said before meeting his Turkish counterpart, Tansu Ciller. "We shall renew this at every occasion with our European partners." Turkey's Kurdish problem, poor human rights record and tense relations with neighboring Greece are .complicating its bid for EU membership. De Charette's visit followed a trip here by German .Foreign Minister Klaus Kinkel' regarding the same subject a week ago. Dutch Foreign Minister Hans van Mierlo is also scheduled to arrive on thursday. De Charette and van Mierlo have recently stated that they were keen on bringing Turkey closer to EU ranks, in an apparent attempt to repair damage done by a March 4 statement frorn EU Christian democrat leaders .who called Turkey's membership application "not acceptable.'" , De Charette is expected to leave Turkey on Thursday . . Even without goin~ back to the Ottoman ~ast, our relations were firmly estabhshed at the birth of modern Turkey. Turkey and France have just celebrated the 75th anniversary of the Ankara Agreement, which was signeLi by France anLimalle it the first foreign country to recognize the Turkish state. Despite the turns of contemporary history our bonds, which were established on a vision of longterm interests, have developed steadily. All of this demonstrates that for France, the European vocation of Turkey is undoubted. The French government has been the tireless defender of the Turkish cause within all the institutions of the European Union. This was demonstrated in 1995 during all stages including the final ratification of the Herve de Cnareije Guest Writer customs union and it is still true today, when Turkey is concerned with the evolution of its relations with the European Union. The road to Europe is paved with difficult and profound changes for your country in its economic and social policies, but I believe that all European partners, including France, are ready to help in this enormous effort by Turkey. Moreover, Turkey is a regional power at the crossroads of many regions :and, unfortunately, many areas ot con- .flict. Between our two countries there ,are vast fields of dialogue and cooperation because, as you know, France has a presence in this part of the world, from Bosnia to Nagorno-Karabakh and the Middle East.
