(2) A person who has been insured under the legislation of one of the<br />

Contracting States and transfers his normal residence to the territory of the<br />

other Contracting State may voluntarily continue the insurance under the<br />

latter's legislation. Separation from a compulsory insurance scheme shall<br />

in such cases be equivalent to separation from a voluntary insurance scheme.<br />

The insurance coverage shall be continued<br />

In the Republic of Austria:<br />

With the Regional Sickness Fund for Manual and Salaried Workers<br />

(Gebietskrankenkasse fur Arbeiter und Angestellte) competent for the place<br />

of normal residence;<br />

In the Federal Republic of Germany:<br />

With the competent insurance authority.<br />

(3) Paragraph (2) above shall apply mutadis mutandis to persons whose<br />

right to continued insurance coverage derives from the insurance coverage<br />

of another person.<br />

Article 13<br />

(1) So far as compulsory insurance, the right to voluntary insurance,<br />

entitlement to benefits and the duration of benefits are concerned, the insurance<br />

periods and periods of receipt of benefits completed under the legislation<br />

of both Contracting States shall be aggregated, provided that they do<br />

not overlap.<br />

(2) Paragraph (1) above shall apply mutatis mutandis to benefits which<br />

may be granted at the discretion of an insurance authority.<br />

Article 14<br />

(1) Article 4, paragraph (1), shall apply to a person<br />

(a) Who transfers his residence to the territory of the other Contracting<br />

State after the insurance contingency has arisen only if the competent<br />

insurance authority has consented to the change of residence in advance;<br />

(b) Who is temporarily resident in the territory of the other Contracting State<br />

at the time the insurance contingency arises only if his condition necessitates<br />

immediate benefits.<br />

(2) The consent referred to in paragraph (1) above may be refused only<br />

on the ground of the state of health of the person concerned. It may be<br />
