Necirvan Barzani, the prime minister of the regional government in the Kurdistan Democratic Party (KDP)-controlled part<br />
of northern Iraq, and his envoy yesterday m<strong>et</strong> with Turkish diplomats in a regular me<strong>et</strong>ing to discuss regional issues. The<br />
KDP <strong>de</strong>legation m<strong>et</strong> with Foreign Ministry Un<strong>de</strong>rsecr<strong>et</strong>ary Faruk Logoglu and Foreign Ministry Middle East General<br />
Director Turkekul Kurttekin.<br />

Prior to the me<strong>et</strong>ing with Turkish officials Barzani told reporters that good relations existed with Turkey, adding that they<br />
had been paying special importance to their relations with Turkey ..<br />
When asked what would be discussed with Turkish officials during the me<strong>et</strong>ing, Barzani said that they would exchange<br />
views on bilateral and regional issues.<br />
Replying to cl question about a Nevruz celebration hosted by KDP representative Safeen Dizayee at the Sheraton Hotel in<br />
Ankara last Monday, Barzani replied that the situation was blown out of proportion by the media, adding that there was no<br />
such crisis b<strong>et</strong>ween the KDP and the Turkish Foreign Ministry.<br />
The Turkish media reported last week that a controversy had erupted b<strong>et</strong>ween Ankara and the KDP on account of Dizayee's<br />
reception at the Sheraton Hotellast Monday to mark Nevruz. At first these reports were <strong>de</strong>nied by the Foreign Ministry.<br />
Later, however, in the wa!~eof further reports on the reception, the ministry issued a statement citing Ankara's concern and<br />
sensitivity about the celebra~on.<br />
The Barzani-Ied KDP <strong>de</strong>legation is expected to me<strong>et</strong> Turkish military officials today at the Turkish General Staff<br />
headquarters before leaving Ankara.<br />

- increased spendina on arms. Turkey has further <strong>de</strong>layed the final selection of a winner in the attack helicopter<br />
project to late Jun~. In a surprise announcement the military also <strong>de</strong>scribed the $I50 billion announced as to be<br />
spent in the coming 30 years as not realistic. . . : ..<br />

more stressed its unease over Greece's increased armaments. Military officers revealed at the press conference that<br />
Greece has been violating the CFE ceilings on attack helicopters and has been spending more on.arms. The<br />
un<strong>de</strong>rsecr<strong>et</strong>ary of the Defense Industries, Dursun Ali Ercan, has <strong>de</strong>ni.ed that Turkey ha:>been trymg to further arm.<br />
itself. 'But the conditions in our region oblige us to ensure our secunty. We have to wm the chess game. Turkey IS<br />

The Turkish military has finally broken its months-long silence on critical press reports concerning the multi-billion-dollar<br />
attack helicopter project as well as the rising voices in Turkey questioning the rationale behind the country's increased<br />
spending on arms.<br />
A press conference was held yesterday morning in Ankara at the Ministry of Defence building with the participation of<br />
senior generals from the Ministry of Defense as well as from the Land Forces Command (KKK) and the Turkish General<br />
Staff. .<br />
