The results obtained through this approach, that directly i<strong>de</strong>ntifies the behavior of<br />

firms, will be confronted with those that emerge from the general equilibrium<br />

analysis.<br />

The two mo<strong>de</strong>ling approaches, whether that of general equilibrium or that which is<br />

based on enterprise data, should be prece<strong>de</strong>d by a <strong>de</strong>tai<strong>le</strong>d reading of the data<br />

avai<strong>la</strong>b<strong>le</strong> on market opening in connection with employment and wages at the<br />

macroeconomic or firm <strong>le</strong>vels. The objective is to i<strong>de</strong>ntify the most significant<br />

stylized facts on more than two <strong>de</strong>ca<strong>de</strong>s of foreign tra<strong>de</strong> reform.<br />

To this end, Morocco has con<strong>du</strong>cted two <strong>sur</strong>veys on the in<strong>du</strong>strial sector (FACS-<br />

Morocco study published in 2000 and ICA study published in 2005), in addition to<br />

data col<strong>le</strong>cted annually by the Ministry of Tra<strong>de</strong> and In<strong>du</strong>stry from the p<strong>la</strong>yers of<br />

the sector who provi<strong>de</strong> re<strong>le</strong>vant data for such an evaluation. Tunisia also has a<br />

database for its in<strong>du</strong>stry simi<strong>la</strong>r to the Moroccan one.<br />

The comparative analysis of data from these various sources aims to highlight the<br />

adjustments ma<strong>de</strong> in terms of employment and wages in or<strong>de</strong>r to cope with changes<br />

in the competitive environment both in the internal and external markets. In<br />

addition to the importance of the conclusions that can be drawn, this analysis will<br />

serve as a basis for the mo<strong>de</strong>ling approach to better gui<strong>de</strong> the simu<strong>la</strong>tions to be<br />

done as part of the general equilibrium study or the estimates of p<strong>la</strong>yer’s behavior<br />

approach.<br />

This study comes in four chapters. The first chapter <strong>de</strong>scribes the various stages<br />

of tra<strong>de</strong> liberalization initiated in Morocco since the early eighties and which was<br />

intensified gra<strong>du</strong>ally with adhesion to the WTO and the entry into force of the<br />

association agreement with the European Union and <strong>la</strong>ter the free-tra<strong>de</strong> agreements<br />

with the United States and some Arab countries.<br />

The dynamics of tra<strong>de</strong> liberalization in Morocco have <strong>le</strong>d to a significant change in<br />

the <strong>le</strong>vel of effective protection whose evolution over the past few years is subject<br />

to a fairly <strong>de</strong>tai<strong>le</strong>d analysis at the conclusion of this chapter.<br />

The second chapter is <strong>de</strong>dicated to a study on <strong>la</strong>bor market transformations over<br />

the past two <strong>de</strong>ca<strong>de</strong>s. By analyzing the factors involved in the evolution of this<br />

market, both in terms of supply and <strong>de</strong>mand, this chapter focuses on the<br />

i<strong>de</strong>ntification of the ongoing restructuring re<strong>la</strong>ted to the process of tra<strong>de</strong><br />

liberalization which affects the structure of employment by qualification and sa<strong>la</strong>ry<br />
