ENSARIOGLU. I have two different proposals, one of
which is related to the crime of helping and harboring terrorists.
The other proposal is for members of the PKK
who have not yet ~committeciany crime. We will give,
amnesty to the fITstgroup but for the second group a constitutional
change is necessary. Articles 87 and 14 of the
Constitution, which exclude PKK members from amnesty,
must b~ changed. For that change, unity among the leaders
of party groups must be achieved.

Kurdish must be pennitted. For example, I proposed a '
new ministry be established to deal with the problems of
the Southeast. But since it is difficult to establish a ministry,
I changed my proposal to aim for a new undersecretariat,.

L'ONU dénonce les violations
des droits de l'homme en Irak
GENÈVE. Le pouvoir en Irak «est, pour l'essentiel, aux mains d'un dictateur
cruel », aucune opposition n'y est tolérée, et les droits de
'l'homme y sont systématiquement bafoués, indique un rapport destiné
à la Commission des droits de l'homme de l'ONU, rendu public
lundi 24 mars à Genève. Le ra.pporteur, spéçial,. Max. van der Stoel, 'y
regrette néanmoins que les lenteurs de la bureaucratie onusienne:
contribuent à retarder l'arrivée en Irak des aides à la population pré~
vues par l'accord « pétrole contre nourriture ». M. van der Stoel fait

• Sud-est: l'état d'urgence reconduit pour quatre mois
ANKARA, 26 mars (AFP) - Le parlement turc a renouvelé mercredi
polir quatre mois l'état d'urgence en vigueur dans le sud-est anatolien,
théâtre principal de la rébellion du Parti des Travailleurs du Kurdistan
(PKK, séparatiste), a-t-on annoncé de source parlementaire.
Ce régime d'exception est en vigueur depuis juillet 1987 dans des
régions administratives du sud-est à majorité kurde, où le PKK mène
une rébellion armée contre Ankara pour créer un Etat indépendant
kurde.
La décision du parlement sera effective à partir du 30 mars dans les
neuf régions administratives de Batman,. Bingoi, Bitlis, Diyarbakir,
Hakkari, Tunceli, Siirt, Sirnak et Van.
Le pariement avait aboli, en novembre dernier, le régime d'état
d'urgence dans une 10ème province, celle de Mardin" située à la
frontière avec la Syrie.
