The Borrower shall repay the principal amount of the Credit in semi-annual installments payable on each June 1 and December 1 commencing June 1, 1979 and ending December 1, 2018, each installment to and including the installment payable on December 1, 1988 to be onehalf of one per cent (1/2 of 1%) of such principal amount, and each installment thereafter to be one and one-half per cent (1 2 %) of such principal amount. Article III USE OF PROCEEDS OF CREDIT Section 3.01. The Borrower shall apply the proceeds of the Credit in accordance with the provisions of this Development Credit Agreement to expenditures on the Project, described in Schedule 2 to this Agreement. Section 3.02. Except as the Association shall otherwise agree, (i) the goods and services to be financed out of the proceeds of the Credit shall be procured on the basis of international competitive bidding in accordance with the Guidelines for Procurement under World Bank Loans and IDA Credits, published by the Bank in February 1968, and in accordance with such other procedures supplementary thereto as are set forth in Schedule 3 to this Agreement or as shall be agreed between the Borrower and the Association, and (ii) contracts for the procurement of such goods and services shall be acceptable to the Association. Section 3.03. Except as the Borrower and the Association shall otherwise agree, the Borrower shall cause all goods and services financed out of the proceeds of the Credit to be used exclusively in the carrying out of the Project. The specific goods and services to be financed out of the proceeds of the Credit under Categories I and II of the allocation of the proceeds of the Credit and of the Loan set forth in Schedule 1 to this Agreement shall be determined by agreement between the Borrower and the Association. PARTICULAR Article IV COVENANTS Section 4.01. (a) The Borrower shall cause the Project to be carried out with due diligence and efficiency and in accordance with sound agricultural, engineering, economic and financial policies and practices and shall provide promptly as needed, the funds, facilities- services and other resources required for the purpose. (b) In carrying out the Project the Borrower shall cause to be employed by DSI and Topraksu consultants acceptable to the Borrower and the Asso- No. 10092

Sauf convention contraire entre 'Emprunteur et l'Association, 'Emprunteur veillera h ce que les marchandises et services achet6s t l'aide des fonds provenant du Credit soient tous utilis6s exclusivement en vue de l'ex6cution du Projet. Les marchandises et services particuculiers qui doivent 6tre financ6s grace aux fonds provenant du Credit au titre des cat6gories I et II de l'affectation des fonds provenant du Credit et de l'Emprunt qui figure ht l'annexe 1 au pr6sent Contrat seront fixes d'un commun accord par 'Emprunteur et l'Association. Article IV ENGAGEMENTS PARTICULIERS Paragraphe 4.01. a) L'Emprunteur fera ex6cuter le Projet avec la diligence et 1'efficacit6 voulues et conform6ment aux principes et aux pratiques d'une saine gestion agricole, technique, 6conomique et financi6re, et il fournira au fur et h mesure des besoins tous les fonds, installations, services et autres ressources n~cessaires h cette fin. b) Pour 'ex6cution du Projet, 1'Emprunteur veillera h ce que le DSI et le Topraksu engagent des ing6nieurs-conseil agr66s par l'Emprunteur N- 10092
