ANKARA, Turkey (AP) -- Trying to help rival Kurdish<br />

factions in northern Iraq reconcile their differences, a<br />

U.S. <strong>de</strong>legation willleave for the region shortly, a<br />

foreign ministry official said Wednesday.<br />

The <strong>de</strong>legation is being led by David Welch, a top<br />

official of the State Department's Middle East bureau,<br />

said the Turkish foreign ministry spokesman Orner<br />

Akbel.<br />

Citing security concerns, neither Akbel nor U.S.<br />

Embassy officials would say just when the Americans<br />

would me<strong>et</strong> with the Kurdish lea<strong>de</strong>rs.<br />

Officials from the Kurdistan Democratic Party and the<br />

Patriotic Union of Kurdistan m<strong>et</strong> separately with<br />

Welch last week in Washington.<br />

The two groups had been me<strong>et</strong>ing in Ankara to discuss<br />

ways to build on an October cease-fire, but the talks<br />

were stalled by the mur<strong>de</strong>r of a top KDP official.<br />

The <strong>de</strong>legati~n will stop in Ankara for consultations<br />

with Turkish officials on its r<strong>et</strong>urn, Akbel said.<br />

In August, the KDP drove the PUK out of portions of<br />

northern Iraq with help from Iraq.<br />
