Conclusion générale Dans ce papier nous avons voulu attirer l’attention sur le lien entre pauvreté, croissance économique et inégalité. La politique sociale considère la pauvreté, tout comme l’exclusion – concept plus large – de manière isolée comme un phénomène localisé, frappant certains groupes sociaux, aux marges de la société. Or le problème central est bien celui de l’inégalité et de la croissance économique ainsi que de l’évolution du revenu des ménages. Si la pauvreté, tout comme l’inégalité, participent de la cohésion sociale, cette dernière risque d’être remise en cause par deux facteurs : premièrement, par la crise économique et financière qui réduit le potentiel de croissance des trois dernières décennies ; deuxièmement par le changement idéologique « stagnationniste-individualiste » qui s’oppose au fondement du modèle social luxembourgeois, en clair à l’alliance entre recherche de la croissance maximale et d’une redistribution fiscalo-sociale généreuse. L’absence de définition politique, démocratiquement débattue et acceptée d’un seuil de pauvreté et de minimaux sociaux correspondants, révèle la résistance de la classe politique à affronter ces problèmes de front et d’en tirer les conséquences en termes de politiques publiques. Gageons que les bateleurs d’estrade ne se priveront pas de nous abreuver de sermons grandiloquents au cours de cette année consacrée à la lutte contre la pauvreté.
