L'article 30 du Statut stipule que la Cour doit déterminer par un règlement le mode suivant lequel elle exerce ses attributions. L'élaboration de ce règlement fut la première tâche que la Cour eut 1 Le Statut de la Cour est publié par la SociétP, des Nations, Recueil des Traites, volume VI, p. 390. Il a été également publié, avec l'autorisation de la Cour, par l'Institut intermédiaire internatiorial de La Haye dans un volume intitulé Statut et REglmi.e72t de la Cour permanente de Justice i1zter7zatiorrale; ce volume cst consideré corrime tenant provisoirement lieu de la publication de la Cour, Serie D, no 1, qui sera consacrée d une nouvelle édition du Statut et du Reglement des que des modifications apportées h ce dernier en justifieront la r6impres3ion.
à accomplir, et elle y consacra sa session préliminaire, qui fut tenue du 30 janvier au 24 mars 1922. A cette session fur,ent convoqués tous les juges, titulaires et suppléants. Y prirent part : MM. Loder, PrLsident, Weiss, Vice-Prdsident, 1 Lord Finlay, MM. Nyiiolm, Moore, Altamira, juges titulaires Oda, Anzilotti, Huber, I Yovanovitcli, Reichmann, Negulesco ; \ les autres juges avaient dû s'excuser. En attendant la mise sur pied des services du Greffe, cette session fut organiste par le Secretaire général de la Société des Nations, qui mit à la disposition de la Cour le Secrétaire provisoire et le personnel nécessaire. Le Règlement, pour la préparation duquel la Cour s'était basée sur plusieurs projets émanant de certains de ses membres ainsi que du Secrétariat de Genève, fut adopté le 24 mars 1922 a. Il fut communiqué aux Membres de la Société dcs Nations, par l'intermédiaire de son Secrétaire géniiral, ainsi qu'aux États pouvant ester en justice devant la Cour. 2) Modifications au Règlement. Comme il est dit dans le chapitre consacré à la Cour et au Greffe3, - - 1 Le compte reridu des delibérations de la session préliminaire est reproduit dans les publications de la Cour, Série U, no 2, Préparaliolz &IL Règlemerid dela COILT, Leyde, 1920. Le Règlement de la Cour a été imprime par Van Langenhuysen Frères (La IIaye, 1922). II a été egalemrnt publié, avec l'autorisation de la Cour, par l'Institut intermédiaire international de La 1-Iaye dans un volume intitule Statut et Règlenze~at de la Cour permaneizte de Justice interizutionale; cc volume est considéré comme tenant provisoirement lieu de la publication de la Cour, Série D, na 1, qui sera consacrée à une nouvelle édition du Statut et du Règlement dès que des modifications apportées à ce dernier en justifieront la réimpression. 8 Voir p. 7.
