system and would lead to the DKP closure. In fact, five months after the party was foun<strong>de</strong>d the Turkish<br />

State Court took action to close down the party and it was finally banned in 1999. Serafattin Elci and<br />

several other Kurdish elites <strong>de</strong>ci<strong>de</strong>d to form another Kurdish liberal party on the mo<strong>de</strong>l of DKP. The first<br />

step towards the formation of a new political party was taken with a l<strong>et</strong>ter of invitation drafted by a<br />

six-member conunission that inclu<strong>de</strong>d Lawyer Seraf<strong>et</strong>tin EId, the chairman of the now-<strong>de</strong>funct Democratic<br />

Mass Party (DKP), which was closed by or<strong>de</strong>r of the Constitutional Court, Abdulmelik Firat, Seyh Sait's<br />

grandson and former True Path Party (DYP) <strong>de</strong>puty and Dr. Mehm<strong>et</strong> Emin Sever, the former New Democracy<br />

Movement (YDH) <strong>de</strong>puty for Mus. The l<strong>et</strong>ter were sent to 900 people living in various parts of the country<br />

to attend a two-day me<strong>et</strong>ing scheduled to take place on January 15 and 16. The me<strong>et</strong>ing were held in the<br />

convention hall of the Confe<strong>de</strong>ration of Turkish Labor Unions (Turk-Is) in Ankara's Yenisehir district. [4]<br />

After successive me<strong>et</strong>ings by Kurdish intellectuals and politicians in Ankara on January 16 and 17 a <strong>de</strong>cision<br />

was ma<strong>de</strong> to form a liberal Kurdish political party. A commission was formed to implement the project.<br />

The commission is hea<strong>de</strong>d by New Democracy Movement (YDF) of former Deputy Mehm<strong>et</strong> Emin Sever and is<br />

expected to operate for approximately three months before a comprehensive me<strong>et</strong>ing will be held to accelerate<br />

the establishment of the party. The DKP was an elitist party. It seems that the new to be established<br />

Kurdish liberal party to be elitist as well. The members who are working to form the party are<br />

mainly formed of Kurdish intellectuals and politicians who can relate with liberal i<strong>de</strong>als. Also, the 900<br />

people invited were selected elites. Liberal <strong>de</strong>mocratic i<strong>de</strong>als can be attractive in <strong>de</strong>veloped countries.<br />

However, in an un<strong>de</strong>r<strong>de</strong>veloped and poverty stricken region like Kurdistan where majority of people are<br />

struggling just to survive it will be unlikely for a Kurdish liberal party to gather a mass following.<br />

Eelci is conscious about this fact. He stated that the Kurds were not familiar with liberal <strong>de</strong>mocracy.<br />

Elci said, "We do not expect a boom in liberal i<strong>de</strong>als. Kurds have al~ays pursued policies based on Marxist<br />

i<strong>de</strong>als. The iiberal <strong>de</strong>mocratic un<strong>de</strong>rstanding we are currently pursuing is a somewhat unfamiliar to the<br />

Kurds." [5]<br />

Here are some questions: should the Kurdish elite form an abstract Kurdish political party distinct from<br />

the Kurdish masses? Should political parties be formed to incorporate masses or should they be formed to<br />

mould the masses? The Kurdish lea<strong>de</strong>rs and intellectuals in <strong>de</strong>signing policies have always disregar<strong>de</strong>d the<br />

situation of Kurds and their capacity. As a result, they have en<strong>de</strong>d in failure. A new Kurdish liberal<br />

party without consi<strong>de</strong>ring the status of the Kurds and their mentality will face the same fate.<br />

[FBIS Translated Text] Last summer, at an arms exposition in Ankara, Turkey, a new combat helicopter was<br />

presented, bearing the Turkish name Ardogan (Warrior). The Ardogan, however, is none other than the old<br />

Russian K50-2 gunship (Black Shark), which the Israel Aircraft Industry [lAI] had upgra<strong>de</strong>d. Several months<br />

before that, in June 1999, the helicopter was revealed for the first time in the Russian pavilion at the<br />

Le Bourg<strong>et</strong> air salon outsi<strong>de</strong> <strong>Paris</strong>, France. It was presented as a weapon system that is the result of an<br />

Israeli-Russian cooperation. Kamov, the Russian helicopter producer, presented the changes ma<strong>de</strong> to the<br />

helicopter, first produced in 1977, following the association with the lAI. The K50-2 was converted from<br />

a single- to a two-seater. This change sparked a professional <strong>de</strong>bate -- should the two crew members sit<br />

si<strong>de</strong> by si<strong>de</strong>, like in the Black Hawk gunship, or one behind the other, like in the Cobra and the Apache.<br />
